{"id":301847,"date":"2026-02-17T03:20:15","date_gmt":"2026-02-17T03:20:15","guid":{"rendered":"https:\/\/www.newsbeep.com\/ie\/301847\/"},"modified":"2026-02-17T03:20:15","modified_gmt":"2026-02-17T03:20:15","slug":"ireland-should-avail-of-eu-loans-for-defence-if-scheme-reopens-says-harris-the-irish-times","status":"publish","type":"post","link":"https:\/\/www.newsbeep.com\/ie\/301847\/","title":{"rendered":"Ireland should avail of EU loans for defence if scheme reopens, says Harris \u2013 The Irish Times"},"content":{"rendered":"<p class=\"c-paragraph paywall \">Ireland should avail of loans available from the <a href=\"https:\/\/www.irishtimes.com\/tags\/european-commission\/\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/www.irishtimes.com\/tags\/european-commission\/\">European Commission<\/a> to purchase military equipment if the opportunity arises again, T\u00e1naiste <a href=\"https:\/\/www.irishtimes.com\/tags\/simon-harris\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/www.irishtimes.com\/tags\/simon-harris\">Simon Harris<\/a> has said.<\/p>\n<p class=\"c-paragraph paywall \">Last year, then minister for finance <a href=\"https:\/\/www.irishtimes.com\/tags\/paschal-donohoe\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/www.irishtimes.com\/tags\/paschal-donohoe\">Paschal Donohoe<\/a> <a href=\"https:\/\/www.irishtimes.com\/politics\/2025\/12\/13\/donohoe-vetoed-proposal-to-borrow-100m-for-military-equipment-under-eu-plan\/\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/www.irishtimes.com\/politics\/2025\/12\/13\/donohoe-vetoed-proposal-to-borrow-100m-for-military-equipment-under-eu-plan\/\">vetoed proposals<\/a> by the Department of Defence \u2013 where Harris was Minister at the time \u2013 that the State should look at borrowing up to \u20ac100 million for military projects under a European Union initiative known as the <a href=\"https:\/\/www.irishtimes.com\/world\/europe\/2025\/05\/23\/loan-scheme-to-rearm-europe-could-be-important-breakthrough-in-ukraine-support\/\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/www.irishtimes.com\/world\/europe\/2025\/05\/23\/loan-scheme-to-rearm-europe-could-be-important-breakthrough-in-ukraine-support\/\">Safe [Security Action For Europe] programme<\/a>.<\/p>\n<p class=\"c-paragraph paywall \">Speaking on Sunday, the Fine Gael leader signalled the Government should look again at this issue if a further round of loans under the Safe scheme became available.<\/p>\n<p class=\"c-paragraph paywall \">In an interview with RTE\u2019s This Week programme, Harris said: \u201cIt is my position that if that reopens for applications, Ireland should avail of that for two reasons. One, I think we need to take every opportunity that we can to increase spending in this crucial area. And, secondly, I think from a European solidarity point of view, it is important that we are taking the security of the oceans around our island and the air above our country seriously. And I think Safe is a mechanism to do that.\u201d <\/p>\n<p class=\"c-paragraph paywall \">Harris said he had had discussions with party colleague and Minister for Defence Helen McEntee about availing of any further funding that may materialise to accelerate the Defence Forces\u2019 capabilities.<\/p>\n<p class=\"c-paragraph paywall \">He said the Republic had already entered into several government-to-government procurement agreements to acquire defence and military equipment.<\/p>\n<p class=\"c-paragraph paywall \">\u201cWe cannot, as a country, convince ourselves that we are in any way immune from the big threats,\u201d he said.<\/p>\n<p class=\"c-paragraph paywall \">He said while no decision had been taken, the Coalition had an open mind about opting in to the Safe scheme.<\/p>\n<p class=\"c-paragraph paywall \">In December, it was reported that the commission was considering a second edition of the multibillion-euro programme for defence projects. Commission president Ursula von der Leyen said that the original \u20ac150 billion scheme had been over-subscribed and several member states were now calling for a second one.<\/p>\n<p class=\"c-paragraph paywall \">The Irish Times reported in December that official Government records showed the Department of Defence believed that last summer there was agreement at ministerial adviser level for the Republic to express an interest in taking out such loans.<\/p>\n<p class=\"c-paragraph paywall \">However, the Department of Finance said Donohoe had decided the State should not apply for such funding.<\/p>\n<p class=\"c-paragraph paywall \">The Department of Defence had suggested that any such loans, which would be repaid over a period of up to 45 years, could be used to replace the fleet of turboprop trainer aircraft operated by the Air Corps, or to provide new light tactical armoured vehicles for the Army.<\/p>\n<p class=\"c-paragraph paywall \">However, one of the concerns in the Department of Finance was that the Republic could borrow money more cheaply on the markets.<\/p>\n<p class=\"c-paragraph paywall \">The Department of Public Expenditure maintained it had been told by the Department of Defence several months earlier that the State would use only provisions in the Safe scheme to buy equipment in co-operation with other member states rather than avail of loans under the scheme.<\/p>\n<p class=\"c-paragraph paywall \">The Department of Defence\u2019s Safe loan case stated that, although it may be true the Republic could achieve \u201cmarginally more advantageous interest rates on the open market, the significant ancillary benefits that Safe loans can provide more than outweigh this benefit\u201d.<\/p>\n","protected":false},"excerpt":{"rendered":"Ireland should avail of loans available from the European Commission to purchase military equipment if the opportunity arises&hellip;\n","protected":false},"author":2,"featured_media":301848,"comment_status":"","ping_status":"","sticky":false,"template":"","format":"standard","meta":{"footnotes":""},"categories":[2],"tags":[13308,1712,61,60,43,774,70],"class_list":{"0":"post-301847","1":"post","2":"type-post","3":"status-publish","4":"format-standard","5":"has-post-thumbnail","7":"category-ireland","8":"tag-defence-forces","9":"tag-european-commission","10":"tag-ie","11":"tag-ireland","12":"tag-news","13":"tag-paschal-donohoe","14":"tag-simon-harris"},"_links":{"self":[{"href":"https:\/\/www.newsbeep.com\/ie\/wp-json\/wp\/v2\/posts\/301847","targetHints":{"allow":["GET"]}}],"collection":[{"href":"https:\/\/www.newsbeep.com\/ie\/wp-json\/wp\/v2\/posts"}],"about":[{"href":"https:\/\/www.newsbeep.com\/ie\/wp-json\/wp\/v2\/types\/post"}],"author":[{"embeddable":true,"href":"https:\/\/www.newsbeep.com\/ie\/wp-json\/wp\/v2\/users\/2"}],"replies":[{"embeddable":true,"href":"https:\/\/www.newsbeep.com\/ie\/wp-json\/wp\/v2\/comments?post=301847"}],"version-history":[{"count":0,"href":"https:\/\/www.newsbeep.com\/ie\/wp-json\/wp\/v2\/posts\/301847\/revisions"}],"wp:featuredmedia":[{"embeddable":true,"href":"https:\/\/www.newsbeep.com\/ie\/wp-json\/wp\/v2\/media\/301848"}],"wp:attachment":[{"href":"https:\/\/www.newsbeep.com\/ie\/wp-json\/wp\/v2\/media?parent=301847"}],"wp:term":[{"taxonomy":"category","embeddable":true,"href":"https:\/\/www.newsbeep.com\/ie\/wp-json\/wp\/v2\/categories?post=301847"},{"taxonomy":"post_tag","embeddable":true,"href":"https:\/\/www.newsbeep.com\/ie\/wp-json\/wp\/v2\/tags?post=301847"}],"curies":[{"name":"wp","href":"https:\/\/api.w.org\/{rel}","templated":true}]}}
