In Ireland, the oil supply shock is already impacting on consumers and businesses, with the cost of motor fuel <a href=\"https:\/\/www.rte.ie\/news\/2026\/0309\/1562450-fuel-costs-rise\/\" rel=\"nofollow noopener\" target=\"_blank\">increasing to over \u20ac2 a litre<\/a> at the pumps this week.<\/p>\n<p>Although it can seem trivial to think about the economic costs of a war that has resulted in <a href=\"https:\/\/www.aljazeera.com\/news\/2026\/3\/1\/us-israel-attacks-on-iran-death-toll-and-injuries-live-tracker\" rel=\"nofollow noopener\" target=\"_blank\">close to 1,300 lives<\/a> lost already, continued conflict will have real impacts on households here. There have been <a href=\"http:\/\/www.bbc.com\/news\/articles\/c93j2dw72q9o\" target=\"_blank\" rel=\"nofollow noopener\">conflicting messages<\/a> from the White House about the planned timeline for the war, meaning we are once again faced with high levels of uncertainty. In addition to increased oil and gas prices, grocery prices are likely to rise too.<\/p>\n<p>A prolonged war will impact globally, increasing food prices through two channels. First, as energy is an input into the production of foods, businesses will face higher costs and at least partly pass increases onto consumers. In Ireland, food is predominately <a href=\"http:\/\/www.seai.ie\/data-and-insights\/seai-statistics\/transport#:~:text=The%20above%20chart%20shows%20the,tightly%20coupled%20to%20energy%20use.\" rel=\"nofollow noopener\" target=\"_blank\">transported by diesel trucks<\/a>, with <a href=\"http:\/\/www.cso.ie\/en\/releasesandpublications\/ep\/p-rfts\/roadfreighttransportsurveyquarter32025\/\" target=\"_blank\" rel=\"nofollow noopener\">over 8,000 tonnes<\/a> carried by road freight in the third quarter of last year alone. These increased production and transport costs will feed through the supply chain resulting in higher prices on the supermarket shelves.<\/p>\n<p>Second, because of the <a href=\"https:\/\/www.rte.ie\/brainstorm\/2026\/0304\/1561532-strait-of-hormuz-iran-conflict-shipping-maritime-trade-supply-chains\/\" target=\"_blank\" rel=\"nofollow noopener\">closure of the Strait of Hormuz<\/a>, the supply of some consumer goods and inputs into the production of others will be impacted. Longer shipping routes for globally traded commodities such as tea and coffee, and for goods produced in the Middle East such as sugar, and petrochemicals used in plastic packaging, will also result in higher costs or a shortage of many consumer goods.<\/p>\n<p>As a small, open economy, Ireland is always exposed to global macroeconomic shocks. Additionally, we are heavily reliant on global markets for consumption and production. Although we have increased renewable energy generation, we imported <a href=\"https:\/\/www.seai.ie\/sites\/default\/files\/publications\/Energy-in-Ireland-2025.pdf\" rel=\"nofollow noopener\" target=\"_blank\">80% of our energy<\/a> in 2024.<\/p>\n<p>Worryingly, not only do we lack energy security but, despite a large agricultural sector, we also lack food security. We export the <a href=\"https:\/\/www.trade.gov\/country-commercial-guides\/ireland-agricultural-sector#:~:text=Ireland%20has%20very%20limited%20horticultural,%2C%20food%2C%20and%20beverage%20needs.\" rel=\"nofollow noopener\" target=\"_blank\">vast majority<\/a> of the beef and dairy products produced here, while <a href=\"https:\/\/www.rte.ie\/news\/2026\/0309\/1562469-behind-the-story\/\" target=\"_blank\" rel=\"nofollow noopener\">we import around 80% of what we consume<\/a>. The food we eat primarily comes from other countries, as does most of the animal feed used in domestic food production. There are many proponents of tax cuts and opposition parties have called for the Government to <a href=\"http:\/\/sinnfein.ie\/news\/sinn-fein-to-introduce-emergency-bill-to-cut-fuel-and-heating-costs-pearse-doherty-td\/\" rel=\"nofollow noopener\" target=\"_blank\">reduce excise tax<\/a> or <a href=\"http:\/\/aontu.ie\/government-must-suspend-carbon-tax-increases-while-fuel-prices-surge-toibin\/\" rel=\"nofollow noopener\" target=\"_blank\">suspend carbon taxes<\/a>.<\/p>\n<p>However, as the commissioner also pointed out in his remarks, &#8216;whatever we need to do needs to be temporary and targeted\u2019. Universal measures that benefit all consumers have an inflationary impact on the economy. Supporting consumers who can well afford the price increases, as well as those consumers who cannot, increases demand in the economy, further driving up the price level.<\/p>\n<p>We saw the extent of this in the wake of <a href=\"https:\/\/www.rte.ie\/news\/2022\/0224\/1282652-ukraine-russia\/\" target=\"_blank\" rel=\"nofollow noopener\">Russia&#8217;s invasion of Ukraine<\/a>. Costly, universal, &#8216;one off\u2019 cost of living measures were repeated in three subsequent budgets, resulting in Government expenditure significantly exceeding the national spending rule. The direct inflationary impact of these spending breaches over three years was <a href=\"http:\/\/www.fiscalcouncil.ie\/pre-budget-statement-budget-2025-2\/\" rel=\"nofollow noopener\" target=\"_blank\">an estimated \u20ac1,000 increase in an average household\u2019s annual costs<\/a>. In May 2022, the VAT on gas and electricity was <a href=\"http:\/\/www.citizensinformation.ie\/en\/consumer\/utilities\/paying-gas-bill\/#:~:text=Reduced%20VAT%20rate,extended%20until%2031%20December%202030.\" target=\"_blank\" rel=\"nofollow noopener\">temporarily reduced<\/a> to 9% to help with the cost of living crisis, this tax cut was extended in October 2025 out to 2030. It&#8217;s hard to argue that a reduction lasting eight years is temporary.<\/p>\n<p>Another consideration is that one of the reasons why taxes are levied on fossil fuels is to reduce demand. Ireland is a laggard when it comes to decarbonising the economy. On <a href=\"https:\/\/www.rte.ie\/news\/environment\/2025\/1113\/1543667-climate-change-targets\/\" rel=\"nofollow noopener\" target=\"_blank\">current projections<\/a>, we are facing compliance costs of up to \u20ac26 billion for failing to meet our legally binding emissions reductions targets. Although targeted measures are needed to support lower income households, the majority should not be cushioned from the impact of this oil shock as higher prices will incentivise them to reduce their use of oil, reducing emissions.<\/p>\n<p>This crisis has brought our reliance on fossil fuels into sharp focus. Decarbonising the economy is critical, not just to mitigate climate change, but to ensure energy and food security for future generations. Now is the time to get the climate action plan back on track. <a href=\"https:\/\/en.wikipedia.org\/wiki\/Winston_Churchill\" target=\"_blank\" rel=\"nofollow noopener\">Winston Churchill<\/a> is reputed to have once said, &#8216;never let a good crisis go to waste\u2019.
