{"id":173712,"date":"2025-12-03T23:31:07","date_gmt":"2025-12-03T23:31:07","guid":{"rendered":"https:\/\/www.newsbeep.com\/ie\/173712\/"},"modified":"2025-12-03T23:31:07","modified_gmt":"2025-12-03T23:31:07","slug":"seanad-suspended-in-row-over-extended-vote-deadline-to-enable-coalition-senators-reach-chamber-the-irish-times","status":"publish","type":"post","link":"https:\/\/www.newsbeep.com\/ie\/173712\/","title":{"rendered":"Seanad suspended in row over extended vote deadline to enable Coalition Senators reach chamber \u2013 The Irish Times"},"content":{"rendered":"<p class=\"c-paragraph paywall \"><a href=\"https:\/\/www.irishtimes.com\/tags\/seanad-eireann\/\" target=\"_blank\" rel=\"noreferrer nofollow noopener\" title=\"https:\/\/www.irishtimes.com\/tags\/seanad-eireann\/\">The Seanad <\/a>was suspended twice in a heated row over an extended vote deadline, which allowed eight Government Senators who were late, get to the chamber.<\/p>\n<p class=\"c-paragraph paywall \">The vote was called on one of a series of amendments from <a href=\"https:\/\/www.irishtimes.com\/tags\/lynn-ruane\/\" target=\"_blank\" rel=\"noreferrer nofollow noopener\" title=\"https:\/\/www.irishtimes.com\/tags\/lynn-ruane\/\">Independent Senator Lynn Ruane <\/a>to the Defamation Bill.<\/p>\n<p class=\"c-paragraph paywall \">A vote can only be taken by the Cathaoirleach or Leas Chathaoirleach, in this instance Leas <a href=\"https:\/\/www.irishtimes.com\/tags\/seanad-eireann\/\" target=\"_blank\" rel=\"noreferrer nofollow noopener\" title=\"https:\/\/www.irishtimes.com\/tags\/seanad-eireann\/\">Chathaoirleach Maria Byrne<\/a>.<\/p>\n<p class=\"c-paragraph paywall \">Ms Ruane angrily disputed the vote going ahead and said the doors should have been locked after three minutes, but the delay allowed eight additional Senators to enter the chamber after the deadline.<\/p>\n<p class=\"c-paragraph paywall \">\u201cIf that was the Opposition we would have been locked out of the room and not got in to vote &#8230; It\u2019s not okay,\u201d she insisted.<\/p>\n<p class=\"c-paragraph paywall \">Independent Senator Alice Mary Higgins said the implication is that the Leas Chathaoirleach was \u201casked to stay <a href=\"https:\/\/www.irishtimes.com\/tags\/seanad-eireann\/\" target=\"_blank\" rel=\"noreferrer nofollow noopener\" title=\"https:\/\/www.irishtimes.com\/tags\/seanad-eireann\/\">outside the door <\/a>to extend the time indefinitely to allow Government members to be gathered\u201d.<\/p>\n<p class=\"c-paragraph paywall \">Ms Byrne, <a href=\"https:\/\/www.irishtimes.com\/tags\/seanad-eireann\/\" target=\"_blank\" rel=\"noreferrer nofollow noopener\" title=\"https:\/\/www.irishtimes.com\/tags\/seanad-eireann\/\">elected as a Fine Gael Senator<\/a>, said the issue could be raised at the Oireachtas Committee on Parliamentary Privileges and Oversight. <\/p>\n<p class=\"c-paragraph paywall \">But Ms Ruane said she had been a Senator for 10 years and they had \u201calways abided by the time\u201d. And \u201ca dangerous precedent is being set\u201d by the chairwoman.<\/p>\n<p class=\"c-paragraph paywall \">Bells ring for individual votes for four minutes and Senators get another four to get to the chamber. But \u201cshort\u201d bells of two minutes with an additional minute to allow Senators to arrive, are called when there is a series of votes close together. <\/p>\n<p class=\"c-paragraph paywall \">Ms Higgins said the impartiality of the deputy chairwoman\/man could be questioned if a Government member delays entering the chamber and facilitates the Government bringing many more members in.<\/p>\n<p class=\"c-paragraph paywall \">When she was called on to withdraw the allegation that the Leas Chathaoirleach deliberately stayed outside the chamber, Ms Higgins insisted she did not say that was the intention, \u201cbut it is the effect of the interpretation of the standing orders\u201d.<\/p>\n<p class=\"c-paragraph paywall \">The Leas Chathaoirleach read out the standing order, which states: \u201cThe period for which the division bell is rung and the interval between the ringing of the bell and locking of the doors shall be not less than two minutes and not less than one minute respectively.\u201d<\/p>\n<p class=\"c-paragraph paywall \">Ms Byrne stressed it was \u201cnot less\u201d than that time, but Ms Higgins said they were now saying the timings were \u201cdiscretionary\u201d.<\/p>\n<p class=\"c-paragraph paywall \">Ms Ruane angrily asked, \u201care you telling me for the last 10 years standing orders have not supported being locked out of the chamber?\u201d<\/p>\n<p class=\"c-paragraph paywall \">The Leas Chathaoirleach replied, \u201cthat\u2019s not what I said\u201d and attempted to move to the vote. But Ms Ruane refused and the House was suspended for 10 minutes. <\/p>\n<p class=\"c-paragraph paywall \">It was then suspended for a further 30 minutes when Ms Ruane said there had been no engagement \u201cto bring any sort of resolution\u201d. <\/p>\n<p class=\"c-paragraph paywall \">The acting chair instructed that the doors be closed and \u201cstill more people opened the doors and walked in\u201d. <\/p>\n<p class=\"c-paragraph paywall \">Ms Byrne said the matter could not be resolved on the floor of the House.<\/p>\n<p class=\"c-paragraph paywall \"><a href=\"https:\/\/www.irishtimes.com\/tags\/seanad-eireann\/\" target=\"_blank\" rel=\"noreferrer nofollow noopener\" title=\"https:\/\/www.irishtimes.com\/tags\/seanad-eireann\/\">Fine Gael Seanad leader <\/a>Sean Kyne said he was not present when the vote was called and when he arrived \u201cthe door opened\u201d but Ms Byrne was not present. \u201cThe doors had to remain open until you came in,\u201d he told her. <\/p>\n<p class=\"c-paragraph paywall \">Ms Ruane suggested time was now \u201cjust abstract\u201d.<\/p>\n<p class=\"c-paragraph paywall \">After a second suspension, Ms Byrne said the points raised by the Senators about the division process would be \u201caddressed thoroughly\u201d by the parliamentary privileges committee.
