{"id":294497,"date":"2026-02-12T16:43:08","date_gmt":"2026-02-12T16:43:08","guid":{"rendered":"https:\/\/www.newsbeep.com\/ie\/294497\/"},"modified":"2026-02-12T16:43:08","modified_gmt":"2026-02-12T16:43:08","slug":"govt-and-opposition-clash-over-impact-of-tenancies-bill","status":"publish","type":"post","link":"https:\/\/www.newsbeep.com\/ie\/294497\/","title":{"rendered":"Govt and Opposition clash over impact of tenancies bill"},"content":{"rendered":"<p>T\u00e1naiste and Minister for Finance Simon Harris has hit back at Opposition claims that the Residential Tenancies Bill, which begins its passage through the Seanad today, was a boon to corporate landlords.<\/p>\n<p>People Before Profit TD Richard Boyd Barrett said &#8220;property speculators, corporate landlords and vulture funds&#8221; will be &#8220;rubbing their hands with glee&#8221; after the Residential Tenancies Bill, which would change the rules around the duration of tenancies and rates for rental properties, was passed by the D\u00e1il last night.<\/p>\n<p>Speaking during Leaders&#8217; Questions in the D\u00e1il, Mr Boyd Barrett said: &#8220;They&#8217;re set to be able to ratchet up rents and make even more profits on the backs of the housing misery of huge numbers of working people, young people and students in this country.&#8221;<\/p>\n<p>He raised the case of a young couple seeking a rental property, whose chances of finding one were now &#8220;absolutely gone&#8221; due to the bill.<\/p>\n<p>Mr Boyd Barrett also referenced a report from charity Simon Communities, which found that there were no properties available to rent within the standard Housing Assistance Payment (HAP) limits across 16 areas surveyed.<\/p>\n<p><img decoding=\"async\" alt=\"Richard Boyd Barrett\" src=\"https:\/\/www.newsbeep.com\/ie\/wp-content\/uploads\/2026\/02\/0023e283-614.jpg\"\/><br \/>\nRichard Boyd Barrett said that a young couple&#8217;s chances of finding a rental property are now &#8216;absolutely gone&#8217;<\/p>\n<p>Responding, the T\u00e1naiste pushed back against what he described as Mr Boyd Barrett\u2019s &#8220;corporate landlord capture&#8221; claim.<\/p>\n<p>Mr Harris said: &#8220;This is in the space of misinformation. Small landlords make up 88% of all landlords in this country.<\/p>\n<p>&#8220;They&#8217;re providing 44% of all private tenancies, and these reforms are explicitly designed to help retain landlords while improving tenant security.<\/p>\n<p>&#8220;We have to do both.&#8221;<\/p>\n<p>Mr Harris said small landlords and landlords &#8220;are not the enemy of the public good, as often portrayed by the far left&#8221;.<\/p>\n<p>&#8220;Who\u2019s going to rent the homes if there\u2019s no landlords?&#8221; he asked.<\/p>\n<p>Mr Harris said he took the point on HAP limits, and said there is a commitment to review the scheme in the Government&#8217;s Housing Plan.<\/p>\n<p>Read More: <a href=\"https:\/\/www.rte.ie\/news\/ireland\/2026\/0212\/1558031-housing-assistant-payment\/\" rel=\"nofollow noopener\" target=\"_blank\">No properties available within standard HAP scheme limits in December<\/a><\/p>\n<p>The Government has said that it is introducing the legislation as part of an effort to attract more investment in the property market.<\/p>\n<p>But Labour Party leader Ivana Bacik said there was no evidence that the bill will succeed in increasing housing supply.<\/p>\n<p>Ms Bacik told the D\u00e1il that while her party welcomed some of the &#8220;positive&#8221; aspects of the bill, these were &#8220;undermined by the provisions which enable rent hikes&#8221;.<\/p>\n<p>She said the &#8220;real truth&#8221; with the new legislation is that there is &#8220;no evidence&#8221; that it will work in relation to increasing supply.<\/p>\n<p>&#8220;I\u2019m hearing from landlords in my own constituency who tell me they\u2019re leaving rental properties, they\u2019re not going to rent out anymore.<\/p>\n<p>&#8220;Why? Because of the uncertainty and the enormous number of changes,&#8221; she told the D\u00e1il.<\/p>\n<p>Ms Bacik called for a State construction company to be set up in order to ramp up the Land Development Agency and deliver housing at the scale that is required.<\/p>\n<p><img decoding=\"async\" alt=\"\" src=\"https:\/\/www.newsbeep.com\/ie\/wp-content\/uploads\/2026\/02\/0021b85f-614.jpg\"\/><br \/>\nThe bill was debated for five hours in the D\u00e1il last night<\/p>\n<p>The <a href=\"https:\/\/www.rte.ie\/news\/politics\/2026\/0211\/1557792-rent-changes\/\" target=\"_blank\" rel=\"nofollow noopener\">proposed legislation passed its final stages in the D\u00e1il<\/a> last night with 80 votes in favour and 70 against.<\/p>\n<p>During a five-hour debate, no amendments put forward by the Opposition were accepted.<\/p>\n<p>They had proposed 69 changes.
