Today we delivered on that commitment. <\/p>\n<p>Next step: securing Ukraine\u2019s financial needs for 2026\u201327.<\/p>\n<p>\u2014 Ant\u00f3nio Costa (@eucopresident) <a href=\"https:\/\/twitter.com\/eucopresident\/status\/1999537177487659295?ref_src=twsrc%5Etfw\" rel=\"nofollow noopener\" target=\"_blank\">December 12, 2025<\/a><\/p>\n<p>A 28-point plan drafted by US and Russian envoys stipulated that the EU would release the frozen assets for use by Ukraine, Russia and the United States.<\/p>\n<p>That plan, which surfaced last month, was rejected by Ukraine and its backers in Europe.<\/p>\n<p>French Foreign Minister Jean-Noel Barrot wrote on X that the EU decision means that \u201cno one will decide in place of the Europeans the use of these funds.\u201d<\/p>\n<p>Hungarian Prime Minister Viktor Orban \u2013 Russian President Vladimir Putin\u2019s closest ally in Europe \u2013 accused the European Commission, which prepared the decision, \u201cof systematically raping European law\u201d.<\/p>\n<p>The vast majority of the funds \u2014 around 193 billion euros (\u00a3169 billion) at the end of September \u2014 are held in Euroclear, a Belgian financial clearing house.<\/p>\n<p>    The rule of law in the European Union comes to an end, and Europe\u2019s leaders are placing themselves above the rules<\/p>\n<p>            Viktor Orban<\/p>\n<p>The money was frozen under sanctions that the EU imposed on Russia over the war it launched on February 24 2022, but these sanctions must be renewed every six months, and all 27 member countries must approve them for that to happen.<\/p>\n<p>Hungary and Slovakia oppose providing more support to Ukraine.<\/p>\n<p>Friday\u2019s decision, which is based on EU treaty rules allowing the bloc to protect its economic interests in certain emergency situations, prevents them from blocking the sanctions rollover and make it easier to use the assets.<\/p>\n<p>Mr Orban said on social media that it means that \u201cthe rule of law in the European Union comes to an end, and Europe\u2019s leaders are placing themselves above the rules\u201d.<\/p>\n<p>\u201cThe European Commission is systematically raping European law.
