{"id":270090,"date":"2026-01-29T12:18:07","date_gmt":"2026-01-29T12:18:07","guid":{"rendered":"https:\/\/www.newsbeep.com\/ie\/270090\/"},"modified":"2026-01-29T12:18:07","modified_gmt":"2026-01-29T12:18:07","slug":"tusla-whistleblower-claims-put-forward-to-public-accounts-committee-for-examination-the-irish-times","status":"publish","type":"post","link":"https:\/\/www.newsbeep.com\/ie\/270090\/","title":{"rendered":"Tusla whistleblower claims put forward to Public Accounts Committee for examination \u2013 The Irish Times"},"content":{"rendered":"<p class=\"c-paragraph paywall \">The Public Accounts Committee (PAC) has been asked to examine claims made by a whistleblower regarding alleged governance and procurement issues at a Tusla facility in Cork City.<\/p>\n<p class=\"c-paragraph paywall \">Ciar\u00e1n Kenneally resigned from his role at an aftercare service based at Liberty Street House in January 2019, shortly after making a protected disclosure related to financial procedures at the centre.<\/p>\n<p class=\"c-paragraph paywall \">In November 2025, Mr Kenneally submitted a second protected disclosure to Tusla, saying another former employee of the agency had contacted him with information which supported his initial disclosure.<\/p>\n<p class=\"c-paragraph paywall \">Newly released documents show an internal review, carried out in late 2018, raised several issues about financial management at the service.<\/p>\n<p class=\"c-paragraph paywall \">The review found there was an absence of guidelines for staff in terms of financial management, inconsistent record-keeping and \u201ca practice of withdrawing cash without regard to combined known requirements and contingency funds\u201d. <\/p>\n<p class=\"c-paragraph paywall \">The review was released this month following a Freedom of Information request submitted by Ken O\u2019Flynn, an Independent Ireland TD for Cork North-Central. Mr Kenneally has worked for Mr O\u2019Flynn since early 2025. The former Tusla employee said he was not aware the review took place until recently.<\/p>\n<p class=\"c-paragraph paywall \">The Liberty Street House facility supports service users, often young people experiencing homelessness, via cash and vouchers.<\/p>\n<p class=\"c-paragraph paywall \">Additional records released via the Freedom of Information (FOI) Act  show  almost \u20ac52,000 in cash was issued by Tusla within the Liberty Street aftercare service in 2018 and 2019 \u2013 \u20ac27,557 and \u20ac24,059 respectively. The amount of cash released to the service decreased in subsequent years: \u20ac20,477 in 2020, \u20ac16,607 in 2021 and \u20ac15,302 in 2022, the files show.<\/p>\n<p class=\"c-paragraph paywall \">The internal review in 2018 made a number of recommendations including that administrative and financial procedures at the aftercare service needed to be updated and clear guidelines should be put in place for staff related to cash withdrawals and record-keeping. The review also recommended that \u201cunannounced visits should be undertaken to physically count cash and check all databases are maintained on a real-time basis and supporting documentation is available and correct\u201d.<\/p>\n<p class=\"c-paragraph paywall \">Mr Kenneally said the review contains \u201cevidence in black and white\u201d which supports his claims about financial issues at the centre at the time. <\/p>\n<p class=\"c-paragraph paywall \">On January 20th, Mr O\u2019Flynn wrote to PAC chair John Brady asking if the committee would examine the matter. Mr Brady, a Sinn F\u00e9in TD for Wicklow, confirmed he had received the letter and will discuss its contents with the wider committee during a private session at its meeting on Thursday.<\/p>\n<p class=\"c-paragraph paywall \">In the letter, Mr O\u2019Flynn said the records released via FOI \u201chighlight significant concerns relating to the handling of cash and vouchers at this facility\u201d. He asked the committee to meet Mr Kenneally to discuss his concerns.<\/p>\n<p class=\"c-paragraph paywall \">Mr Kenneally settled an unfair dismissal case with Tusla at the Workplace Relations Commission (WRC) in November 2019. <\/p>\n<p class=\"c-paragraph paywall \">Earlier this month, the Data Protection Commission found Tusla <a href=\"https:\/\/www.irishtimes.com\/ireland\/2026\/01\/23\/tusla-failed-to-show-lawful-basis-for-processing-whistleblowers-data-watchdog-finds\/\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/www.irishtimes.com\/ireland\/2026\/01\/23\/tusla-failed-to-show-lawful-basis-for-processing-whistleblowers-data-watchdog-finds\/\">failed to demonstrate a lawful basis<\/a> under General Data Protection Regulation for its processing of Mr Kenneally\u2019s personal data while carrying out a background check on him. <\/p>\n<p class=\"c-paragraph paywall \">A spokesman for Tusla said the agency \u201cdoes not comment on individual protected disclosure cases\u201d.<\/p>\n<p class=\"c-paragraph paywall \">\u201cThe agency\u2019s internal audit function carries out a number of internal audits which include financial transactions,\u201d a statement noted.<\/p>\n<p class=\"c-paragraph paywall \">\u201cAs part of our standard practice, where financial weaknesses are identified, Tusla\u2019s internal audit team reviews policies and makes recommendations to strengthen financial practices.<\/p>\n<p class=\"c-paragraph paywall \">\u201cTusla has a suite of financial regulations covering all financial processes which are reviewed and amended on an ongoing basis to ensure there are robust financial controls in place.\u201d<\/p>\n","protected":false},"excerpt":{"rendered":"The Public Accounts Committee (PAC) has been asked to examine claims made by a whistleblower regarding alleged governance&hellip;\n","protected":false},"author":2,"featured_media":270091,"comment_status":"","ping_status":"","sticky":false,"template":"","format":"standard","meta":{"footnotes":""},"categories":[5],"tags":[72,23088,27168,61,60,12467,53,6465],"class_list":{"0":"post-270090","1":"post","2":"type-post","3":"status-publish","4":"format-standard","5":"has-post-thumbnail","7":"category-business","8":"tag-business","9":"tag-data-protection-commission","10":"tag-gdpr-general-data-protection-regulation","11":"tag-ie","12":"tag-ireland","13":"tag-public-accounts-committee","14":"tag-tusla","15":"tag-workplace-relations-commission"},"_links":{"self":[{"href":"https:\/\/www.newsbeep.com\/ie\/wp-json\/wp\/v2\/posts\/270090","targetHints":{"allow":["GET"]}}],"collection":[{"href":"https:\/\/www.newsbeep.com\/ie\/wp-json\/wp\/v2\/posts"}],"about":[{"href":"https:\/\/www.newsbeep.com\/ie\/wp-json\/wp\/v2\/types\/post"}],"author":[{"embeddable":true,"href":"https:\/\/www.newsbeep.com\/ie\/wp-json\/wp\/v2\/users\/2"}],"replies":[{"embeddable":true,"href":"https:\/\/www.newsbeep.com\/ie\/wp-json\/wp\/v2\/comments?post=270090"}],"version-history":[{"count":0,"href":"https:\/\/www.newsbeep.com\/ie\/wp-json\/wp\/v2\/posts\/270090\/revisions"}],"wp:featuredmedia":[{"embeddable":true,"href":"https:\/\/www.newsbeep.com\/ie\/wp-json\/wp\/v2\/media\/270091"}],"wp:attachment":[{"href":"https:\/\/www.newsbeep.com\/ie\/wp-json\/wp\/v2\/media?parent=270090"}],"wp:term":[{"taxonomy":"category","embeddable":true,"href":"https:\/\/www.newsbeep.com\/ie\/wp-json\/wp\/v2\/categories?post=270090"},{"taxonomy":"post_tag","embeddable":true,"href":"https:\/\/www.newsbeep.com\/ie\/wp-json\/wp\/v2\/tags?post=270090"}],"curies":[{"name":"wp","href":"https:\/\/api.w.org\/{rel}","templated":true}]}}
