{"id":261309,"date":"2026-01-24T08:48:08","date_gmt":"2026-01-24T08:48:08","guid":{"rendered":"https:\/\/www.newsbeep.com\/ie\/261309\/"},"modified":"2026-01-24T08:48:08","modified_gmt":"2026-01-24T08:48:08","slug":"all-households-in-ireland-to-get-emergency-preparation-booklet-in-coming-weeks-the-irish-times","status":"publish","type":"post","link":"https:\/\/www.newsbeep.com\/ie\/261309\/","title":{"rendered":"All households in Ireland to get emergency preparation booklet in coming weeks \u2013 The Irish Times"},"content":{"rendered":"<p class=\"c-paragraph paywall \">Every household in the <a href=\"https:\/\/www.irishtimes.com\/ireland\/\" target=\"_blank\" rel=\"noreferrer nofollow noopener\" title=\"https:\/\/www.irishtimes.com\/ireland\/\">State<\/a> is to receive a booklet in the next few weeks advising how to prepare for extreme <a href=\"https:\/\/www.irishtimes.com\/tags\/weather-events\/\" target=\"_blank\" rel=\"noreferrer nofollow noopener\" title=\"https:\/\/www.irishtimes.com\/tags\/weather-events\/\">weather<\/a> emergencies and loss of essential services. <\/p>\n<p class=\"c-paragraph paywall \">The \u201chousehold resilience\u201d booklet has been prepared by the <a href=\"https:\/\/www.gov.ie\/en\/department-of-defence\/campaigns\/emergency-planning\/?referer=https:\/\/emergencyplanning.ie\/\" target=\"_blank\" rel=\"noreferrer nofollow noopener\" title=\"https:\/\/www.gov.ie\/en\/department-of-defence\/campaigns\/emergency-planning\/?referer=https:\/\/emergencyplanning.ie\/\">Office of Emergency Planning<\/a> in the <a href=\"https:\/\/www.irishtimes.com\/tags\/department-of-defence\/\" target=\"_blank\" rel=\"noreferrer nofollow noopener\" title=\"https:\/\/www.irishtimes.com\/tags\/department-of-defence\/\">Department of Defence<\/a>. <\/p>\n<p class=\"c-paragraph paywall \">It was a recommendation of the review group that examined the response to <a href=\"https:\/\/www.irishtimes.com\/tags\/storm-eowyn\/\" target=\"_blank\" rel=\"noreferrer nofollow noopener\" title=\"https:\/\/www.irishtimes.com\/tags\/storm-eowyn\/\">Storm \u00c9owyn<\/a> that hit Ireland a year ago today. <\/p>\n<p class=\"c-paragraph paywall \">The review group said households should have a checklist of actions to take to keep safe, warm, fed and hydrated in the event of loss of power, water and communications for up to 72 hours. <\/p>\n<p class=\"c-paragraph paywall \">It is understood the information to be supplied does not specify a time period for which people should be prepared to cope on their own. However, it is detailed about the practical steps they can take to care for themselves and their families. <\/p>\n<p class=\"c-paragraph paywall \">Meanwhile, local authorities have been issued with guidelines for establishing Community Support Centres (CSC) to provide the public with essential services when major outages and disruption occurs. <\/p>\n<p class=\"c-paragraph paywall \">The guidelines say many different kinds of premises can be considered for designation as CSCs including sports halls, community centres, town halls and leisure centres. <\/p>\n<p class=\"c-paragraph paywall \">Requirements include that they have a large main room, tables, chairs, a kitchen or food-preparation area, ample toilets, good wifi and plenty of extension cables. They must also be accessible for people with mobility difficulties and have a separate room for nursing mothers or people who require medical assistance or to have private conversations with garda\u00ed. <\/p>\n<p class=\"c-paragraph paywall \">Ideally, they would also have adjacent car parking, a smoking or vaping area and electric car charging point. They are not intended to be used as overnight rest facilities. <\/p>\n<p class=\"c-paragraph b-it-article-body__interstitial-link\">[\u00a0<a aria-label=\"Open related story\" class=\"c-link\" href=\"https:\/\/www.irishtimes.com\/environment\/climate-crisis\/2026\/01\/22\/ireland-is-living-through-tomorrows-weather-with-yesterdays-infrastructure\/\" rel=\"noreferrer nofollow noopener\" target=\"_blank\">Ireland is living through tomorrow\u2019s weather with yesterday\u2019s infrastructureOpens in new window<\/a>\u00a0]<\/p>\n<p class=\"c-paragraph paywall \">A key requirement is that they are either equipped already with a generator or can have a changeover switch installed to be generator ready. Local authorities will cover the cost of hiring electricians to do the work and will supply the generators. <\/p>\n<p class=\"c-paragraph paywall \">However, the guidelines say only that funding \u201cmay be\u201d available for other costs incurred by a CSC if it is called into action during an emergency. <\/p>\n<p class=\"c-paragraph paywall \">Owners and operators of premises designated CSCs will also have to operate under their own public liability insurance. <\/p>\n<p class=\"c-paragraph paywall \">Councils began seeking expressions of interest from the operators of premises who want to offer to be designated a CSC before Christmas. Lists are to be finalised shortly. <\/p>\n<p class=\"c-paragraph paywall \">In the aftermath of Storm \u00c9owyn, hundreds of community groups, schools and businesses opened their premises as impromptu support hubs for people left without power, water and communications for days. <\/p>\n<p class=\"c-paragraph paywall \">The review group, which published <a href=\"https:\/\/www.gov.ie\/en\/department-of-housing-local-government-and-heritage\/publications\/review-of-storm-%C3%A9owyn\/\" target=\"_blank\" rel=\"noreferrer nofollow noopener\" title=\"https:\/\/www.gov.ie\/en\/department-of-housing-local-government-and-heritage\/publications\/review-of-storm-%C3%A9owyn\/\">its report<\/a> last October, called for a more structured approach so premises and the volunteer committees that usually run them could be prepared in advance. <\/p>\n<p class=\"c-paragraph b-it-article-body__interstitial-link\">[\u00a0<a aria-label=\"Open related story\" class=\"c-link\" href=\"https:\/\/www.irishtimes.com\/science\/2026\/01\/22\/a-battlefield-of-wounded-trees-how-one-historic-estate-is-recovering-from-storm-eowyn\/\" rel=\"noreferrer nofollow noopener\" target=\"_blank\">A battlefield of wounded trees: How one historic estate is recovering from Storm \u00c9owynOpens in new window<\/a>\u00a0]<\/p>\n<p class=\"c-paragraph paywall \">The guidelines say CSCs are not intended to replace household resilience and will not be automatically activated in the event of weather-related or other emergencies but only if deemed necessary. <\/p>\n<p class=\"c-paragraph paywall \">Volunteer committees can, however, issue the activation order themselves on their own assessment of local needs. <\/p>\n<p class=\"c-paragraph paywall \">Storm \u00c9owyn brought the strongest winds ever recorded in Ireland and at, its peak, 768,000 homes and businesses were without power with some not reconnected for weeks. <\/p>\n<p class=\"c-paragraph paywall \">The knock-on effect on mobile phone signal towers, wifi and broadband, water supply, sewage systems and transport was immense. <\/p>\n<p class=\"c-paragraph paywall \">But the CSC guidelines also refer to more localised events such as the <a href=\"https:\/\/www.irishtimes.com\/environment\/2023\/10\/19\/in-pictures-the-clean-up-begins-in-midleton-after-storm-babet\/\" target=\"_blank\" rel=\"noreferrer nofollow noopener\" title=\"https:\/\/www.irishtimes.com\/environment\/2023\/10\/19\/in-pictures-the-clean-up-begins-in-midleton-after-storm-babet\/\">flooding of Midleton, Co Cork<\/a>, in 2023 where there were severe, long-term effects in a much more concentrated area. <\/p>\n<p class=\"c-paragraph b-it-article-body__interstitial-link\">[\u00a0<a aria-label=\"Open related story\" class=\"c-link\" href=\"https:\/\/www.irishtimes.com\/environment\/climate-crisis\/2025\/03\/30\/if-we-flood-again-were-homeless-midleton-homeowners-in-crisis-without-flood-insurance-after-storms\/\" rel=\"noreferrer nofollow noopener\" target=\"_blank\">\u2018If we flood again, we\u2019re homeless\u2019: Midleton homeowners in crisis without flood insurance after stormsOpens in new window<\/a>\u00a0]<\/p>\n<p class=\"c-paragraph paywall \">There have been strong criticisms from communities, public representatives and the Climate Change Advisory Council about the State\u2019s preparedness for such events, which are expected to become more frequent. <\/p>\n<p class=\"c-paragraph paywall \">The Government says it is giving priority to drafting legislation to establish \u201cforestry corridors\u201d to ensure future planting leaves a wide margin around power lines, thousands of which were flattened by falling trees. <\/p>\n<p class=\"c-paragraph paywall \">\u201cThe Bill will also provide for enhanced proactive vegetation management measures to protect the electricity network,\u201d it said. <\/p>\n<p><img decoding=\"async\" data-chromatic=\"ignore\" alt=\"Engineers from French energy company Enedis work as part of an international response team to repair power lines damaged during Storm &#xC9;owyn near Carrick-On-Shannon on January 30th last year.
