{"id":259824,"date":"2026-01-23T13:33:09","date_gmt":"2026-01-23T13:33:09","guid":{"rendered":"https:\/\/www.newsbeep.com\/ie\/259824\/"},"modified":"2026-01-23T13:33:09","modified_gmt":"2026-01-23T13:33:09","slug":"paschal-donohoe-ignored-bank-levy-advice-from-officials-that-would-have-benefited-ptsb-the-irish-times","status":"publish","type":"post","link":"https:\/\/www.newsbeep.com\/ie\/259824\/","title":{"rendered":"Paschal Donohoe ignored bank levy advice from officials that would have benefited PTSB \u2013 The Irish Times"},"content":{"rendered":"<p class=\"c-paragraph paywall \"><a href=\"https:\/\/www.irishtimes.com\/tags\/paschal-donohoe\/\" target=\"_blank\" rel=\"noreferrer nofollow noopener\" title=\"https:\/\/www.irishtimes.com\/tags\/paschal-donohoe\/\">Former minister for finance Paschal Donohoe <\/a>reversed a decision that officials said could create \u201cmore of a level playing field\u201d in the operation of the State\u2019s \u20ac200 million-a-year bank levy. <\/p>\n<p class=\"c-paragraph paywall \">In pre-budget advice drawn up by civil servants last September, <a href=\"https:\/\/www.irishtimes.com\/tags\/paschal-donohoe\/\" target=\"_blank\" rel=\"noreferrer nofollow noopener\" title=\"https:\/\/www.irishtimes.com\/tags\/paschal-donohoe\/\">Mr Donohoe <\/a>was asked to consider a change to the methodology used to calculate the levy, which would have benefited PTSB.<\/p>\n<p class=\"c-paragraph paywall \">The bank levy was first put in place in 2014 in order to claw back some of the funds injected by the State into the banking sector during the financial crisis. <\/p>\n<p class=\"c-paragraph paywall \">The change would have meant a higher levy imposed when a bank hit a certain level of profitability, above \u20ac450 million. <\/p>\n<p class=\"c-paragraph paywall \">As a less profitable institution, this would have reduced the proportional burden on PTSB, with officials outlining that the lender contributes a \u201csignificantly higher proportion to the levy relative to their operating profit\u201d compared to other institutions. <\/p>\n<p class=\"c-paragraph paywall \">Mr <a href=\"https:\/\/www.irishtimes.com\/tags\/paschal-donohoe\/\" target=\"_blank\" rel=\"noreferrer nofollow noopener\" title=\"https:\/\/www.irishtimes.com\/tags\/paschal-donohoe\/\">Donohoe <\/a>was told by officials that introducing so-called profitability bands \u201ccould create more of a level playing field between the levy paid and the operating profits before tax\u201d.<\/p>\n<p class=\"c-paragraph paywall \">He was warned, however, that \u201cthe bigger banks [AIB and Bank of Ireland], who will have to pay a higher contribution, may be unhappy with it\u201d.<\/p>\n<p class=\"c-paragraph paywall \">AIB, its subsidiary EBS, and Bank of Ireland are levied at a rate equivalent to between 2 and 5 per cent of their operating profits, according to the note, but the rate for PTSB is close to 15 per cent. <\/p>\n<p class=\"c-paragraph paywall \">Last November, State-controlled PTSB put itself up for sale. The Republic has a 57 per cent holding in the lender. <\/p>\n<p class=\"c-paragraph paywall \">\u201cIt is difficult to justify having the smallest retail bank pay proportionately more of its profits, particularly as it is trying to grow to a profitability level where it can generate organic capital needed to further grow its loan book and support lending into the economy,\u201d Mr Donohoe was told.<\/p>\n<p class=\"c-paragraph paywall \">Officials added that the PTSB business model was \u201csignificantly less diversified than the pillar [AIB and Bank of Ireland] banks and it is a significantly smaller institution\u201d. <\/p>\n<p><img decoding=\"async\" alt=\"\" class=\"c-image audio_image\" src=\"https:\/\/www.newsbeep.com\/ie\/wp-content\/uploads\/2025\/11\/1754647931518-c07d65db-55b5-463e-ae51-976300c5837e.jpeg\"\/>Old order \u2018not coming back\u2019 as Trump overshadows World Economic Forum<\/p>\n<p class=\"c-paragraph paywall \">He agreed to the proposal, records released under the Freedom of Information Act show. However, come budget day there was no mention of the change in his speech and there was no change in the Finance Bill, which gives legal effect to decisions made on budget day. <\/p>\n<p class=\"c-paragraph paywall \">The budget did extend the bank levy for one year and made some technical changes to its operation. <\/p>\n<p class=\"c-paragraph paywall \">The Department of Finance has said it has no information on why the change was not included in the final reckoning on budget day. \u201cThis matter was raised with the minister. And while he initially indicated that it should be advanced, he subsequently determined that it should not be proceeded with,\u201d the department said.<\/p>\n<p class=\"c-paragraph paywall \">A spokesman said Mr Donohoe did not engage with the banks or their lobby groups on the matter before the budget. <\/p>\n<p class=\"c-paragraph paywall \">Due to accumulated losses piled up by the banks at the time, they do not pay corporation tax as it can be offset against historic losses. <\/p>\n<p class=\"c-paragraph paywall \">Initially, the levy was set at a percentage of the deposit interest retention tax paid by the banks in a specified year.
