{"id":33931,"date":"2025-09-21T04:26:08","date_gmt":"2025-09-21T04:26:08","guid":{"rendered":"https:\/\/www.newsbeep.com\/ie\/33931\/"},"modified":"2025-09-21T04:26:08","modified_gmt":"2025-09-21T04:26:08","slug":"stargate-of-china-plan-emerges-to-challenge-us-as-ai-superpower","status":"publish","type":"post","link":"https:\/\/www.newsbeep.com\/ie\/33931\/","title":{"rendered":"\u2018Stargate of China\u2019 plan emerges to challenge US as AI superpower"},"content":{"rendered":"<p>On a 760-acre island on the Yangtze River, rice fields are being turned into a series of huge server farms as part of China\u2019s effort to consolidate its position as an artificial intelligence superpower.<\/p>\n<p>The building work in the farming city of Wuhu is an effort to \u201cbuild the Stargate of China\u201d, said an executive at a supplier for one of the projects, referring to the $500bn plan by OpenAI, Oracle and SoftBank to build the world\u2019s largest AI data centre in Texas.<\/p>\n<p>The Wuhu \u201cmega-cluster\u201d will not match the scale of the US project. It forms only one part of Beijing\u2019s greater oversight of the country\u2019s fragmented data centres to make them better equipped to handle booming AI demand from consumers. <\/p>\n<p>This move comes in response to the strong lead held by the US over access to AI computing capacity, with research group Epoch AI estimating America has around three-quarters of the global computing power, compared to 15 per cent in China. <\/p>\n<p>In March, Beijing unveiled a plan to have existing data centres in remote regions in the west focus on training large language models. <\/p>\n<p>Meanwhile, new server farms are being built in locations closer to key population centres. These will focus on \u201cinference\u201d \u2014 the process through which AI tools such as chatbots generate responses, with closer physical proximity to users designed to allow for faster AI applications.<\/p>\n<p>\u201cChina is starting to triage scarce compute for maximum economic output,\u201d Ryan Fedasiuk, a fellow at the American Enterprise Institute and former state department adviser on China. \u201cBeijing is now planning data centre infrastructure with this in mind.\u201d <\/p>\n<p>One example is Wuhu\u2019s so-called \u201cData Island\u201d \u2014 home to four new AI data centres, operated by Huawei, China Telecom, China Unicom and China Mobile.<\/p>\n<p><a href=\"#25202520\"><\/p>\n<p class=\"o-message__content-main\">Some content could not load. Check your internet connection or browser settings.<\/p>\n<p><img decoding=\"async\" src=\"https:\/\/www.newsbeep.com\/ie\/wp-content\/uploads\/2025\/09\/https:\/\/public.flourish.studio\/visualisation\/25202520\/thumbnail\" alt=\"\"\/><\/a><\/p>\n<p>Wuhu\u2019s data centres will cater to the wealthy Yangtze River Delta cities of Shanghai, Hangzhou, Nanjing and Suzhou, while in the north, Ulanqab in Inner Mongolia will feed Beijing and Tianjin. <\/p>\n<p>In the south, Guizhou will supply Guangzhou, and the central city of Qingyang in Gansu will serve Chengdu and Chongqing.<\/p>\n<p>So far, 15 companies have built data centres across the city, according to a local government notice, totalling an investment of Rmb270bn ($37bn). <\/p>\n<p>An executive at a state-owned cloud operator with a Wuhu project said the local government is offering subsidies that cover up to 30 per cent of AI chip procurement costs \u2014 more generous than in other regions.<\/p>\n<p>The greater co-ordination is designed to help offset China\u2019s disadvantages to its geopolitical rival. US export controls have also prevented Chinese groups from accessing the best processors and hardware built by Nvidia, the leading AI chipmaker. <\/p>\n<p>Domestic chipmakers such as Huawei and Cambricon have <a href=\"https:\/\/www.ft.com\/content\/64caeab8-a326-4626-98fb-e1bf665827d3\" data-trackable=\"link\" rel=\"nofollow noopener\" target=\"_blank\">struggled <\/a>to fill the void in part due to limited manufacturing capacity in China. The US has also prohibited TSMC and Samsung from making advanced AI chips for Chinese clients.<\/p>\n<p><a href=\"#25201976\"><\/p>\n<p class=\"o-message__content-main\">Some content could not load. The US Stargate project alone is planning complexes that can house as many as 400,000 processors.<\/p>\n<p>Chinese AI data centres have had to depend on less powerful processors or cobble together advanced hardware from the black market.<\/p>\n<p>However, a network of intermediaries has sprung up across China to secure Nvidia GPUs that are banned for export to China, said multiple people familiar with the dealmaking structure. <\/p>\n<p>One such supplier is the Wuhu-based Gate of the Era, which the FT <a href=\"https:\/\/www.ft.com\/content\/6f806f6e-61c1-4b8d-9694-90d7328a7b54\" data-trackable=\"link\" rel=\"nofollow noopener\" target=\"_blank\">previously reported<\/a> has secured large quantities of Nvidia data centre servers that deploy its advanced Blackwell chips which are banned for export to China. The company declined to comment. <\/p>\n<p>Nvidia said: \u201cTrying to cobble together data centres from smuggled products is a non-starter, both technically and economically. Data centres are massive and complex systems, making smuggling extremely difficult\u00a0and risky, and we do not provide any support or repairs for\u00a0restricted\u00a0products.\u201d<\/p>\n<p>China is also seeking to make better use of existing AI processors lying unused in faraway facilities in remote regions. <\/p>\n<p>A boom in construction from 2022 onwards concentrated these facilities in energy-rich but distant provinces such as Gansu and Inner Mongolia. <\/p>\n<p>But a <a href=\"https:\/\/www.ft.com\/content\/3d6601f0-c7cf-48a8-9ae2-e9820dedf0b0\" data-trackable=\"link\" rel=\"nofollow noopener\" target=\"_blank\">lack of technical expertise<\/a> and customer demand meant they were underutilised with valuable processors left idle even as demand soared elsewhere.<\/p>\n<p><img decoding=\"async\" src=\"https:\/\/www.newsbeep.com\/ie\/wp-content\/uploads\/2025\/09\/https:\/\/d1e00ek4ebabms.cloudfront.net\/production\/dff057c3-b85f-4294-80c2-dfe3eddbcadd.png\" alt=\"The image shows a satellite photo of farmland\" data-image-type=\"image\" width=\"274\" height=\"411\" loading=\"lazy\"\/>The area containing the data centres was largely farmland in 2022 \u00a9 Planet Labs<img decoding=\"async\" src=\"https:\/\/www.newsbeep.com\/ie\/wp-content\/uploads\/2025\/09\/https:\/\/d1e00ek4ebabms.cloudfront.net\/production\/20240d79-b8fa-4fc6-816b-5aee23d1ede1.png\" alt=\"The image shows a satellite photo of developed land, including the data centres \" data-image-type=\"image\" width=\"274\" height=\"411\" loading=\"lazy\"\/>The data island is now built up and developed. \u00a9 Planet Labs<\/p>\n<p>In many cases, procurement of these AI chips has been financed by local governments, which are unwilling to part with the assets, as they want to boost local GDP. <\/p>\n<p>Instead of physically moving the servers, Edison Lee, an analyst at Jefferies, said, \u201cA technical solution has to be found. That is connecting data centres.\u201d<\/p>\n<p>Beijing has directed the use of networking technology from China Telecom and Huawei to link disparate processors scattered across multiple sites into a centralised computing cluster. <\/p>\n<p>The technology is already used by cloud service providers to connect multiple sites together to create redundancy in case one goes offline. <\/p>\n<p>Chinese telecoms giants, including China Telecom and Huawei, are using the same combination of transponders, switches, routers and software solutions to move computing power from data centres in the west to the east.<\/p>\n<p class=\"n-content-recommended__title o3-type-body-highlight\">Recommended<\/p>\n<p><a href=\"https:\/\/www.ft.com\/content\/91fda28e-8348-49bd-8174-37cfe90510da\" data-trackable=\"image-link\" data-trackable-context-story-link=\"image-link\" tabindex=\"-1\" aria-hidden=\"true\" rel=\"nofollow noopener\" target=\"_blank\"><img decoding=\"async\" class=\"o-teaser__image\" src=\"https:\/\/www.newsbeep.com\/ie\/wp-content\/uploads\/2025\/09\/https:\/\/www.ft.com\/__origami\/service\/image\/v2\/images\/raw\/https%3A%2F%2Fd1e00ek4ebabms.cloudfront.net.jpeg\" alt=\"Huawei logo, a Cambricon AI chip, a chart line, and Cambricon Technology CEO Chen Tianshi are shown.\"\/><\/a><\/p>\n<p>However, there are issues with this approach. \u201cUsing multiple smaller and older data centres is less efficient than using one bigger and modern one,\u201d said Edward Galvin, founder of data centre research consultancy DC Byte. \u201cIt\u2019s about economies of scale.\u201d <\/p>\n<p>Huawei is working on a solution to solve this efficiency problem.
