{"id":33223,"date":"2025-09-20T19:00:12","date_gmt":"2025-09-20T19:00:12","guid":{"rendered":"https:\/\/www.newsbeep.com\/ie\/33223\/"},"modified":"2025-09-20T19:00:12","modified_gmt":"2025-09-20T19:00:12","slug":"state-currently-delivering-50-of-all-new-homes-minister-says-the-irish-times","status":"publish","type":"post","link":"https:\/\/www.newsbeep.com\/ie\/33223\/","title":{"rendered":"State currently delivering 50% of all new homes, Minister says \u2013 The Irish Times"},"content":{"rendered":"<p class=\"c-paragraph paywall b-it-article-body__text--left\">The State is currently delivering 50 per cent of all new homes, Minister for Housing <a href=\"https:\/\/www.irishtimes.com\/tags\/james-browne\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/www.irishtimes.com\/tags\/james-browne\">James Browne<\/a> has revealed.<\/p>\n<p class=\"c-paragraph paywall \">He indicated that approximately 15,000 of the 30,000 new homes delivered last year came either directly via local councils or indirectly through Government-funded Approved Housing Bodies (AHBs), the Land Development Agency (LDA) or other state supports and grant schemes.<\/p>\n<p class=\"c-paragraph paywall \">\u201cIn terms of actual numbers that\u2019s correct, we need to deliver 15,000 homes &#8230; but the State doesn\u2019t have the capacity to deliver 30,000 homes, we need the private sector doing that,\u201d Minister Browne told the Dublin Economic Workshop\u2019s annual conference in Wexford.<\/p>\n<p class=\"c-paragraph paywall \">He said there needed to be a \u201cstep change\u201d in housing delivery to lift the supply of new builds from 30,000 to 55,000, the Government\u2019s target rate. <\/p>\n<p class=\"c-paragraph b-it-article-body__interstitial-link\">[\u00a0<a aria-label=\"Open related story\" class=\"c-link\" href=\"https:\/\/www.irishtimes.com\/ireland\/housing-planning\/2025\/09\/01\/dublin-city-council-defends-housing-and-zoning-targets-against-ministers-directions\/\" rel=\"noreferrer nofollow noopener\" target=\"_blank\">Dublin City Council defends housing and zoning targets against minister\u2019s directionsOpens in new window<\/a>\u00a0]<\/p>\n<p class=\"c-paragraph paywall \">The Government\u2019s Housing for All plan targets the provision of an additional 300,000 units by 2030, starting with 41,000 units this year. <\/p>\n<p class=\"c-paragraph paywall \">But a slowdown in construction, particularly apartment construction, means this year\u2019s target is unlikely to be met.<\/p>\n<p class=\"c-paragraph paywall \">Nonetheless Mr Browne insisted that there was a \u201ctransformation happening in Ireland\u2019s housing system\u201d. He noted that approximately \u20ac40.5 billion of the \u20ac102 billion earmarked for projects under the State\u2019s updated National Development Plan (NDP).<\/p>\n<p class=\"c-paragraph paywall \">\u201cThat fundamentally means that one in every three euro that this State is spending (under the NDP) is on housing, including Uisce \u00c9ireann (formerly Irish Water),\u201d he said.<\/p>\n<p class=\"c-paragraph paywall \">Minister Browne said updated guidelines for local authorities now require them to zone enough land to deliver 55,000 new homes a year.<\/p>\n<p class=\"c-paragraph paywall \">However, he admitted there has been a \u201cbig disconnect\u201d between local authorities and Government around policy.<\/p>\n<p class=\"c-paragraph paywall \">The Government has been at loggerheads with local authorities over the delivery of housing with Taoiseach Miche\u00e1l Martin threatening to use legislation to rezone land for housing if local authorities did not zone enough land.<\/p>\n<p class=\"c-paragraph paywall \">In July, Mr Browne instructed local authorities to reopen their development plans and increase the amount of land zoned for housing.<\/p>\n<p class=\"c-paragraph paywall \">Dublin City Council\u2019s assistant chief executive Tony Flynn said recently, however, that the council would not be changing its housing targets despite new Government directions and that there was sufficient capacity in the current development plan to meet the local area\u2019s housing needs.<\/p>\n<p class=\"c-paragraph paywall \">Minister Browne said he had powers under the new Planning and Development Act to compel local authorities to comply.<\/p>\n<p class=\"c-paragraph paywall \">\u201cI don\u2019t want to have to do that &#8230;(but) I\u2019ll do it very soon if I get a sense that a local authority is not going to deliver on its own,\u201d he said.<\/p>\n<p class=\"c-paragraph paywall \">In a separate address to the conference, the Central Bank\u2019s deputy governor Vasileios Madouros said the regulator\u2019s mortgage lending rules had constrained the build-up of household debt that had accompanied rising house prices during the Celtic Tiger period.<\/p>\n<p class=\"c-paragraph paywall \">\u201cMortgage credit has been flowing to the economy in aggregate, but the measures have constrained the emergence of a tail of highly-indebted household,\u201d he said.<\/p>\n<p class=\"c-paragraph paywall \">\u201cIn turn, these more sustainable lending standards have contributed to lower levels of financial distress amongst mortgagors,\u201d he said.<\/p>\n","protected":false},"excerpt":{"rendered":"The State is currently delivering 50 per cent of all new homes, Minister for Housing James Browne has&hellip;\n","protected":false},"author":2,"featured_media":33224,"comment_status":"","ping_status":"","sticky":false,"template":"","format":"standard","meta":{"footnotes":""},"categories":[5],"tags":[72,12466,3662,61,60,7116],"class_list":{"0":"post-33223","1":"post","2":"type-post","3":"status-publish","4":"format-standard","5":"has-post-thumbnail","7":"category-business","8":"tag-business","9":"tag-department-of-housing-local-government-and-heritage","10":"tag-housing-crisis","11":"tag-ie","12":"tag-ireland","13":"tag-james-browne"},"_links":{"self":[{"href":"https:\/\/www.newsbeep.com\/ie\/wp-json\/wp\/v2\/posts\/33223","targetHints":{"allow":["GET"]}}],"collection":[{"href":"https:\/\/www.newsbeep.com\/ie\/wp-json\/wp\/v2\/posts"}],"about":[{"href":"https:\/\/www.newsbeep.com\/ie\/wp-json\/wp\/v2\/types\/post"}],"author":[{"embeddable":true,"href":"https:\/\/www.newsbeep.com\/ie\/wp-json\/wp\/v2\/users\/2"}],"replies":[{"embeddable":true,"href":"https:\/\/www.newsbeep.com\/ie\/wp-json\/wp\/v2\/comments?post=33223"}],"version-history":[{"count":0,"href":"https:\/\/www.newsbeep.com\/ie\/wp-json\/wp\/v2\/posts\/33223\/revisions"}],"wp:featuredmedia":[{"embeddable":true,"href":"https:\/\/www.newsbeep.com\/ie\/wp-json\/wp\/v2\/media\/33224"}],"wp:attachment":[{"href":"https:\/\/www.newsbeep.com\/ie\/wp-json\/wp\/v2\/media?parent=33223"}],"wp:term":[{"taxonomy":"category","embeddable":true,"href":"https:\/\/www.newsbeep.com\/ie\/wp-json\/wp\/v2\/categories?post=33223"},{"taxonomy":"post_tag","embeddable":true,"href":"https:\/\/www.newsbeep.com\/ie\/wp-json\/wp\/v2\/tags?post=33223"}],"curies":[{"name":"wp","href":"https:\/\/api.w.org\/{rel}","templated":true}]}}
