{"id":242498,"date":"2026-01-13T16:24:13","date_gmt":"2026-01-13T16:24:13","guid":{"rendered":"https:\/\/www.newsbeep.com\/ie\/242498\/"},"modified":"2026-01-13T16:24:13","modified_gmt":"2026-01-13T16:24:13","slug":"the-civil-service-pension-scheme-transfer-six-weeks-on","status":"publish","type":"post","link":"https:\/\/www.newsbeep.com\/ie\/242498\/","title":{"rendered":"The Civil Service Pension Scheme transfer six weeks on"},"content":{"rendered":"<p>On 1 December,\u00a0administration of the Civil Service Pension Scheme returned to Capita after 10\u00a0years under the management of MyCSP.<\/p>\n<p>The scheme \u2013 which was already troubled by performance issues under MyCSP \u2013 has been beset with issues since its move\u00a0to Capita. On 4 December, Capita said it had\u00a0fixed\u00a0\u201cteething problems\u201d with its new website and portal.<\/p>\n<p>However,\u00a0CSW readers have continued to report issues, including difficulties logging in, missing data, difficulty getting through to the customer service helpline,\u00a0and late payments:\u00a0similar themes to the problems the scheme had when <a href=\"https:\/\/www.civilserviceworld.com\/professions\/article\/mycsp-civil-service-pension-problems-left-officials-facing-hardship-distress-says-nao\" rel=\"nofollow noopener\" target=\"_blank\">MyCSP took over the contract from Capita in 2014<\/a>.<\/p>\n<p>Six weeks on from the transition, CSW has\u00a0gathered views from\u00a0civil service unions and the Civil Service Pensioners\u2019 Alliance, as well as Capita and the Cabinet Office, about the\u00a0current state of the scheme and what&#8217;s being done to address the concerns.\u00a0<\/p>\n<p>\u2018Unprecedented numbers of delays\u2019 \u2013 what\u2019s gone wrong?<\/p>\n<p>MPs warned in October that\u00a0there was a <a href=\"http:\/\/Cat Little acknowledged progress with \u201ctransition milestones\u201d built into the government\u2019s contract with Capita was a \u201csignificant cause for concern\u201d.\" rel=\"nofollow\">\u201cclear\u00a0risk\u201d that Capita would\u00a0not be ready <\/a>to take over the administration of the pension scheme on 1 December after the company\u00a0missed deadlines for multiple transition milestones.<\/p>\n<p>However, in mid-November, the Cabinet Office <a href=\"https:\/\/www.civilserviceworld.com\/professions\/article\/cabinet-office-confirms-civil-service-pension-scheme-handover\" rel=\"nofollow noopener\" target=\"_blank\">gave the final go-ahead <\/a>for the 1 December\u00a0transfer and the move went ahead on time.\u00a0<\/p>\n<p>Ahead of the transfer, FDA assistant general secretary Adrian Prandle\u00a0predicted \u201cuproar\u201d among CSPS members if the transfer of administration did not result in improved service levels.\u00a0<\/p>\n<p>Speaking to CSW six weeks on from the transfer, Prandle said the\u00a0FDA union, which represents senior civil servants, has had an \u201cinflux of queries from current and retired members who are continuing to be impacted by service levels\u201d.<\/p>\n<p>Prandle said this includes members who have just retired or are about to retire, \u201csometimes without clarity on what their pension will be or when it will be paid\u201d.<\/p>\n<p>\u201cThis is unacceptable,\u201d he said. \u00a0<\/p>\n<p>Prospect, the union for specialist, digital, technical and scientific officials in the civil service and wider public sector, said it is encountering \u201cunprecedented numbers of unacceptable delays in payments to retired civil servants\u201d.<\/p>\n<p>The union&#8217;s deputy general secretary, Steve Thomas,\u00a0said it is currently \u201cnot unusual to see members without income for three months or more\u201d, with one incurring significant debt as he waited over nine months after retirement to receive a first payment from the scheme.<\/p>\n<p>PCS, the civil service\u2019s biggest union, said the transition of management to Capita and the new portal have created \u201ca raft of issues\u201d for pension scheme members, including registration difficulties and discrepancies in key data such as length of service and beneficiary details.<\/p>\n<p>The union said it met the Cabinet Office on 10 December to raise concerns and was told that a \u201csystem bug\u201d is causing inaccurate service records and missing beneficiary data.<\/p>\n<p>PCS said the Cabinet Office also revealed at the meeting that the backlog of cases had reached 86,000.\u00a0<\/p>\n<p>The Civil Service Pensioners\u2019 Alliance, an independent membership organisation for retired civil servants, noted that the transfer of more than 1.7 million scheme members pensions to the new administrators \u201cwas always going to be challenging\u201d.<\/p>\n<p>It said it has been working with Capita and the Cabinet Office to try to assist CSPA members experiencing issues with their pensions or difficulties contacting the administrators in recent months. It\u00a0has been escalating their concerns as necessary and offering reassurance and support where it can.\u00a0<\/p>\n<p>\u201cNevertheless, we have been inundated with calls and emails from concerned members, especially since the transition to Capita on 1 December went ahead,\u201d said Sally Tsoukaris, general secretary of the CSPA.<\/p>\n<p>\u201cMany continue to experience issues with the new portal, excessively long call waiting times, and delays in the processing of their pension claims in the case of recent retirees.\u201d<\/p>\n<p>Tsoukaris said the organisation is also concerned that Capita\u2019s \u201coverriding focus on smart technology such as AI to administer the scheme risks leaving behind pensioners who do not have access to the internet, or who may not be confident using IT\u201d.<\/p>\n<p>What\u2019s being done about the issues?<\/p>\n<p>A Capita spokesperson said 135,000\u00a0members have now registered on the site, &#8220;and registrations continue to increase rapidly&#8221;.<\/p>\n<p>According to Capita, the work-in-progress backlog left by MyCSP was more than double the previously agreed figure of 37,000 items at the time the supplier signed the contract to take over the administration of the scheme. \u00a0<\/p>\n<p>\u201cDue to the significant backlog inherited from the last provider, we have experienced several times the normal volume of contacts since launch,&#8221; a Capita spokesperson said. &#8220;Capita has over 500 full-time employees working to deliver the Civil Service Pension Scheme, an increase of 50% on the\u00a0previous\u00a0provider. The\u00a0team is doing everything we can to clear this backlog.&#8221;<\/p>\n<p>They added: &#8220;Since the start of December, payments of over \u00a3600m have been made.\u201d\u00a0<\/p>\n<p>Responding, a spokesperson for Equiniti, which was the majority shareholder of MyCSP, said: \u201cMyCSP worked closely with Capita and the Cabinet Office throughout the transition period ahead of the December 2025 cutover, including governance on handover arrangements and work in train. Throughout our tenure administering the scheme, MyCSP delivered consistently high service levels against agreed measures, while supporting the Cabinet Office through complex evolutions to the contract following government changes to public service pensions.\u201d<\/p>\n<p>A Cabinet Office spokesperson said:\u00a0&#8220;This remains a complex and large-scale pension scheme to administer\u00a0and we are grateful for the continued engagement of trade\u00a0unions.<\/p>\n<p>&#8220;The Cabinet Office is working closely with both employers and unions, and is continuing to monitor Capita\u2019s services\u00a0with strengthened controls to ensure a better service for both members and taxpayers.&#8221;<\/p>\n<p>The FDA said it remains in \u201cvery regular\u201d contact with the Cabinet Office to highlight members&#8217; experiences and press for \u201crapid improvement\u201d from Capita.<\/p>\n<p>The union said it pushed for representatives from Capita to be present at the last meeting of 2025\u00a0\u201cso we were able to convey to them directly the major impact this poor service is having on members\u2019 retirement plans and personal lives\u201d.<\/p>\n<p>Prandle said the FDA is also in regular contact with departments, employers and other trade unions \u201cwho, like FDA, remain concerned about the slow service at a time when there are voluntary exit schemes, mergers and reorganisations taking place across the civil service\u201d.<\/p>\n<p>\u201cMembers rely on accurate and timely information from their pensions administrator to make major decisions about leaving the civil service and retiring,\u201d Prandle said.<\/p>\n<p>\u201cIt is clear as we start 2026 that faster solutions are required.\u201d<\/p>\n<p>PCS said it has demanded regular progress reports\u00a0from the Cabinet Office and promised to \u201cmaintain pressure\u201d. Following the meeting with the Cabinet Office on 10 December,\u00a0PCS said it \u201cintervened on behalf of members with overdue payments\u201d.<\/p>\n<p>The union also called for more more resources\u00a0to \u201cfast-track the recovery plan\u201d.<\/p>\n<p>PCS \u2013 which has long called for an end to the privatisation of the scheme\u2019s administration \u2013 added that it \u201cmaintains that if Capita fails to meet contractual service levels,\u00a0administration must be brought back in-house under direct ministerial control\u201d.<\/p>\n<p>Prospect is also calling for more resources \u201cso that the backlog that has been passed to the new provider can be cleared by a reasonable deadline\u201d.<\/p>\n<p>The union also said it wants <a href=\"https:\/\/www.civilserviceworld.com\/news\/article\/voluntary-exits-should-be-halted-until-civil-service-pension-scheme-backlog-is-cleared-union\" rel=\"nofollow noopener\" target=\"_blank\">voluntary exit schemes to be halted <\/a>until the backlog is addressed.<\/p>\n<p>And it said the Cabinet Office \u201cshould be proactively offering compensation (including interest) to those affected by serious delays without forcing each and everyone of them to go through the internal dispute resolution procedure\u201d.<\/p>\n<p>\u201cThere are clear faults here and time and money could be saved by putting an automatic process in place for those worst affected,\u201d Thomas\u00a0said.<\/p>\n<p>Prospect has also asked for performance data to enable\u00a0unions to monitor progress. \u201cSomething has gone very badly wrong and we need performance data to monitor progress,\u201d Thomas said.<\/p>\n","protected":false},"excerpt":{"rendered":"On 1 December,\u00a0administration of the Civil Service Pension Scheme returned to Capita after 10\u00a0years under the management of&hellip;\n","protected":false},"author":2,"featured_media":242499,"comment_status":"","ping_status":"","sticky":false,"template":"","format":"standard","meta":{"footnotes":""},"categories":[14],"tags":[72,176,61,60,174,175],"class_list":{"0":"post-242498","1":"post","2":"type-post","3":"status-publish","4":"format-standard","5":"has-post-thumbnail","7":"category-personal-finance","8":"tag-business","9":"tag-finance","10":"tag-ie","11":"tag-ireland","12":"tag-personal-finance","13":"tag-personalfinance"},"_links":{"self":[{"href":"https:\/\/www.newsbeep.com\/ie\/wp-json\/wp\/v2\/posts\/242498","targetHints":{"allow":["GET"]}}],"collection":[{"href":"https:\/\/www.newsbeep.com\/ie\/wp-json\/wp\/v2\/posts"}],"about":[{"href":"https:\/\/www.newsbeep.com\/ie\/wp-json\/wp\/v2\/types\/post"}],"author":[{"embeddable":true,"href":"https:\/\/www.newsbeep.com\/ie\/wp-json\/wp\/v2\/users\/2"}],"replies":[{"embeddable":true,"href":"https:\/\/www.newsbeep.com\/ie\/wp-json\/wp\/v2\/comments?post=242498"}],"version-history":[{"count":0,"href":"https:\/\/www.newsbeep.com\/ie\/wp-json\/wp\/v2\/posts\/242498\/revisions"}],"wp:featuredmedia":[{"embeddable":true,"href":"https:\/\/www.newsbeep.com\/ie\/wp-json\/wp\/v2\/media\/242499"}],"wp:attachment":[{"href":"https:\/\/www.newsbeep.com\/ie\/wp-json\/wp\/v2\/media?parent=242498"}],"wp:term":[{"taxonomy":"category","embeddable":true,"href":"https:\/\/www.newsbeep.com\/ie\/wp-json\/wp\/v2\/categories?post=242498"},{"taxonomy":"post_tag","embeddable":true,"href":"https:\/\/www.newsbeep.com\/ie\/wp-json\/wp\/v2\/tags?post=242498"}],"curies":[{"name":"wp","href":"https:\/\/api.w.org\/{rel}","templated":true}]}}
