{"id":323075,"date":"2026-03-01T07:39:14","date_gmt":"2026-03-01T07:39:14","guid":{"rendered":"https:\/\/www.newsbeep.com\/ie\/323075\/"},"modified":"2026-03-01T07:39:14","modified_gmt":"2026-03-01T07:39:14","slug":"debt-pressures-cast-shadow-over-egypts-economy-in-crossroads-year","status":"publish","type":"post","link":"https:\/\/www.newsbeep.com\/ie\/323075\/","title":{"rendered":"Debt pressures cast shadow over Egypt\u2019s economy in crossroads year"},"content":{"rendered":"<p class=\"defaultstyled__StyledText-sc-11u52t4-1 huqwQJ margin-lg-bottom\" id=\"el-0-FPGX5SENCJF5TBBM4PLKJ6RR7A\">After a year of upbeat government messaging about stabilisation and renewed investor confidence, <a href=\"https:\/\/www.thenationalnews.com\/mena\/egypt\/\" target=\"_blank\" rel=\"nofollow noopener\" title=\"https:\/\/www.thenationalnews.com\/mena\/egypt\/\">Egypt<\/a>\u2019s debt trajectory has once again turned upwards.<\/p>\n<p class=\"defaultstyled__StyledText-sc-11u52t4-1 huqwQJ margin-lg-bottom\" id=\"el-1-TLGBOG6NABBFZA46OXRPB2JCKU\">The country\u2019s external obligations climbed by $2.48 billion in the third quarter of 2025 to just over $163 billion \u2013 the highest level in seven quarters, according to the World Bank\u2019s International Debt Report&#8217;s December update.<\/p>\n<p class=\"defaultstyled__StyledText-sc-11u52t4-1 huqwQJ margin-lg-bottom\" id=\"el-3-7J7PX2IZXVA7LBY2MOPYPZWL2I\">It has drawn particular attention because it comes after months of officials emphasising <a href=\"https:\/\/www.thenationalnews.com\/business\/economy\/2025\/09\/11\/egypts-prime-minister-says-worst-has-passed-on-external-debt-as-inflation-hits-three-year-low\/\" target=\"_blank\" rel=\"nofollow noopener\" title=\"https:\/\/www.thenationalnews.com\/business\/economy\/2025\/09\/11\/egypts-prime-minister-says-worst-has-passed-on-external-debt-as-inflation-hits-three-year-low\/\">improved fiscal discipline,<\/a> while avoiding detailed disclosures of total foreign debt. The new figures provide the clearest picture yet of the scale of Egypt\u2019s liabilities and the urgency facing policymakers in 2026.<\/p>\n<p>Reality check<\/p>\n<p class=\"defaultstyled__StyledText-sc-11u52t4-1 huqwQJ margin-lg-bottom\" id=\"el-5-2PSXPNMLPBEWVJE5BICJYIMBUU\">While government and central bank debt edged slightly lower, banking sector obligations increased by $1.3 billion, and \u201cother sectors\u201d added another $2.43 billion. Nearly two-thirds of the total is denominated in US dollars, leaving Egypt vulnerable to renewed currency pressure.<\/p>\n<p class=\"defaultstyled__StyledText-sc-11u52t4-1 huqwQJ margin-lg-bottom\" id=\"el-6-OGOBEOEZENC7XI3EITMIVUNITE\">According to the World Bank\u2019s repayment schedule, about $28 billion falls due in the first quarter of 2026, part of $66.6 billion maturing within 12 months of September 2025. The timetable leaves little margin for policy missteps or delays in investment inflows.<\/p>\n<p class=\"defaultstyled__StyledText-sc-11u52t4-1 huqwQJ margin-lg-bottom\" id=\"el-8-PYU3LVKBVNFFVOYYYVQB74DZYI\">The government says it will unveil a comprehensive debt-management strategy by the end of the month. It will aim to ease servicing costs and gradually lower the public debt ratio to around 68 per cent of GDP by 2030.<\/p>\n<p class=\"defaultstyled__StyledText-sc-11u52t4-1 huqwQJ margin-lg-bottom\" id=\"el-9-QZFOSK65DBBDZD7WAD354XUSGE\">However, economists have repeatedly raised doubts as to whether this is possible in light of the state\u2019s debt trajectory and the economy\u2019s volatility to external shocks, as illustrated by Covid-19, the Russia-Ukraine war and the war in Gaza.<\/p>\n<p>IMF reviews reinforce warnings<\/p>\n<p class=\"defaultstyled__StyledText-sc-11u52t4-1 huqwQJ margin-lg-bottom\" id=\"el-11-R57L2PG5OZFX5FI7IMPEQJ6SZA\">Earlier on Thursday, the IMF Executive Board completed its long-awaited fifth and sixth <a href=\"https:\/\/www.thenationalnews.com\/business\/economy\/2026\/02\/26\/egypt-unlocks-roughly-23bn-after-imf-completes-reviews\/\" target=\"_blank\" rel=\"nofollow noopener\" title=\"https:\/\/www.thenationalnews.com\/business\/economy\/2026\/02\/26\/egypt-unlocks-roughly-23bn-after-imf-completes-reviews\/\">reviews of Egypt\u2019s Extended Fund Facility<\/a> and its first under the Resilience and Sustainability Facility, confirming that \u201cstabilisation policies have taken hold\u201d but urging faster action on deep-rooted reforms.<\/p>\n<p class=\"defaultstyled__StyledText-sc-11u52t4-1 huqwQJ margin-lg-bottom\" id=\"el-12-5EHB3QHHOVANRHB64PIZNSL4II\">The reviews, which were meant to be completed by November 2025, were repeatedly postponed due to delays in implementation of key reforms by the Egyptian government.<\/p>\n<p class=\"defaultstyled__StyledText-sc-11u52t4-1 huqwQJ margin-lg-bottom\" id=\"el-13-L7YQXOPD45EQBLCX7LOLSU4RNE\">In its report after the meeting, the IMF noted that inflation had fallen to 11.9 per cent in January and growth had recovered to 4.4 per cent, supported by tight fiscal and monetary policy, a flexible exchange rate, and stronger external inflows.<\/p>\n<p class=\"defaultstyled__StyledText-sc-11u52t4-1 huqwQJ margin-lg-bottom\" id=\"el-14-Z2HBJ7QC5JGSZA5RCP4K4VRUJY\">Gross reserves rose to about $59 billion, buoyed by tourism and remittances, it said.<\/p>\n<p class=\"defaultstyled__StyledText-sc-11u52t4-1 huqwQJ margin-lg-bottom\" id=\"el-15-SKLETEDAO5BUXHV2J676BCI34M\">However, the report warned that progress on structural reforms remains uneven, highlighting slow divestment of state assets and limited fiscal space due to high debt and large financing needs.<\/p>\n<p class=\"defaultstyled__StyledText-sc-11u52t4-1 huqwQJ margin-lg-bottom\" id=\"el-16-EMCZ4NJNDFAZZOYT4CFF6QQEKQ\">It also called for \u201cfull implementation of the debt-management strategy\u201d, tighter oversight of off-budget state entities and faster privatisation. The recommendations also included reducing exemptions on taxes.<\/p>\n<p>Slow but steady<\/p>\n<p class=\"defaultstyled__StyledText-sc-11u52t4-1 huqwQJ margin-lg-bottom\" id=\"el-18-AMP6P2B7FZCBFILG3OQCUYS3GU\">Meanwhile, at home, Egyptian experts have differing views on the fate of the country\u2019s economy.<\/p>\n<p class=\"defaultstyled__StyledText-sc-11u52t4-1 huqwQJ margin-lg-bottom\" id=\"el-19-K2JNJCSJ35B5LE4T3DMO5ZMNPQ\">Economist Moustafa Badra said the debt position, though \u201cstriking,\u201d must be seen alongside improving fundamentals. He cited falling inflation, stronger tax revenue and a rising primary surplus as signs that the economy is recovering from successive global shocks.<\/p>\n<p class=\"defaultstyled__StyledText-sc-11u52t4-1 huqwQJ margin-lg-bottom\" id=\"el-20-G2KE6B6L7FA7HAM4P5IDH7KMVU\">Egypt recorded a 3.5 per cent primary surplus in fiscal 2024\/25 and expects up to 4.5 per cent this year, according to Finance Ministry data.<\/p>\n<p class=\"defaultstyled__StyledText-sc-11u52t4-1 huqwQJ margin-lg-bottom\" id=\"el-21-BUDOVYPZWBHWHCRW5NYWGY4BR4\">\u201cThe economy is undeniably in a better place now than it was before the reform programme,\u201d Mr Badra told The National. <\/p>\n<p class=\"defaultstyled__StyledText-sc-11u52t4-1 huqwQJ margin-lg-bottom\" id=\"el-22-4KEEOHALHREY3BFXD7LV7Y32TE\">\u201cCrises take time to recover from, and the improvement in headline indicators is real, even if households haven\u2019t yet felt a full return to stability.\u201d<\/p>\n<p class=\"defaultstyled__StyledText-sc-11u52t4-1 huqwQJ margin-lg-bottom\" id=\"el-23-MYQBZSEJ6NFQDHRAYQSX6PT4CE\">Tourism arrivals reached 19 million in 2025, up 21 per cent year-on-year, and non-oil exports rose 18 per cent to $44 billion. These inflows, together with tighter import controls, helped narrow the trade deficit and strengthen Egypt\u2019s reserves.<\/p>\n<p class=\"defaultstyled__StyledText-sc-11u52t4-1 huqwQJ margin-lg-bottom\" id=\"el-24-MICM3IXG5JHFPJ62CAFXBRJ664\">Yet even as the IMF praised the government\u2019s stabilisation record, it underscored the need to translate macro gains into durable, private-sector-led growth, a point Mr Badra concedes.<\/p>\n<p class=\"defaultstyled__StyledText-sc-11u52t4-1 huqwQJ margin-lg-bottom\" id=\"el-25-4BPUDIKNDBC43FNA2F45UOCU7Q\">\u201cLasting improvement will depend on sustaining investment and job creation rather than relying on state-driven projects,\u201d he said.<\/p>\n<p>Reform fatigue and demographic weight<\/p>\n<p class=\"defaultstyled__StyledText-sc-11u52t4-1 huqwQJ margin-lg-bottom\" id=\"el-27-ONCENVUR3JC7DL6JKCETTN5VCE\">Concerns continue to be raised about the state of the economy once the IMF ends its programme in Egypt at the end of the year and is no longer overseeing the state\u2019s activities.<\/p>\n<p class=\"defaultstyled__StyledText-sc-11u52t4-1 huqwQJ margin-lg-bottom\" id=\"el-28-ZC5CJ5DXQVE2NOWXF3P2FNFCJU\">Though it was slated to end in October, the fund has pushed its departure date to December, its executive board said on Thursday.<\/p>\n<p class=\"defaultstyled__StyledText-sc-11u52t4-1 huqwQJ margin-lg-bottom\" id=\"el-29-6ALW7Z7OBNHGTFLHLX43WVGRMI\">This was highlighted in televised statements last month by former deputy prime minister Ziad Bahaa Eldin, who described 2026 as \u201ca crossroads year\u201d for the Egyptian economy.<\/p>\n<p class=\"defaultstyled__StyledText-sc-11u52t4-1 huqwQJ margin-lg-bottom\" id=\"el-30-7EUNDI3WK5HJ3EOGNYZZI7SOVU\">He warned that beneath improving metrics lie structural weaknesses that could resurface once IMF oversight tapers off.<\/p>\n<p class=\"defaultstyled__StyledText-sc-11u52t4-1 huqwQJ margin-lg-bottom\" id=\"el-31-VY44TYZTZBDSNPNSURQPOTSIMM\">Mr Bahaa Eldin credited the early reform rounds with restoring fiscal control but argued that the state still dominates too many commercial sectors, crowding out competition and dampening transparency, points echoed by the IMF\u2019s own call for a \u201creduced state footprint\u201d and a \u201cmore level playing field\u201d.<\/p>\n<p class=\"defaultstyled__StyledText-sc-11u52t4-1 huqwQJ margin-lg-bottom\" id=\"el-32-BLW4AWOKZBGMVMQM3QQZYE3QXI\">\u201cWe need a plan that lets the government truly co-operate with the private sector, not compete with it,\u201d he said. \u201cAnd when it competes with it, that needs to be co-ordinated also.\u201d<\/p>\n<p class=\"defaultstyled__StyledText-sc-11u52t4-1 huqwQJ margin-lg-bottom\" id=\"el-33-QMTOEK7CV5ENPGHEPI5KGKUKMU\">Both economists see demographics as a persistent drag.
