The National Transport and Safety Authority has issued a
\ndetailed guide on how vehicles inherited through succession should be
\ntransferred to new owners.<\/p>\n
The agency said the procedure is meant to protect families,
\nsecure estates, and prevent disputes over motor vehicle ownership.<\/p>\n
According to the guidelines, vehicles belonging to a
\ndeceased person can only be transferred through an alternative or forced
\ntransfer process.<\/p>\n
This includes cases where the original owner is not
\navailable to complete the transfer.<\/p>\n
NTSA said this path is legally required so that the estate
\ncan be administered without conflict.<\/p>\n
\u201cVehicles inherited or managed under an estate must be
\ntransferred through an alternative transfer process. This protects families and
\nowners from ownership disputes,\u201d they said.<\/p>\n
The succession process begins with documentation, and the authority
\nrequires a certified copy of the Certificate of Grants and the schedule of
\nproperties.<\/p>\n
Families must also present a letter appointing the
\nadministrators of the estate as this confirms the individuals legally allowed
\nto manage the property.<\/p>\n
NTSA said the original registration certificate, which is
\ncommonly known as the logbook, must be produced, and if the logbook is missing,
\na police abstract can be used.<\/p>\n
\u201cAn official letter requesting the transfer is required as
\nwell. In addition, the applicant must provide a certified copy of the death
\ncertificate issued by the Civil Registration Services,\u201d NTSA noted.<\/p>\n
The agency also demanded a tape lift report from the
\nDirectorate of Criminal Investigations.<\/p>\n
A transfer form, known as Form C, must be filled and families
\nmust also provide a sworn affidavit from the successor.<\/p>\n
The final requirement is the KRA PIN and identification documents
\nof the new owner.<\/p>\n
NTSA said the documents are mandatory to ensure a clear and
\nuncontested transition of ownership.<\/p>\n
Once the family gathers the documents, the alternative or
\nforced transfer application begins.<\/p>\n
The applicant is required to access the NTSA service portal
\nat serviceportal.ntsa.go.ke.<\/p>\n
\u201cSelect the alternative or forced transfer option, then fill
\nin the required information. The applicant is also required to choose the correct
\ntransfer type,\u201d the authority clarified.<\/p>\n
NTSA directed applicants to attach clear scanned copies of
\nall the required documents in one PDF file.<\/p>\n
The client must then indicate the collection centre and
\nprovide the identification details of the authorised person who will collect
\nthe logbook.<\/p>\n
After this step, the application is submitted through the
\nportal.<\/p>\n
Payment is, however, required for forced transfer and
\ninspection, and the amount depends on the vehicle\u2019s engine capacity and the
\ninspection fee.<\/p>\n
NTSA said these charges vary because of the rating of
\ndifferent units, and after payment, the applicant must wait for seven days.<\/p>\n
NTSA further noted that the system automatically prompts the
\nclient to book for inspection once the seven-day period has elapsed.<\/p>\n
\u201cThe inspection must be booked at a preferred centre and for
\na specific date. On the inspection day, the vehicle must be presented
\nphysically. The applicant must also submit original copies of the documents
\nthat were uploaded online,\u201d they said.<\/p>\n
NTSA noted that this physical verification is critical for
\nconfirming the vehicle details and ensuring the transfer is legitimate.<\/p>\n
The authority said that once the inspection and document
\nsubmission are complete, the applicant should wait for approval.<\/p>\n
Upon approval, NTSA will issue a notification. The agency
\nstates that \u201cUpon approval a SMS notification shall be sent to the new owner.\u201d<\/p>\n
This message informs the applicant that the transfer has
\nbeen processed.<\/p>\n
Consequently, the timeline for completing the process is
\nthree working days which covers the administrative handling of the transfer
\nafter the inspection is done.<\/p>\n
The agency said the efficiency of the system is meant to
\nsupport families dealing with estate matters.<\/p>\n
NTSA noted that vehicles
\nmanaged under an estate must not be transferred in any other way while also underscoring that\u00a0the process helps
