{"id":219654,"date":"2025-12-31T09:43:13","date_gmt":"2025-12-31T09:43:13","guid":{"rendered":"https:\/\/www.newsbeep.com\/ie\/219654\/"},"modified":"2025-12-31T09:43:13","modified_gmt":"2025-12-31T09:43:13","slug":"dcu-rents-comply-with-rpz-rules-to-the-letter-universitys-president-tells-government-the-irish-times","status":"publish","type":"post","link":"https:\/\/www.newsbeep.com\/ie\/219654\/","title":{"rendered":"DCU rents comply with RPZ rules \u2018to the letter\u2019, university\u2019s president tells Government \u2013 The Irish Times"},"content":{"rendered":"<p class=\"c-paragraph paywall \">Rents at <a href=\"https:\/\/www.irishtimes.com\/tags\/dublin-city-university\/\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/www.irishtimes.com\/tags\/dublin-city-university\/\">Dublin City University<\/a> (DCU) are calculated and charged \u201cto the letter of the RPZ law\u201d, the university\u2019s president told the Government <a href=\"https:\/\/www.irishtimes.com\/ireland\/housing-planning\/2025\/09\/15\/dublin-college-increases-fees-in-on-campus-student-accommodation-in-rpz-loophole\/\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/www.irishtimes.com\/ireland\/housing-planning\/2025\/09\/15\/dublin-college-increases-fees-in-on-campus-student-accommodation-in-rpz-loophole\/\">following an Irish Times report<\/a> on an increase to accommodation service fees.<\/p>\n<p class=\"c-paragraph paywall \">That report noted increases in mandatory monthly service charges, which cover utilities, combined with separate rent increases at the college park apartments at the Glasnevin campus resulted in total monthly payments going up almost 7 per cent in 2025. The complex is based within a rent pressure zone (RPZ), where rent increases are capped at 2 per cent per year or the rate of inflation, whichever is lower.<\/p>\n<p class=\"c-paragraph paywall \">While the total mandatory monthly payments at the DCU accommodation went up by more than 2 per cent, this does not appear to break RPZ rules because the main increase is driven by the service charge, rather than the actual rent.<\/p>\n<p class=\"c-paragraph paywall \">The Residential Tenancies Board (RTB), which governs rental law breaches, said an increase in service charges is permissible under rental laws as long as the charge has always been paid separately to the rent and has always been noted as such in the lease agreement.<\/p>\n<p class=\"c-paragraph paywall \">Minister for Higher Education <a href=\"https:\/\/www.irishtimes.com\/tags\/james-lawless\/\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/www.irishtimes.com\/tags\/james-lawless\/\">James Lawless<\/a> wrote to the president of DCU D\u00e1ire Keogh last September expressing dissatisfaction with the charges in the midst of a student accommodation crisis. <\/p>\n<p class=\"c-paragraph paywall \">\u201cWhile this approach may be technically within the letter of the law, I do not believe it is in the spirit of the law and I am therefore asking DCU to reconsider this decision,\u201d Mr Lawless said in the letter.<\/p>\n<p class=\"c-paragraph b-it-article-body__interstitial-link\">[\u00a0<a aria-label=\"Open related story\" class=\"c-link\" href=\"https:\/\/www.irishtimes.com\/life-style\/people\/2025\/07\/01\/from-india-to-ireland-the-first-day-i-came-to-dublin-i-felt-like-im-home-like-i-belong\/\" rel=\"noreferrer nofollow noopener\" target=\"_blank\">From India to Ireland: \u2018The first day I came to Dublin, I felt like I\u2019m home, like I belong\u2019Opens in new window<\/a>\u00a0]<\/p>\n<p class=\"c-paragraph paywall \">New records show Mr Keogh responded to the Minister by maintaining the rents are \u201ccharged to the letter of the RPZ law and additional service costs are calculated within the spirit of this legislation\u201d. <\/p>\n<p class=\"c-paragraph paywall \">\u201cI reject any suggestion that DCU has sought to exploit loopholes in rent pressure protections,\u201d he said, explaining how rents increased by 1.7 per cent this year and that utilities and services are charged separately.<\/p>\n<p class=\"c-paragraph paywall \">\u201cThe service charge is on a cost recovery basis and costs incurred are dictated by market conditions, not DCU,\u201d Mr Keogh said. <\/p>\n<p class=\"c-paragraph paywall \">\u201cThis year\u2019s increase in the overall monthly service charge is both as a result of the rising costs faced by the university across the board for utilities and services, and additional charges for existing essential services now being incorporated for 2025\/26,\u201d Mr Keogh said. In his letter to the Minister, which was released following a Freedom of Information request, he included a table with a breakdown of these charges.<\/p>\n<p class=\"c-paragraph paywall \">\u201cI emphasise that the university has not made the decision to increase the service charge lightly, and it is fully aware of the extra strain this will place on students and their families.
