What will be the key announcements?"},"content":{"rendered":"<p>A Chinese People&#8217;s Liberation Army (PLA) soldier stands guard in front of the National Museum of China in Beijing on March 3, 2025, ahead of the country&#8217;s annual legislative meetings known as the &#8220;Two Sessions.&#8221;<\/p>\n<p>Pedro Pardo | Afp | Getty Images<\/p>\n<p>BEIJING \u2014 China&#8217;s top policymakers are due to release growth targets and stimulus plans for the year at an annual parliamentary meeting that kicks off Wednesday. <\/p>\n<p>The gathering, dubbed the <a href=\"https:\/\/english.www.gov.cn\/news\/202602\/27\/content_WS69a0f225c6d00ca5f9a095f0.html\" target=\"_blank\" rel=\"nofollow noopener\">&#8220;Two Sessions,&#8221;<\/a> consists of a consultative congress that will start later in the day, and a National People&#8217;s Congress due to open Thursday. Chinese Premier Li Qiang is set to announce a series of economic targets at the NPC, which had largely been <a href=\"https:\/\/www.cnbc.com\/2025\/12\/03\/cnbc-china-connection-newsletter-three-economic-flashpoints-2026-property-consumption-deflation.html\" rel=\"nofollow noopener\" target=\"_blank\">decided at a December meeting<\/a>.\u00a0<\/p>\n<p>During the upcoming parliamentary meeting this year, policymakers are also expected to release details of a new five-year development plan, the 15th such program in China&#8217;s modern history. Investors will look for clues on how Beijing intends to achieve its <a href=\"https:\/\/www.cnbc.com\/2025\/10\/23\/china-to-bolster-consumption-tech-development-as-us-tensions-simmer.html\" rel=\"nofollow noopener\" target=\"_blank\">domestic tech ambitions<\/a>. <\/p>\n<p>The goals will mark the penultimate step towards China&#8217;s 2035 goals with a focus on achieving technological self-sufficiency.  <\/p>\n<p>Senior Chinese leaders including top diplomat Wang Yi and heads of economic and financial ministries typically speak to the press during the Two Sessions. The gathering usually lasts around a week and is expected to conclude on March 11 this year. <\/p>\n<p>Asia Society analysts noted that China&#8217;s anti-corruption campaign has <a href=\"https:\/\/asiasociety.org\/policy-institute\/what-watch-chinas-two-sessions-2026\" target=\"_blank\" rel=\"nofollow noopener\">reduced the number of delegates<\/a> participating in the Two Sessions this year.<\/p>\n<p>Here&#8217;s what economists are expecting Premier Li to announce Thursday:<\/p>\n<p><a id=\"headline0\"\/>GDP growth of around 4.5% to 5%<\/p>\n<p>Several Chinese local governments have already lowered their growth ambitions for 2026, signaling Beijing could follow suit with the national target.<\/p>\n<p>A growth target below 5% would be the <a href=\"https:\/\/asiasociety.org\/policy-institute\/what-watch-chinas-two-sessions-2026\" target=\"_blank\" rel=\"nofollow noopener\">lowest on record<\/a>, according to The Asia Society, and down from &#8220;around 5%&#8221; in the past three years. China <a href=\"https:\/\/www.cnbc.com\/2020\/05\/22\/china-will-not-set-gdp-target-for-2020-as-coronavirus-batters-economy.html\" rel=\"nofollow noopener\" target=\"_blank\">didn&#8217;t set a GDP goal in 2020<\/a> due to the pandemic. <\/p>\n<p>&#8220;A slightly lower target would give policymakers more room to prioritise structural reform and improve data quality,&#8221; economists at Economist Intelligence Unit said in a note last week, penciling in a 4.6% growth prediction. <\/p>\n<p>However, Morgan Stanley analysts see a &#8220;low probability&#8221; that Beijing will set a smaller growth target, adding that policymakers typically set GDP ranges \u2014 rather than single-figure targets \u2014 for periods of major economic stress. The firm also pointed out that 2026 was the first year of China&#8217;s &#8220;<a href=\"https:\/\/www.cnbc.com\/2025\/10\/15\/china-connection-newsletter-strategy-meeting-us-tensions-loom-fourth-plenum-five-year-plan.html\" rel=\"nofollow noopener\" target=\"_blank\">15th five-year plan<\/a>,&#8221; which requires faster growth to anchor confidence.  <\/p>\n<p><img decoding=\"async\" class=\"InlineVideo-videoThumbnail\" src=\"https:\/\/www.newsbeep.com\/ie\/wp-content\/uploads\/2026\/03\/108272503-17725115671772511564-44320479016-1080pnbcnews.jpg\" alt=\"A protracted Iran war raises the likelihood of Trump's China visit being postponed: The Asia Group\"\/><a id=\"headline1\"\/>Inflation of around 2%<a id=\"headline2\"\/>Budget deficit of 4%<\/p>\n<p>Such a target would also match last year&#8217;s, which had marked a rare expansion of government spending relative to GDP. <\/p>\n<p>The 4% deficit set in 2025 was the <a href=\"https:\/\/www.cnbc.com\/2025\/03\/05\/china-reportedly-targets-around-5percent-growth-in-2025-amid-trade-war-worries.html\" rel=\"nofollow noopener\" target=\"_blank\">highest on record going back to 2010<\/a>, according to data accessed via Wind Information. The prior high was 3.6% in 2020.<\/p>\n<p><a id=\"headline3\"\/>Deeper challenges<\/p>\n<p>China&#8217;s policy announcements will be scrutinized for details on consumer stimulus, such as expanding <a href=\"https:\/\/www.cnbc.com\/2025\/03\/11\/chinas-41-billion-plan-to-boost-consumption-is-just-a-start.html\" rel=\"nofollow noopener\" target=\"_blank\">trade-in subsidies<\/a>, and any incremental support for the <a href=\"https:\/\/www.cnbc.com\/2026\/02\/09\/sp-i-china-property-slump-worse-than-expected.html\" rel=\"nofollow noopener\" target=\"_blank\">struggling property market<\/a>.
