{"id":37053,"date":"2025-09-22T20:47:09","date_gmt":"2025-09-22T20:47:09","guid":{"rendered":"https:\/\/www.newsbeep.com\/ie\/37053\/"},"modified":"2025-09-22T20:47:09","modified_gmt":"2025-09-22T20:47:09","slug":"former-ryanair-executive-critical-of-hses-adoption-of-cost-cutting-recommendations-the-irish-times","status":"publish","type":"post","link":"https:\/\/www.newsbeep.com\/ie\/37053\/","title":{"rendered":"Former Ryanair executive critical of HSE\u2019s adoption of cost cutting recommendations \u2013 The Irish Times"},"content":{"rendered":"<p class=\"c-paragraph paywall b-it-article-body__text--left\">A <a href=\"https:\/\/www.irishtimes.com\/tags\/hse\/\" target=\"_blank\" rel=\"noreferrer nofollow noopener\" title=\"https:\/\/www.irishtimes.com\/tags\/hse\/\">HSE<\/a> board member, who was previously <a href=\"https:\/\/www.irishtimes.com\/tags\/ryanair\" target=\"_blank\" rel=\"noreferrer nofollow noopener\" title=\"https:\/\/www.irishtimes.com\/tags\/ryanair\">Ryanair<\/a>\u2019s deputy chief executive, has criticised the slow pace at which cost cutting measures he had suggested were being adopted by the organisation.<\/p>\n<p class=\"c-paragraph paywall b-it-article-body__text--left\">In an email exchange with HSE chief executive Bernard Gloster released under Freedom of Information legislation Michael Cawley said there seemed to be \u201cno urgency\u201d in efforts to cut spending and that the Government needed to be told certain savings targets would not be met.<\/p>\n<p class=\"c-paragraph paywall \">In January, Mr Cawley had put forward 14 ideas he believed would save cash for the health service in 2025. However, by April, he told Mr Gloster progress had been too slow and that a reduction in spending for the year \u2013 including in cutting administrative costs \u2013 was \u201cneither achievable nor realistic\u201d.<\/p>\n<p class=\"c-paragraph paywall \">Mr Cawley said he appreciated the health service had made efforts to contain costs but \u201cmuch more remains to be done\u201d.<\/p>\n<p class=\"c-paragraph paywall \">His list of recommendations for suggested savings included technology solutions for home care, reducing the amount of spending some management could authorise, and high IT maintenance charges.<\/p>\n<p class=\"c-paragraph paywall \">He also raised over-prescribing and excess supply of certain medications, as well as the possibility private companies could use equipment and operating theatres in public hospitals during evenings and weekends.<\/p>\n<p class=\"c-paragraph b-it-article-body__interstitial-link\">[\u00a0<a aria-label=\"Open related story\" class=\"c-link\" href=\"https:\/\/www.irishtimes.com\/ireland\/2025\/09\/21\/irelands-largest-employer-mulls-over-next-chief-executive\/\" rel=\"noreferrer nofollow noopener\" target=\"_blank\">What the HSE wants from its next chief executiveOpens in new window<\/a>\u00a0]<\/p>\n<p class=\"c-paragraph paywall \">Mr Cawley said eight of his 14 suggestions had not been addressed and asked for closer monitoring of savings on travel, subsistence, postage costs and training.<\/p>\n<p class=\"c-paragraph paywall \">He said that while attending a recent audit meeting, it also became clear that initiatives from the finance department of the HSE were not going to deliver predicted savings.<\/p>\n<p class=\"c-paragraph paywall \">\u201cIf this attitude and approach don\u2019t change, I propose that we inform the department that we are abandoning this objective as it makes no sense to continue with the pretence that we are serious about it,\u201d he wrote.<\/p>\n<p class=\"c-paragraph paywall b-it-article-body__text--left\">In response, Mr Gloster said he thought he had been clear about which of the 14 suggestions were \u201cdoable for now\u201d.<\/p>\n<p><img decoding=\"async\" data-chromatic=\"ignore\" alt=\"HSE chief executive Bernard Gloster. Photograph: Sam Boal\/Collins Photos  <\/p>\n<p class=\"c-paragraph paywall \">Mr Gloster said his record of acting to address issues relating to cost stood up well against any of his predecessors but he had concerns in relation to some of the suggestions with regard to \u201cachievability\u201d.<\/p>\n<p class=\"c-paragraph paywall \">He said 2025 was a \u201cdaunting\u201d year for the health services and that some of the changes would be \u201cslow to bite\u201d and yield results.<\/p>\n<p class=\"c-paragraph paywall \">\u201cI share frustration at [the] time and pace of some change,\u201d he said.
