With the unemployment rate at 5.2%, President Lula da Silva\u2019s chances for reelection in 2026 look favorable, especially since his government handily put away his predecessor Jair Bolsonaro for trying to pull a Trump-style coup, which Disruption Banking wrote about <a href=\"https:\/\/www.disruptionbanking.com\/2023\/02\/02\/brazil-shows-the-usa-how-to-handle-a-coup-attempt\/\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">here<\/a>.\u00a0<\/p>\n<p>The <a class=\"glossaryLink\" aria-describedby=\"tt\" data-cmtooltip=\"&lt;div class=glossaryItemTitle&gt;Interest rate&lt;\/div&gt;&lt;div class=glossaryItemBody&gt;&lt;!-- wp:paragraph --&gt;&#010;&lt;p&gt;According to Investopedia, &#039;the interest rate is the amount a lender charges for the use of assets expressed as a percentage of the principal. The interest rate is typically noted on an annual basis known as the\u00a0annual percentage rate (APR). The assets borrowed could include cash, consumer goods, or large assets such as a vehicle or building.&#039;&lt;\/p&gt;&#010;&lt;!-- \/wp:paragraph --&gt;&lt;\/div&gt;\" href=\"https:\/\/www.disruptionbanking.com\/Fintech%20Glossary\/interest-rate\/\" data-gt-translate-attributes=\"[{\" attribute=\"\" tabindex=\"0\" role=\"link\" rel=\"nofollow noopener\" target=\"_blank\">interest rate<\/a> in Brazil is 15%, the highest in nearly two decades and one of the <a href=\"https:\/\/www.imf.org\/en\/news\/articles\/2025\/10\/09\/explaining-strong-credit-growth-in-brazil-despite-high-policy-rates\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">highest<\/a> among major economies, and the Brazilian Central Bank (BCB) isn\u2019t about to change it because the annual <a class=\"glossaryLink\" aria-describedby=\"tt\" data-cmtooltip=\"&lt;div class=glossaryItemTitle&gt;Inflation&lt;\/div&gt;&lt;div class=glossaryItemBody&gt;&lt;!-- wp:paragraph --&gt;&#010;&lt;p&gt;According to Investopedia, &#039;inflation is the rate at which the value of a currency is falling and consequently the general level of prices for goods and services is rising.&#039;&lt;\/p&gt;&#010;&lt;!-- \/wp:paragraph --&gt;&lt;\/div&gt;\" href=\"https:\/\/www.disruptionbanking.com\/Fintech Glossary\/inflation\/\" data-gt-translate-attributes=\"[{\" attribute=\"\" tabindex=\"0\" role=\"link\" rel=\"nofollow noopener\" target=\"_blank\">inflation<\/a> rate, at 4.46% as of November, was the lowest in more than a year.\u00a0<\/p>\n<p><img data-lazyloaded=\"1\" fetchpriority=\"high\" decoding=\"async\" width=\"1024\" height=\"1024\" src=\"https:\/\/www.newsbeep.com\/ie\/wp-content\/uploads\/2026\/01\/image-1024x1024.jpeg\" alt=\"\" class=\"wp-image-40905\" style=\"width:534px;height:auto\"  data-\/><\/p>\n<p>The BCB\u2019s rate-setting committee, called Copom, voted unanimously to leave the benchmark as is. That\u2019s little surprise considering that in 2024, bank credit grew by 11.5% and the corporate bond issuance rose by 30%, according to the <a href=\"https:\/\/www.imf.org\/en\/news\/articles\/2025\/10\/09\/explaining-strong-credit-growth-in-brazil-despite-high-policy-rates\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">IMF<\/a>.\u00a0<\/p>\n<p>Carlos Lopes, an economist at Banco BV, <a href=\"https:\/\/www.reuters.com\/world\/americas\/brazils-central-bank-holds-interest-rates-expected-keeps-hawkish-tone-2025-12-10\/\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">said<\/a>, \u201cCommunication changed very little from the last meeting. That shows the central bank has low conviction about starting rate cuts in January. The lack of signaling now isn\u2019t a dealbreaker, but it\u2019s a major constraint on changing the decision in January.\u201c<\/p>\n<p>Both demand for credit and its supply have been pushed by steady income growth and expanding financial inclusion, a signature policy goal of President Luiz Inacio Lula da Silva to <a href=\"https:\/\/www.broadcast.com.br\/ultimas-noticias\/lula-fazemos-politicas-de-inclusao-social-para-criar-sociedade-de-classe-media\/\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">create<\/a> a \u201cmiddle-class society.\u201d\u00a0<\/p>\n<p>Republic of Condo Invasions<\/p>\n<p>While announcing the October launch of a new mortgage credit line, Lula <a href=\"https:\/\/www.broadcast.com.br\/ultimas-noticias\/lula-fazemos-politicas-de-inclusao-social-para-criar-sociedade-de-classe-media\/\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">stated<\/a>, \u201cThere is a need for us to continue implementing social inclusion policies to see if we can help people move up a rung on the social ladder, so that we can create a kind of middle-class society.\u201d\u00a0<\/p>\n<p>Lula contrasted the conception of a middle-class society he envisions against what he joked that Brazil has become, in his <a href=\"https:\/\/www.broadcast.com.br\/ultimas-noticias\/lula-fazemos-politicas-de-inclusao-social-para-criar-sociedade-de-classe-media\/\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">words<\/a>, a \u201crepublic of condominium invasions.\u201d\u00a0<\/p>\n<p>Brazilian Portuguese actually has a word for a special kind of flash mob composed of robbers, referred to as \u2018arrastao,\u2019 where an armed group appears and commandeers a space to rob as many people as possible.\u00a0<\/p>\n<p>These attacks happen on public beaches, during traffic jams, on subway trains, in shops, and in apartment buildings. In one <a href=\"https:\/\/www.bloomberglinea.com\/english\/mossad-inspired-private-security-industry-thrives-in-brazil-amidst-surge-in-urban-violence\/\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">famous case<\/a> in August of 2023, a group of 17 thieves invaded a luxury condo building in Jardim Paulistano and took over $600,000 USD (450,000 GBP) worth of jewelry.\u00a0<\/p>\n<p>In Pursuit of the Middle Class<\/p>\n<p>The Brazilian federal government has been taking a muscular approach to regulating the banking sector in pursuit of Lula\u2019s policy goals. One plan, referred to above, concerns how home loans are funded. Instead of depending on how much money a borrower has in savings, the government\u2019s <a href=\"https:\/\/www.broadcast.com.br\/ultimas-noticias\/lula-fazemos-politicas-de-inclusao-social-para-criar-sociedade-de-classe-media\/\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">new plan <\/a>will allow banks to use an equal amount of savings-account money more freely for a period of up to five years and even longer if the bank continues to make new mortgages.\u00a0<\/p>\n<p>Today, banks are required to use 65% of savings-account money for mortgages. Another 20% is locked away at the BCB, and only 15% can be used freely. With the new plan, the BCB will release part of that locked-up money. At first, it will free up 5%, which could add about R$20\u201325 billion ($3.6-$4.5 billion USD or 2.6-3.3 billion GBP) in new mortgage loans.<\/p>\n<p>Most of that released money (80%) must go to traditional home loans with capped interest rates (up to 12% per year). The remaining 20% can be used for real-estate loans that charge market interest rates.<\/p>\n<p>New Central Banker<\/p>\n<p>Gabriel Galipolo, head of the BCB, is the former executive-secretary of the Ministry of Finance and former chairman of the Banco do Brasil, one of five Brazilian state banks. His tenure at the Ministry of Finance and Banco do Brasil were both extremely short, 6 months and 3 months, respectively, after which he <a href=\"https:\/\/cultura.uol.com.br\/noticias\/58664_gabriel-galipolo-e-eleito-presidente-do-conselho-de-administracao-do-banco-do-brasil.html\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">resigned<\/a> due to his appointment by Lula to his <a href=\"https:\/\/economia.uol.com.br\/noticias\/reuters\/2023\/07\/03\/gabriel-galipolo-renuncia-de-cargo-de-conselheiro-do-banco-do-brasil.htm\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">first position<\/a> at the BCB, as director of Copom, in 2023.\u00a0<\/p>\n<p>In 2025, Galipolo was elected to his position with the <a href=\"https:\/\/www.ambito.com\/finanzas\/quien-es-gabriel-galipolo-el-elegido-lula-da-silva-manejar-el-banco-central-brasil-n6068750\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">largest majority<\/a> of support for any candidate since 1999.
