{"id":266134,"date":"2026-01-27T07:55:07","date_gmt":"2026-01-27T07:55:07","guid":{"rendered":"https:\/\/www.newsbeep.com\/ie\/266134\/"},"modified":"2026-01-27T07:55:07","modified_gmt":"2026-01-27T07:55:07","slug":"cabinet-to-approve-plans-for-abolition-of-the-triple-lock-the-irish-times","status":"publish","type":"post","link":"https:\/\/www.newsbeep.com\/ie\/266134\/","title":{"rendered":"Cabinet to approve plans for abolition of the triple lock \u2013 The Irish Times"},"content":{"rendered":"<p class=\"c-paragraph paywall \">The Government is set to reject a recommendation from an <a href=\"https:\/\/www.irishtimes.com\/tags\/oireachtas\/\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/www.irishtimes.com\/tags\/oireachtas\/\">Oireachtas<\/a> committee to have a \u201cformal legal review\u201d before Irish troops are sent abroad on peacekeeping missions once the triple lock is abolished.<\/p>\n<p class=\"c-paragraph paywall \">The Cabinet is likely this morning to approve plans to push ahead with the abolition of the triple lock, which requires <a href=\"https:\/\/www.irishtimes.com\/tags\/united-nations-un\/\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/www.irishtimes.com\/tags\/united-nations-un\/\">UN<\/a> approval before Irish troops are sent abroad on peacekeeping missions.<\/p>\n<p class=\"c-paragraph paywall \">The Defence Amendment Bill is likely to be brought before the Oireachtas in the coming months, where Opposition parties have vowed to fight the measure, with support from NGOs and campaigning groups outside Leinster House.<\/p>\n<p class=\"c-paragraph paywall \">The bill, introduced by the Minister for Defence <a href=\"https:\/\/www.irishtimes.com\/tags\/helen-mcentee\/\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/www.irishtimes.com\/tags\/helen-mcentee\/\">Helen McEntee<\/a> (who is also Minister for Foreign Affairs) will provide for the removal of the so-called triple lock, which is triggered whenever more than 12 members of the <a href=\"https:\/\/www.irishtimes.com\/tags\/defence-forces\/\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/www.irishtimes.com\/tags\/defence-forces\/\">Defence Forces<\/a> are being deployed outside the State as part of an international force.<\/p>\n<p class=\"c-paragraph paywall \">It provides that no Irish mission can be deployed without being sanctioned by three bodies: the United Nations, the Government and the D\u00e1il.<\/p>\n<p class=\"c-paragraph paywall \">The Government has argued that the ongoing deadlock between permanent members of the Security Council has meant no peacekeeping mission has been sanctioned since 2014. It says the requirement for the UN mandate in effect gives a veto to Russia, China and the US on Irish troop deployments.<\/p>\n<p class=\"c-paragraph paywall \">But Opposition parties and pro-neutrality campaigners argue  the abolition of the triple lock will lead to erosion of the Republic\u2019s long-standing policy of military neutrality. <\/p>\n<p class=\"c-paragraph paywall \">Removal of the triple lock was included in the programme for government agreed last year between Fianna F\u00e1il and Fine Gael.<\/p>\n<p class=\"c-paragraph paywall \">It is understood the Government may include provision for an annual review of any missions, but senior sources said  the proposal of the Oireachtas Defence Committee last year for a \u201cformal legal review\u201d before any troops are sent abroad will be rejected.<\/p>\n<p class=\"c-paragraph b-it-article-body__interstitial-link\">[\u00a0<a aria-label=\"Open related story\" class=\"c-link\" href=\"https:\/\/www.irishtimes.com\/politics\/2026\/01\/13\/occupied-territories-bill-and-military-triple-lock-legislation-to-be-published-before-easter\/\" rel=\"noreferrer nofollow noopener\" target=\"_blank\">Occupied Territories Bill and military triple-lock legislation to be published before EasterOpens in new window<\/a>\u00a0]<\/p>\n<p class=\"c-paragraph paywall \">One source said this would be \u201cgetting rid of one triple lock and replacing it with another\u201d.<\/p>\n<p class=\"c-paragraph paywall \">The Bill will also increase to 50 the number of Irish troops that may be deployed abroad before a D\u00e1il vote is required. <\/p>\n<p class=\"c-paragraph paywall \">The Cabinet will also approve plans for this year\u2019s programme of St Patrick\u2019s Day visits abroad. It will be the largest ever undertaken, and will comprise 40 separate visits by Ministers, the Attorney General and the Ceann Comhairle to 52 countries worldwide.
