{"id":308574,"date":"2026-02-20T20:15:08","date_gmt":"2026-02-20T20:15:08","guid":{"rendered":"https:\/\/www.newsbeep.com\/ie\/308574\/"},"modified":"2026-02-20T20:15:08","modified_gmt":"2026-02-20T20:15:08","slug":"irelands-time-in-eu-hot-seat-has-potential-for-plenty-of-awkward-moments-the-irish-times","status":"publish","type":"post","link":"https:\/\/www.newsbeep.com\/ie\/308574\/","title":{"rendered":"Ireland\u2019s time in EU hot seat has potential for plenty of awkward moments \u2013 The Irish Times"},"content":{"rendered":"<p class=\"c-paragraph paywall \">For the second half of this year the <a href=\"https:\/\/www.irishtimes.com\/tags\/government\/\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/www.irishtimes.com\/tags\/government\/\">Government<\/a> will be steering \u2013 not setting \u2013 the political agenda of the <a href=\"https:\/\/www.irishtimes.com\/tags\/european-union\/\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/www.irishtimes.com\/tags\/european-union\/\">European Union<\/a> in a role that involves intense negotiations that will put Irish Ministers in awkward positions on occasion. <\/p>\n<p class=\"c-paragraph paywall \">A push by European countries to become more independent of Washington, take a tougher stance towards <a href=\"https:\/\/www.irishtimes.com\/tags\/united-states\/\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/www.irishtimes.com\/tags\/united-states\/\">US<\/a> tech giants, massively increase military spending and crack on with the EU-<a href=\"https:\/\/www.irishtimes.com\/tags\/mercosur\/\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/www.irishtimes.com\/tags\/mercosur\/\">Mercosur<\/a> trade deal all have the potential to cause difficulty for the Government. <\/p>\n<p class=\"c-paragraph paywall \">Taking over the rotating Council of the European Union presidency means Ireland will, in effect, have to represent the view of the 27 national governments in Brussels negotiations, even if that runs against the Government\u2019s own position. Ireland will assume the EU presidency from July until the end of the year. <\/p>\n<p class=\"c-paragraph paywall \">That will involve Ministers and senior Irish diplomats chairing EU-level meetings, to nudge the union\u2019s member states towards common positions on everything from trade and foreign affairs to migration, energy or climate policy. <\/p>\n<p class=\"c-paragraph paywall \">It will probably be discussions about the Trump administration and Europe\u2019s regulation of tech multinationals that have the potential to cause the most trouble for Dublin. <\/p>\n<p class=\"c-paragraph paywall \">Tech executives seem to view Ireland\u2019s coming stint holding the presidency as an opportunity for their \u201cfriend\u201d inside the EU tent to roll back Brussels rules and regulations they don\u2019t like. <\/p>\n<p class=\"c-paragraph paywall \">They may be disappointed. <\/p>\n<p class=\"c-paragraph paywall \">Attitudes towards Big Tech in other European states are hardening. US president <a href=\"https:\/\/www.irishtimes.com\/tags\/donald-trump\/\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/www.irishtimes.com\/tags\/donald-trump\/\">Donald Trump<\/a>\u2019s designs on Greenland, a territory in the kingdom of Denmark, has also really soured transatlantic relations.<\/p>\n<p class=\"c-paragraph paywall \">On defence Ireland has made it clear its policy of military neutrality does not preclude it from closer co-operation with other EU states, providing aid to Ukraine or joining common projects to buy equipment in bulk. <\/p>\n<p class=\"c-paragraph paywall \">The central role the Government will need to play pushing along EU plans to hike military spending and expand Europe\u2019s defence industry will still surely draw criticism from the Opposition and pro-neutrality campaigners. <\/p>\n<p class=\"c-paragraph paywall \">A confidential draft of the Government\u2019s agenda for the EU role, seen by The Irish Times, shows how Ireland intends to manage some of those trickier political debates. <\/p>\n<p class=\"c-paragraph paywall \">The Government will support the EU in developing a \u201cstronger and more flexible European defence industry\u201d and promote \u201cmutually beneficial\u201d co-operation between the EU and <a href=\"https:\/\/www.irishtimes.com\/tags\/north-atlantic-treaty-organisation\/\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/www.irishtimes.com\/tags\/north-atlantic-treaty-organisation\/\">Nato<\/a>, the paper said. <\/p>\n<p class=\"c-paragraph paywall \">The early draft setting out the Government\u2019s priorities talks about using the position to mend relations between Brussels and Washington, to \u201cbuild a more ambitious and mutually beneficial\u201d trading relationship. <\/p>\n<p class=\"c-paragraph paywall \">The internal document said a tariff deal agreed last year, sucking up 15 per cent import duties on EU goods sold into the US, could be improved. The paper pointed to possible future work together on \u201csupply chains and critical sectors and technologies\u201d. <\/p>\n<p class=\"c-paragraph paywall \">Ireland is economically the most exposed if the EU-US relationship takes another dive. Irish officials dread the prospect of having to manage a Greenland crisis, or something similar, during their period in the EU hot seat. <\/p>\n<p class=\"c-paragraph paywall \">A defining aspect of the presidency would be making sure Ukraine \u201chas what it needs to defend itself\u201d against Russia, the Government paper states. <\/p>\n<p class=\"c-paragraph paywall \">Striking a deal to revise the union\u2019s strict data-protection rules, new <a href=\"https:\/\/www.irishtimes.com\/tags\/artificial-intelligence\/\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/www.irishtimes.com\/tags\/artificial-intelligence\/\">AI<\/a> regulations and other digital laws may fall to the Irish presidency. A <a href=\"https:\/\/www.irishtimes.com\/tags\/european-commission\/\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/www.irishtimes.com\/tags\/european-commission\/\">European Commission<\/a>-led drive to simplify existing rules was about \u201cbetter regulation, not deregulation\u201d, the draft document said. <\/p>\n<p class=\"c-paragraph paywall \">Government sway over the direction debates turn will have limits.
