And experts fear Reeves&#8217;s tax raid will make it worse"},"content":{"rendered":"<p>\n\t\t\t\t\tWorkers will be waiting longer to retire, because of &#8216;anti-saving&#8217; measures in the Budget\t\t\t\t\t                <\/p>\n<p><a class=\"post_in-line_link\" href=\"https:\/\/inews.co.uk\/topic\/rachel-reeves?ico=in-line_link\" rel=\"nofollow noopener\" target=\"_blank\">Rachel Reeves\u2019s<\/a> tax raid on savers risks disincentivising workers to put money in their <a class=\"post_in-line_link\" href=\"https:\/\/inews.co.uk\/topic\/pensions?ico=in-line_link\" rel=\"nofollow noopener\" target=\"_blank\">pension pots<\/a> and forcing them to wait longer for <a class=\"post_in-line_link\" href=\"https:\/\/inews.co.uk\/topic\/retirement?ico=in-line_link\" rel=\"nofollow noopener\" target=\"_blank\">retirement<\/a>, experts have warned.<\/p>\n<p>Policies such as <a class=\"post_in-line_link\" href=\"https:\/\/inews.co.uk\/inews-lifestyle\/money\/pensions-and-retirement\/pension-savers-lose-84-year-reeves-budget-tax-raid-4089010?srsltid=AfmBOorSEHgQgwecKbUIW5ePh1mW0G4CnywBHQwi54xrRNZUHRpFC10a&amp;ico=in-line_link\" rel=\"nofollow noopener\" target=\"_blank\">capping pension salary sacrifice schemes<\/a> and<a class=\"post_in-line_link\" href=\"https:\/\/inews.co.uk\/inews-lifestyle\/money\/saving-and-banking\/reduce-tax-savings-cash-isa-limit-cut-budget-4064405?srsltid=AfmBOoqHQUlZWnx1kmhLI3OGGTsFzhJyulj_EBMBedTvljov_oenR85H&amp;ico=in-line_link\" rel=\"nofollow noopener\" target=\"_blank\"> slashing the tax-free limit for cash Individual Savings Accounts (ISAs)<\/a> will worsen the issue of Britons \u201cunder-saving\u201d for their retirement, the Chancellor has been told.<\/p>\n<p>Income tax on savings is also set to rise by 2 per cent after the <a class=\"post_in-line_link\" href=\"https:\/\/inews.co.uk\/topic\/budget?srsltid=AfmBOoo6RVXyYoVOukGdBBaimQKRQuBylDWfValLwgaRXaPmCMiCAnhS&amp;ico=in-line_link\" rel=\"nofollow noopener\" target=\"_blank\">Budget<\/a>.<\/p>\n<p>Concerns about threadbare private pension pots have been heightened because of the pressure on the state system, with some economists arguing that <a class=\"post_in-line_link\" href=\"https:\/\/inews.co.uk\/topic\/state-pension-triple-lock?ico=in-line_link\" rel=\"nofollow noopener\" target=\"_blank\">the triple lock<\/a> should be scrapped and the retirement age increased to keep costs under control.<\/p>\n<p>New FeatureIn ShortQuick Stories. Same trusted journalism.<\/p>\n<p>A faster or further increase to the <a class=\"post_in-line_link\" href=\"https:\/\/inews.co.uk\/topic\/state-pension-age?srsltid=AfmBOoph9vJDPcUvTXVGj6fFSchTi8ZEqcG9zBgbmZ2HOha8U__F7l5P&amp;ico=in-line_link\" rel=\"nofollow noopener\" target=\"_blank\">state pension age<\/a> could pile more pressure on workers to save more money into their private pots if they wish to finish stop working sooner.<\/p>\n<p>But \u201canti-saving\u201d policies in the Budget have raised concerns that workers could be put off, leaving them with a shortfall in retirement.<\/p>\n<p>The Government could argue that it has plans <a class=\"post_in-line_link\" href=\"https:\/\/inews.co.uk\/news\/politics\/pensions-megafunds-average-savers-pot-6000-reeves-3719175?srsltid=AfmBOoryG4b85nocBrqXLQUTR2qfXSis8TBKlBGsB8K-Ek8FeWhyEkwN&amp;ico=in-line_link\" rel=\"nofollow noopener\" target=\"_blank\">to boost retirement savings by thousands of pounds by forcing pension funds to combine their assets into larger megafunds.<\/a><\/p>\n<p>Risks of under-saving for retirement<\/p>\n<p>Edward Jones, professor of economics at Bangor University, said: \u201cIt [Budget] did have that signal of being anti-saving. It\u2019s already tricky enough to get people to save for retirement, especially if they\u2019re under 35, given it\u2019s so far away. If government sends a message that we\u2019ll penalise that, it\u2019s not a great space to be in.<\/p>\n<p>\u201cLong term that could put more pressure on the state to help people in their retirements, but this government doesn\u2019t worry about that as they won\u2019t be here\u2026 It kicks the can far down the road but when it does occur it\u2019ll be a big crisis.<\/p>\n<p>\u201cAs well as the salary sacrifice measure, the narrative comes out against saving generally. We could really do with people saving more.\u201d<\/p>\n<p>Professor Jones cautioned that more people may have to wait longer to retire as a result of the Budget: \u201cThat is likely to happen\u2026 People may find themselves working for longer because their savings aren\u2019t sufficient to cover expenses.\u201d<\/p>\n<p>Last month, the Chancellor announced that from 2029 there will be an annual cap of \u00a32,000 on the amount which workers can sacrifice into pensions without incurring national insurance (NI) payments. The change is expected to raise \u00a37.3bn over five years \u2013 and will cost those using the schemes an average of \u00a384 a year.<\/p>\n<p>At the same time, the Chancellor reduced the amount which can be saved tax-free in cash ISAs from \u00a320,000 to \u00a312,000 a year for under-65s, with the change due to come into effect in April 2027. They can place a further \u00a38,000 into a stocks and shares ISA. Income tax on savings will also increase by 2 per cent from 2027.<\/p>\n<p>Spiralling cost of state pension<\/p>\n<p>The concerns about people under-saving into private pensions coincide with rising worry about the sustainability of the <a class=\"post_in-line_link\" href=\"https:\/\/inews.co.uk\/topic\/state-pension?ico=in-line_link\" rel=\"nofollow noopener\" target=\"_blank\">state pension<\/a> bill.<\/p>\n<p>In the summer, the Office for Budget Responsibility said that the triple lock \u2013 which ensures the state pension rises in line with whichever is highest of inflation, wage increases or 2.5 per cent \u2013 <a class=\"post_in-line_link\" href=\"https:\/\/inews.co.uk\/news\/politics\/end-of-state-pension-triple-lock-in-sight-as-uk-faces-running-out-of-cash-3795054?srsltid=AfmBOooAodviuk8wACWGX1WYdWqghK0JtaLdp-FjikdBTEOAhUrBpIVH&amp;ico=in-line_link\" rel=\"nofollow noopener\" target=\"_blank\">will be three times more expensive<\/a> by the end of the decade than it was expected to be when it was introduced in 2011, costing \u00a315.5bn by 2030.<\/p>\n<p>The ballooning cost has led to calls for the triple lock to be scrapped, or for the state pension age to rise more quickly or higher than currently planned to keep costs down.<\/p>\n<p>A Labour MP told The i Paper that there was a pressing need for the Pensions Committee to \u201cproperly look at the future sustainability of state pensions, including the triple lock\u201d. <\/p>\n<p>At the same time, the Department for Work and Pensions (DWP) has previously warned that a significant portion of the working-age population is not saving enough into their retirement fund.<\/p>\n<p>3.3 million affected by salary sacrifice policy<\/p>\n<p>According to an impact assessment of the salary sacrifice policy carried out by HMRC, 3.3 million people \u2013 or 44 per cent of employees currently using salary sacrifice \u2013 would be affected by the \u00a32,000 cap.<\/p>\n<p>The measure is expected to have an impact on 290,000 employers who operate salary sacrifice arrangements for pension contributions. <a class=\"post_in-line_link\" href=\"https:\/\/inews.co.uk\/news\/salary-sacrifice-pension-schemes-cut-firms-budget-4068188?ico=in-line_link\" rel=\"nofollow noopener\" target=\"_blank\">Experts have previously argued that businesses would lower their pension contributions or reduce pay rises for staff to get around the changes.<\/a><\/p>\n<p>Stephen Barber, professor of global affairs at the University of East London, said: \u201cThere is a short-termism\u2026 some of these measures could disincentivise saving and investment for retirement.<\/p>\n<p>\u201cThe Office for National Statistics reported that while the savings ratio has increased over the last couple of years the trend is for it to stagnate.<\/p>\n<p>\u201cMeanwhile the Department for Work and Pensions itself is worried that around half of Brits are not investing in a pension at all, while those retiring over the next 25 years are expected to be worse off than those retiring today. That is a problem in the future that needs policy action today.\u201d<\/p>\n<p>Another expert who has sounded the alarm about the salary sacrifice cap is the former pensions minister Sir Steve Webb, who said it could have \u201csignificant real-world implications for millions of workers\u201d.<\/p>\n<p>Webb, who is now a partner at consultancy LCP, told The i Paper: \u201cAt a time when the nation as a whole has a significant \u2018under-saving\u2019 problem, this change will make matters worse.\u201d<\/p>\n<p>He added: \u201cAlthough employers have time between now and 2029 to consider their options, there is a risk that some will simply cut back on the generosity of their workplace pension offering, which would be a serious backward step.\u201d<\/p>\n<p>Will the state pension triple lock survive?<\/p>\n<p>Stephen Barber, professor of global affairs at the University of East London, said the rising costs of the triple lock were putting pressure on the public finances.<\/p>\n<p>\u201cIt has survived another year, but the triple lock is looking increasingly vulnerable,\u201d he said. \u201cBrought in for political reasons it is now creating political and economic problems.<\/p>\n<p>\u201cEven dropping it to a double lock would help stabilise public finances over the coming years. There is growing scrutiny about how sustainable the triple lock guarantee can be.<\/p>\n<p>\u201cThe question is whether the Chancellor has the courage to upset the one group of voters who for so long have avoided the pain?\u201d<\/p>\n<p>Rachel Vahey, head of public policy at AJ Bell, said: \u201cPensions minister Torsten Bell recently ruled out scrapping the triple lock guarantee, but as the state pension grows ever closer to the frozen personal allowance [tax] threshold  it could be that the government is finally forced to address the question of how much the state pension should really offer, at what age, and how it can increase payments sustainably each year.\u201d<\/p>\n<p>Meanwhile, Rachel Vahey, head of public policy at AJ Bell, said the ongoing review of the retirement age could \u201chasten conversations on whether to bring forward an increase to the late 2030s to save future governments money\u201d.<\/p>\n<p>She said: \u201cThe state pension age will gradually increase to age 67 between 2026 and 2028. By capping pension salary sacrifice and reducing the cash ISA limit, Reeves is making it harder for people who do the right thing. And her tax raid will fund billions more in handouts to people who don\u2019t work at all.<\/p>\n<p>\u201cStarmer and Reeves lack the backbone to face down their tax-hungry backbenchers. Only the Conservatives have a plan to make \u00a347bn of savings including \u00a323bn of cuts to welfare, cut taxes and get Britain working again.\u201d<\/p>\n<p>A Treasury spokesperson said: \u201cWe are encouraging more people to use stocks and shares ISAs by reducing the cash ISA limit.
