{"id":333093,"date":"2026-03-07T03:06:11","date_gmt":"2026-03-07T03:06:11","guid":{"rendered":"https:\/\/www.newsbeep.com\/ie\/333093\/"},"modified":"2026-03-07T03:06:11","modified_gmt":"2026-03-07T03:06:11","slug":"how-phil-hogan-laid-the-groundwork-for-a-possible-comeback-the-irish-times","status":"publish","type":"post","link":"https:\/\/www.newsbeep.com\/ie\/333093\/","title":{"rendered":"How Phil Hogan laid the groundwork for a possible comeback \u2013 The Irish Times"},"content":{"rendered":"<p class=\"c-paragraph paywall \">Catching up over dinner in an upmarket Brussels restaurant before Christmas, <a href=\"https:\/\/www.irishtimes.com\/tags\/phil-hogan\/\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/www.irishtimes.com\/tags\/phil-hogan\/\">Phil Hogan<\/a> told a tight-knit group of confidants he was mulling something of a political comeback. <\/p>\n<p class=\"c-paragraph paywall \">Hogan has a tradition of getting together with his old team from his days in the <a href=\"https:\/\/www.irishtimes.com\/tags\/european-commission\/\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/www.irishtimes.com\/tags\/european-commission\/\">European Commission<\/a> for a meal every year around December. <\/p>\n<p class=\"c-paragraph paywall \">The group were eating in Le Monde est Petit, a popular spot that previously held a Michelin star, located close to the <a href=\"https:\/\/www.irishtimes.com\/tags\/european-union\/\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/www.irishtimes.com\/tags\/european-union\/\">EU<\/a> quarter in the Belgian capital. <\/p>\n<p class=\"c-paragraph paywall \">Hogan told his former colleagues he was thinking about a run for the top job in the <a href=\"https:\/\/www.irishtimes.com\/tags\/united-nations\/\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/www.irishtimes.com\/tags\/united-nations\/\">United Nations<\/a> agriculture and food security agency in Rome. <\/p>\n<p class=\"c-paragraph paywall \">It was something the former minister and EU commissioner had been considering since about September when the idea was first floated to him by some contacts in the European political system. <\/p>\n<p class=\"c-paragraph paywall \">The role of director general of the UN Food and Agriculture Organisation (FAO) is elected every four years. <\/p>\n<p class=\"c-paragraph paywall \">All 193 countries who are members of the organisation hold one vote. The last time a European held the role was 1975. The agency\u2019s mission is to tackle world hunger and food insecurity. <\/p>\n<p class=\"c-paragraph paywall \">Hogan, who served as commissioner for agriculture in the EU\u2019s executive body from 2014 to 2019, had soundings taken in Dublin and Brussels. <\/p>\n<p class=\"c-paragraph paywall \">He would first need to secure the support of the <a href=\"https:\/\/www.irishtimes.com\/tags\/government\/\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/www.irishtimes.com\/tags\/government\/\">Government<\/a> to nominate him as Ireland\u2019s candidate. The former <a href=\"https:\/\/www.irishtimes.com\/tags\/fine-gael\/\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/www.irishtimes.com\/tags\/fine-gael\/\">Fine Gael<\/a> politician would then need to win over other EU capitals to emerge as Europe\u2019s pick for the job. <\/p>\n<p class=\"c-paragraph paywall \">Minister for Agriculture <a href=\"https:\/\/www.irishtimes.com\/tags\/martin-hannett\/\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/www.irishtimes.com\/tags\/martin-hannett\/\">Martin Heydon<\/a> had been open to Ireland putting somebody forward in the race. <\/p>\n<p class=\"c-paragraph paywall \">\u201cIt was known that this position was coming up,\u201d one Government source said. <\/p>\n<p class=\"c-paragraph paywall \">On Tuesday the Government <a href=\"https:\/\/www.irishtimes.com\/politics\/2026\/03\/03\/phil-hogan-nominated-by-government-to-contest-race-for-senior-un-job\/\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/www.irishtimes.com\/politics\/2026\/03\/03\/phil-hogan-nominated-by-government-to-contest-race-for-senior-un-job\/\">nominated Hogan as Ireland\u2019s candidate<\/a> to contest the election for the senior UN job.<\/p>\n<p class=\"c-paragraph b-it-article-body__interstitial-link\">[\u00a0<a aria-label=\"Open related story\" class=\"c-link\" href=\"https:\/\/www.irishtimes.com\/politics\/2026\/03\/04\/campaign-for-un-job-will-test-phil-hogans-reputation-as-back-room-dealmaker\/\" rel=\"noreferrer nofollow noopener\" target=\"_blank\">Campaign for UN job will test Phil Hogan\u2019s reputation as back room dealmakerOpens in new window<\/a>\u00a0]<\/p>\n<p class=\"c-paragraph paywall \">Hogan took advice from Catherine Geslain-Lan\u00e9elle, a senior EU official who had been Europe\u2019s candidate for the job the last time it mounted a joint campaign in 2019. The French official had been beaten by China\u2019s nominee Qu Dongyu, whose second term finishes in the summer of 2027, creating the vacancy. <\/p>\n<p class=\"c-paragraph paywall \">Inside the Berlaymont, Christophe Hansen, the current EU agriculture commissioner, was believed to be supportive of Hogan entering the fray. <\/p>\n<p class=\"c-paragraph paywall \">Antennas in Government Buildings were attuned to the potential political risk. <\/p>\n<p class=\"c-paragraph paywall \">Hogan had resigned as EU trade commissioner in 2020 amid fierce public backlash for attending an Oireachtas golf society dinner at a time when Covid restrictions on large gatherings were in place. He stepped down over a changing account of whether he complied with travel restrictions after flying into Ireland.<\/p>\n<p class=\"c-paragraph paywall \">There were memories too of the botched attempt to appoint former government minister Katherine Zappone as a UN special envoy, which blew up spectacularly and dogged the previous coalition for the summer of 2021. <\/p>\n<p class=\"c-paragraph paywall \">Taoiseach <a href=\"https:\/\/www.irishtimes.com\/tags\/micheal-martin\/\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/www.irishtimes.com\/tags\/micheal-martin\/\">Miche\u00e1l Martin<\/a> and T\u00e1naiste <a href=\"https:\/\/www.irishtimes.com\/tags\/simon-harris\/\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/www.irishtimes.com\/tags\/simon-harris\/\">Simon Harris<\/a> were both keen to make sure a nominee came through an independent process for the FAO job. <\/p>\n<p class=\"c-paragraph paywall \">There was a conscious effort to avoid creating any perception that could be used by <a href=\"https:\/\/www.irishtimes.com\/tags\/sinn-fein\/\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/www.irishtimes.com\/tags\/sinn-fein\/\">Sinn F\u00e9in<\/a> to attack a nomination as a jobs-for-the-boys stroke. <\/p>\n<p class=\"c-paragraph paywall \">The <a href=\"https:\/\/www.irishtimes.com\/tags\/department-of agriculture\/\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/www.irishtimes.com\/tags\/department-of agriculture\/\">Department of Agriculture<\/a> put out an open call in January, which drew several applications. <\/p>\n<p class=\"c-paragraph paywall \">Hogan was recommended as the top choice, following an interview by a panel that included a former senior civil servant, an industry expert and a human resources adviser. A Cabinet meeting signed off on the nomination this week. <\/p>\n<p class=\"c-paragraph paywall \">Several senior Government sources said Hogan would largely be left to run the campaign for the UN job on his own. <\/p>\n<p class=\"c-paragraph paywall \">European governments will try to unite behind a single candidate in the international race to avoid splitting the vote.
