The intersection of Napier Street West and Coppice Street has become an \u2018unofficial tip\u2019, with piles of black bags dumped between a council waste bin and a clothes donation box.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \" data-tmdatatrack=\"content-unit\" data-tmdatatrack-type=\"paragraph\">Residents are calling for the bins to be removed in the hopes it would discourage illegal fly-tippers.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \" data-tmdatatrack=\"content-unit\" data-tmdatatrack-type=\"paragraph\">Addy Shan, who lives close to the site, said: \u201cThis bin needs removing. It\u2019s become a magnet for fly-tipping, mostly caused by local residents dumping their rubbish here instead of disposing of it properly.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \" data-tmdatatrack=\"content-unit\" data-tmdatatrack-type=\"paragraph\">\u201cEvery time I pass, there are black bags and household waste left around it. (Image: Google)<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \" data-tmdatatrack=\"content-unit\" data-tmdatatrack-type=\"paragraph\">The issue has been taking place for more than four months, he added to the LDRS.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \" data-tmdatatrack=\"content-unit\" data-tmdatatrack-type=\"paragraph\">\u201cAs soon as the council clean it up, it\u2019s there again,\u201d he said. \u201cIt\u2019s disgusting and brings the whole area down.\u201d<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \" data-tmdatatrack=\"content-unit\" data-tmdatatrack-type=\"paragraph\">Other locals also shared their anger at the constant littering, with one guessing people dispose of extra household waste there \u2018because they know the council will pick it up\u2019.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \" data-tmdatatrack=\"content-unit\" data-tmdatatrack-type=\"paragraph\">Fly-tipping is against the law and perpetrators can be fined \u00a3400 on the spot if caught red-handed, or an unlimited fine set by a court if prosecuted later on.<\/p>\n<p><img decoding=\"async\" src=\"https:\/\/www.newsbeep.com\/ie\/wp-content\/uploads\/2025\/12\/1767216369_66_0_Fly-tipping-magnet.jpg\" alt=\"A photo by a local resident shows the area next to the bin piled high with household rubbish bags. \" loading=\"lazy\"  \/>A photo by a local resident shows the area next to the bin piled high with household rubbish bags. (Image: Addy Shan)<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \" data-tmdatatrack=\"content-unit\" data-tmdatatrack-type=\"paragraph\">Councillor Elain Taylor, Deputy Council Leader and Cabinet Member for Neighbourhoods, did not confirm whether the council has plans to remove the bin, but said the council is taking action to fight the scourge of fly-tipping that has hit the borough over the last year.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \" data-tmdatatrack=\"content-unit\" data-tmdatatrack-type=\"paragraph\">Coun Taylor said: \u201cWe understand the frustration this would cause for residents living nearby. Fly-tipping is illegal and blights neighbourhoods, and diverts valuable council resources away from other frontline services.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \" data-tmdatatrack=\"content-unit\" data-tmdatatrack-type=\"paragraph\">\u201cWe have recently relaunched our Don\u2019t Trash <a class=\"TextLink_text-link__dBSS0 TextLink_enabled__dJF3l\" href=\"https:\/\/www.manchestereveningnews.co.uk\/all-about\/oldham\" target=\"\" aria-label=\"\" rel=\"follow nofollow noopener\" tabindex=\"0\">Oldham<\/a> campaign for a cleaner, greener borough.
