{"id":313652,"date":"2026-02-23T22:02:32","date_gmt":"2026-02-23T22:02:32","guid":{"rendered":"https:\/\/www.newsbeep.com\/ie\/313652\/"},"modified":"2026-02-23T22:02:32","modified_gmt":"2026-02-23T22:02:32","slug":"syria-replaces-a-third-of-its-cash-in-weeks-after-introducing-new-currency","status":"publish","type":"post","link":"https:\/\/www.newsbeep.com\/ie\/313652\/","title":{"rendered":"Syria replaces a third of its cash in weeks after introducing new currency"},"content":{"rendered":"<p class=\"defaultstyled__StyledText-sc-11u52t4-1 huqwQJ margin-lg-bottom\" id=\"el-0-OHWD7ZKZFRHIBMPWQILFRB2PYQ\"><a href=\"https:\/\/www.thenationalnews.com\/tags\/syria\/\" target=\"_blank\" rel=\"nofollow noopener\" title=\"https:\/\/www.thenationalnews.com\/tags\/syria\/\">Syria<\/a>&#8216;s central bank has replaced more than a third of cash in circulation with newly printed banknotes, governor Abdulkader Husrieh told The National in an exclusive interview.<\/p>\n<p class=\"defaultstyled__StyledText-sc-11u52t4-1 huqwQJ margin-lg-bottom\" id=\"el-1-YMVZRXUCSFGCLEGFKYA7UKAYGE\">The progress marks a significant step towards restoring monetary control after years of war and steep currency collapse.<\/p>\n<p class=\"defaultstyled__StyledText-sc-11u52t4-1 huqwQJ margin-lg-bottom\" id=\"el-3-RWU33HVOUBDNLKQAYDDBNG7PCE\">In early January, the <a href=\"https:\/\/www.thenationalnews.com\/business\/banking\/2026\/01\/06\/mastercard-grants-qbn-licence-to-resume-activities-in-syria\/\" target=\"_blank\" rel=\"nofollow noopener\" title=\"https:\/\/www.thenationalnews.com\/business\/banking\/2026\/01\/06\/mastercard-grants-qbn-licence-to-resume-activities-in-syria\/\">central bank<\/a> introduced the banknotes, removing two zeroes and the images of dictator <a href=\"https:\/\/www.thenationalnews.com\/tags\/bashar-al-assad\/\" target=\"_blank\" rel=\"nofollow noopener\" title=\"https:\/\/www.thenationalnews.com\/tags\/bashar-al-assad\/\">Bashar Al Assad<\/a> and his family, in an effort to stabilise the economy and restore confidence in the battered currency, which lost more than 99 per cent of its value after the civil war began in 2011. <\/p>\n<p class=\"defaultstyled__StyledText-sc-11u52t4-1 huqwQJ margin-lg-bottom\" id=\"el-5-LIDKPJ6C25FCXBRL2TFDPAAMRI\">Mr Husrieh said the central bank had replaced about 35 per cent of the 41 trillion Syrian pounds in cash circulating before the currency reform.<\/p>\n<p class=\"defaultstyled__StyledText-sc-11u52t4-1 huqwQJ margin-lg-bottom\" id=\"el-6-MBETMWDU2FH2LKOUSEQX5K57FQ\">He welcomed \u201cmeasurable progress\u201d in restoring control over the money supply. \u201cThe objectives go beyond stabilisation &#8211; we expect reduced dollarisation, improved confidence in the Syrian pound and greater monetary sovereignty,\u201d he said. <\/p>\n<p class=\"defaultstyled__StyledText-sc-11u52t4-1 huqwQJ margin-lg-bottom\" id=\"el-8-2FYPY64LABCHNHVR44SAODCDE4\">The simplification of currency by removing zeroes is known as redenomination. <\/p>\n<p class=\"defaultstyled__StyledText-sc-11u52t4-1 huqwQJ margin-lg-bottom\" id=\"el-9-N3CZX2T7DZBLLBQVWXKTHSOLG4\">The process is typically used by central banks to restore confidence in a currency and simplify transactions after periods of high inflation and devaluation. It does not actually change the value of the currency. <\/p>\n<p class=\"defaultstyled__StyledText-sc-11u52t4-1 huqwQJ margin-lg-bottom\" id=\"el-10-CG634TL575HC7GDBUONOPDDF6A\">The Syrian pound\u2019s exchange rate plunged to around 10,000 to the US dollar before the redenomination, compared with about 50 before the war.<\/p>\n<p class=\"defaultstyled__StyledText-sc-11u52t4-1 huqwQJ margin-lg-bottom\" id=\"el-11-3K5B2U2M4BDDXF4S3I2KBTUPJM\">The steep devaluation has significantly complicated daily transactions, with Syrians often carrying large wads of banknotes in plastic bags to pay for basic goods.<\/p>\n<p class=\"defaultstyled__StyledText-sc-11u52t4-1 huqwQJ margin-lg-bottom\" id=\"el-12-WRWICZANZFAMBIEWQUDTBHUHB4\">Mr Husrieh declined to comment on where the currency was printed, amid reports that the Russian state-owned company Goznak, which is under US and EU sanctions, is among the suppliers.<\/p>\n<p class=\"defaultstyled__StyledText-sc-11u52t4-1 huqwQJ margin-lg-bottom\" id=\"el-13-OMC5GZR5PRE4VISBADITLGM3RI\">\u201cI can clarify that printing has been allocated to three suppliers. All of these printing institutions are internationally certified facilities that meet global security and quality standards,\u201d he said.<\/p>\n<p>Gap assessment <\/p>\n<p class=\"defaultstyled__StyledText-sc-11u52t4-1 huqwQJ margin-lg-bottom\" id=\"el-16-CJ6ARORUBNBCHH5FFFCC75ZQJA\">To accelerate the resumption of ties with foreign lenders and boost the credibility of Syria\u2019s financial sector, the central bank has begun the first phase of a review known as a gap assessment, entrusted to US consulting firm Oliver Wyman. <\/p>\n<p class=\"defaultstyled__StyledText-sc-11u52t4-1 huqwQJ margin-lg-bottom\" id=\"el-17-JHNZXNEBKJB2ZOC4QE6LITGHZU\">A gap assessment is a review comparing a financial institution\u2019s practices with international standards to identify reforms needed to restore credibility.<\/p>\n<p class=\"defaultstyled__StyledText-sc-11u52t4-1 huqwQJ margin-lg-bottom\" id=\"el-18-6CLJWFL7LRBYNADZPVEJYV5QIY\">\u201cThe fieldwork will start shortly,\u201d Mr Husrieh told The National.<\/p>\n<p class=\"defaultstyled__StyledText-sc-11u52t4-1 huqwQJ margin-lg-bottom\" id=\"el-19-SJSG2FIWDRESVBBSWCDXO2CHR4\">After years of isolation from most dollar transactions, Syrian banks have been steadily reconnecting with the global financial system. <\/p>\n<p class=\"defaultstyled__StyledText-sc-11u52t4-1 huqwQJ margin-lg-bottom\" id=\"el-20-ULKKEVC4UBHCPFPETIEZLIDFY4\">But despite the lifting of western sanctions since the collapse of former president Bashar Al Assad&#8217;s regime, lingering compliance concerns among foreign banks have continued to hinder Syria\u2019s reintegration into international banking channels.<\/p>\n<p class=\"defaultstyled__StyledText-sc-11u52t4-1 huqwQJ margin-lg-bottom\" id=\"el-21-PAKALJTPMJHAFI2GULQ72SB3UU\">\u201cWe will be working on addressing any compliance, governance and transparency benchmarks to be identified in their report,\u201d Mr Husrieh said. <\/p>\n<p class=\"defaultstyled__StyledText-sc-11u52t4-1 huqwQJ margin-lg-bottom\" id=\"el-22-7KD6DM24KJDABKXPZD73RJJDX4\">Reviving Syria\u2019s dilapidated banking sector is viewed as a top priority to manage the billions of dollars expected to flow into the country and fund its reconstruction.<\/p>\n<p class=\"defaultstyled__StyledText-sc-11u52t4-1 huqwQJ margin-lg-bottom\" id=\"el-23-TDNGTTYZL5BPJKMYMP2UH2GCN4\">The central bank is also seeking to reactivate its account with the Federal Reserve Bank of New York, a key step towards restoring access to dollar transactions after years of financial isolation.<\/p>\n<p class=\"defaultstyled__StyledText-sc-11u52t4-1 huqwQJ margin-lg-bottom\" id=\"el-24-C2F7ZLNWJRDMJMDNCJRCNSUZ7A\">Mr Husrieh said this \u201cremains a strategic objective\u201d. \u201cWe are still in the process and we have progressed very well.\u201d <\/p>\n<p>Integration deal<\/p>\n<p class=\"defaultstyled__StyledText-sc-11u52t4-1 huqwQJ margin-lg-bottom\" id=\"el-27-GNBNHHXIDJCFHDHN4KPHNH72UU\">Mr Husrieh welcomed the Damascus government&#8217;s integration deal with the rival Syrian Democratic Forces, a Kurdish-led force that once controlled a quarter of Syria\u2019s territory. Under pressure from advancing Syrian troops, the SDF agreed to join the central government in January.<\/p>\n<p class=\"defaultstyled__StyledText-sc-11u52t4-1 huqwQJ margin-lg-bottom\" id=\"el-28-MMIXOTGGSFBXBGVAO3ZFPDIDY4\">During last month&#8217;s blitz offensive, Damascus retook control of major oil and gasfields previously held by the SDF. Revenue from the fields had financed the semi-autonomous administration in the north-east.<\/p>\n<p class=\"defaultstyled__StyledText-sc-11u52t4-1 huqwQJ margin-lg-bottom\" id=\"el-29-KHDCE4HAMNCIXN5Y62P5L74RBE\">Mr Husrieh said oil and gas revenue, which will now benefit the whole of Syria, could drive double-digit GDP growth within a year, far exceeding international forecasts. In July, the World Bank estimated the Syrian economy would grow by a modest 1 per cent in 2025.<\/p>\n<p class=\"defaultstyled__StyledText-sc-11u52t4-1 huqwQJ margin-lg-bottom\" id=\"el-30-FID5AJWOYJGAVLKA7JRMTZJE5I\">The proceeds will be \u201chandled through structured sovereign accounts under state oversight&#8221;, with the central bank playing a \u201ccustodial and regulatory role&#8221;, the governor said. <\/p>\n<p class=\"defaultstyled__StyledText-sc-11u52t4-1 huqwQJ margin-lg-bottom\" id=\"el-31-EOY2TFBAMRGJJOGX77EUT7VRO4\">While final allocations are still under discussion, he said the revenue is expected to fund the needs of the energy and power sectors, reconstruction, public services and economic recovery programmes. <\/p>\n<p class=\"defaultstyled__StyledText-sc-11u52t4-1 huqwQJ margin-lg-bottom\" id=\"el-32-E6ZHMBMJLVFCVCUSKKHHB3BH7E\">The deal has also allowed the central bank to extend its financial authority across the country. In January, the bank announced plans to open a branch in the northern city of Raqqa, previously under SDF control. Mr Husrieh said a branch manager had been appointed and the office was expected to open shortly.<\/p>\n<p class=\"defaultstyled__StyledText-sc-11u52t4-1 huqwQJ margin-lg-bottom\" id=\"el-33-4SOZDNLTVRFGJM3KG3NTJUBCYA\">He added that another branch was planned for the north-eastern city of Hasakah, also formerly under SDF control.<\/p>\n<p class=\"defaultstyled__StyledText-sc-11u52t4-1 huqwQJ margin-lg-bottom\" id=\"el-34-UNWFTWZODFHBFLJTFSCDTSYEVE\">\u201cThis move is symbolically and institutionally important because it represents the restoration of monetary authority and financial sovereignty in a strategically important region,\u201d Mr Husrieh said.<\/p>\n<p>Lebanese losses<\/p>\n<p class=\"defaultstyled__StyledText-sc-11u52t4-1 huqwQJ margin-lg-bottom\" id=\"el-37-MHXD7YQKWJBXBBSYDMSITEZEHI\">Another major challenge facing the revival of Syria\u2019s financial sector is absorbing losses linked to Lebanon\u2019s collapsed banking sector, where Syrian lenders have more than $1.6 billion in exposure.<\/p>\n<p class=\"defaultstyled__StyledText-sc-11u52t4-1 huqwQJ margin-lg-bottom\" id=\"el-38-QNOVMHRS4FHHNAKK5JPPLIVXQE\">In September 2025, the central bank urged financial institutions to recognise and provision for losses tied to Lebanon\u2019s 2019 financial collapse by March.<\/p>\n<p class=\"defaultstyled__StyledText-sc-11u52t4-1 huqwQJ margin-lg-bottom\" id=\"el-39-MN464QERCJD2TGJEFHEWMN7KZM\">\u201cAll banks have complied, though they remain at varying stages of implementing their restructuring plans,\u201d Mr Husrieh told The National.<\/p>\n<p class=\"defaultstyled__StyledText-sc-11u52t4-1 huqwQJ margin-lg-bottom\" id=\"el-40-F3TRAI5AO5C5NHZJZDM6YKADE4\">Some banks are more exposed than others and will need to find sustainable ways to absorb these losses and clean up their finances if they are to remain solvent.<\/p>\n<p class=\"defaultstyled__StyledText-sc-11u52t4-1 huqwQJ margin-lg-bottom\" id=\"el-41-O5566NJDPNBILEDKXGHNOHTFEE\">\u201cThis year is very crucial for the whole banking sector as we would like to complete rehabilitation of the financial sector while we license new banks,\u201d he added.<\/p>\n<p class=\"defaultstyled__StyledText-sc-11u52t4-1 huqwQJ margin-lg-bottom\" id=\"el-42-TFHFD7FXX5GWRGBJTGXKWRYRGY\">He warned that banks failing to comply will face enforcement action including penalties, capital restrictions, management accountability measures and supervisory intervention. <\/p>\n<p class=\"defaultstyled__StyledText-sc-11u52t4-1 huqwQJ margin-lg-bottom\" id=\"el-43-IH6GCEGO7BFNFJ3VP542JC2YRM\">\u201cWe are closely working with banks to avoid non-compliance and have all banks to be solvent and liquid,\u201d he said. <\/p>\n<p class=\"defaultstyled__StyledText-sc-11u52t4-1 huqwQJ margin-lg-bottom\" id=\"el-44-FSG2VC6E2VARRDJAJWC3Z4IYBM\">\u201cFinancial transparency and systemic stability remain core priorities for us to regain trust in the financial system,\u201d he added.<\/p>\n","protected":false},"excerpt":{"rendered":"Syria&#8216;s central bank has replaced more than a third of cash in circulation with newly printed banknotes, governor&hellip;\n","protected":false},"author":2,"featured_media":313653,"comment_status":"","ping_status":"","sticky":false,"template":"","format":"standard","meta":{"footnotes":""},"categories":[11],"tags":[72,113,87048,61,60,1284,329,47062],"class_list":{"0":"post-313652","1":"post","2":"type-post","3":"status-publish","4":"format-standard","5":"has-post-thumbnail","7":"category-economy","8":"tag-business","9":"tag-economy","10":"tag-foreign-desk-team","11":"tag-ie","12":"tag-ireland","13":"tag-standard","14":"tag-story","15":"tag-syria"},"_links":{"self":[{"href":"https:\/\/www.newsbeep.com\/ie\/wp-json\/wp\/v2\/posts\/313652","targetHints":{"allow":["GET"]}}],"collection":[{"href":"https:\/\/www.newsbeep.com\/ie\/wp-json\/wp\/v2\/posts"}],"about":[{"href":"https:\/\/www.newsbeep.com\/ie\/wp-json\/wp\/v2\/types\/post"}],"author":[{"embeddable":true,"href":"https:\/\/www.newsbeep.com\/ie\/wp-json\/wp\/v2\/users\/2"}],"replies":[{"embeddable":true,"href":"https:\/\/www.newsbeep.com\/ie\/wp-json\/wp\/v2\/comments?post=313652"}],"version-history":[{"count":0,"href":"https:\/\/www.newsbeep.com\/ie\/wp-json\/wp\/v2\/posts\/313652\/revisions"}],"wp:featuredmedia":[{"embeddable":true,"href":"https:\/\/www.newsbeep.com\/ie\/wp-json\/wp\/v2\/media\/313653"}],"wp:attachment":[{"href":"https:\/\/www.newsbeep.com\/ie\/wp-json\/wp\/v2\/media?parent=313652"}],"wp:term":[{"taxonomy":"category","embeddable":true,"href":"https:\/\/www.newsbeep.com\/ie\/wp-json\/wp\/v2\/categories?post=313652"},{"taxonomy":"post_tag","embeddable":true,"href":"https:\/\/www.newsbeep.com\/ie\/wp-json\/wp\/v2\/tags?post=313652"}],"curies":[{"name":"wp","href":"https:\/\/api.w.org\/{rel}","templated":true}]}}
