How this works is that each non-U.S. country is allowed to submit just *one* movie for potential Oscar consideration. That list of submissions is then whittled down by members of the Academy, who ultimately select the films that will compete for the award.<\/p>\n<p>That shortlist will be announced on December 16, Variety notes in today\u2019s report, and the final five nominees in the Best International Feature category will be announced January 22.<\/p>\n<p>So what is the Cambodian-made Tenement about, you ask?\u00a0\u201cThe film is set within a decaying Khmer Rouge\u2013era tenement in Phnom Penh.
