{"id":379858,"date":"2026-04-03T11:19:07","date_gmt":"2026-04-03T11:19:07","guid":{"rendered":"https:\/\/www.newsbeep.com\/ie\/379858\/"},"modified":"2026-04-03T11:19:07","modified_gmt":"2026-04-03T11:19:07","slug":"trump-announces-100-tariff-on-pharma-imports-the-irish-times","status":"publish","type":"post","link":"https:\/\/www.newsbeep.com\/ie\/379858\/","title":{"rendered":"Trump announces 100% tariff on pharma imports \u2013 The Irish Times"},"content":{"rendered":"<p class=\"c-paragraph paywall \">Most Irish pharmaceutical exports look set to escape 100 per cent <a href=\"https:\/\/www.irishtimes.com\/tags\/us-tariffs\/\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/www.irishtimes.com\/tags\/us-tariffs\/\">tariffs <\/a>announced overnight by the Trump administration.<\/p>\n<p class=\"c-paragraph paywall \">The White House said the US would impose tariffs of as much as 100 per cent on certain imported medicines, albeit with several major exemptions in the administration\u2019s latest manoeuvre to pressure drugmakers to manufacture more in the US.<\/p>\n<p class=\"c-paragraph paywall \">The new levy, which president <a href=\"https:\/\/www.irishtimes.com\/tags\/donald-trump\/\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/www.irishtimes.com\/tags\/donald-trump\/\">Donald Trump<\/a> authorised late on Thursday, applies to patented drugs made in countries that lack tariff deals with the US by companies that don\u2019t have most-favoured-nation-pricing agreements with the administration.<\/p>\n<p class=\"c-paragraph paywall \">Tariffs on imports from major economies that cut deals with the White House will be capped at 15 per cent. That includes the European Union, South Korea, Japan, Switzerland and Liechtenstein, the statement said. <\/p>\n<p class=\"c-paragraph paywall \">Imports from Britain will also face a lower rate, after it agreed to double government spending on new medicines as a proportion of GDP over the next decade in a separate deal struck on Thursday.<\/p>\n<p class=\"c-paragraph paywall \">Medicines made by companies that commit to some manufacturing in the US would see their imported products taxed at 20 per cent, and if they strike \u201cmost favoured nation\u201d agreements, the rate would fall to zero, the White House said. <\/p>\n<p class=\"c-paragraph paywall \">Fourteen of the largest pharma manufacturers \u2013 almost all of which have manufacturing operations in Ireland \u2013 have signed such deals with the Trump administration.<\/p>\n<p class=\"c-paragraph paywall \">They are: <a href=\"https:\/\/www.irishtimes.com\/tags\/pfizer\/\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/www.irishtimes.com\/tags\/pfizer\/\">Pfizer<\/a>, <a href=\"https:\/\/www.irishtimes.com\/tags\/astrazeneca\/\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/www.irishtimes.com\/tags\/astrazeneca\/\">AstraZeneca<\/a>, EMD Serono, <a href=\"https:\/\/www.irishtimes.com\/tags\/novo-nordisk\/\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/www.irishtimes.com\/tags\/novo-nordisk\/\">Novo Nordisk<\/a>, <a href=\"https:\/\/www.irishtimes.com\/tags\/eli-lilly\/\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/www.irishtimes.com\/tags\/eli-lilly\/\">Eli Lilly<\/a>, <a href=\"https:\/\/www.irishtimes.com\/tags\/amgen\/\" target=\"_blank\" rel=\"nofollow noopener\" title=\"https:\/\/www.irishtimes.com\/tags\/amgen\/\">Amgen<\/a>, Boehringer Ingelheim, <a href=\"https:\/\/www.irishtimes.com\/tags\/bristol-myers-squibb\/\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/www.irishtimes.com\/tags\/bristol-myers-squibb\/\">Bristol Myers Squibb<\/a>, <a href=\"https:\/\/www.irishtimes.com\/tags\/roche\/\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/www.irishtimes.com\/tags\/roche\/\">Genentech (Roche)<\/a>, <a href=\"https:\/\/www.irishtimes.com\/tags\/gilead-sciences\/\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/www.irishtimes.com\/tags\/gilead-sciences\/\">Gilead Sciences<\/a>, <a href=\"https:\/\/www.irishtimes.com\/tags\/gsk\/\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/www.irishtimes.com\/tags\/gsk\/\">GlaxoSmithKline<\/a>, <a href=\"https:\/\/www.irishtimes.com\/tags\/msd\/\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/www.irishtimes.com\/tags\/msd\/\">Merck (known in Ireland as MSD)<\/a>, <a href=\"https:\/\/www.irishtimes.com\/tags\/novartis\/\" target=\"_blank\" rel=\"nofollow noopener\" title=\"https:\/\/www.irishtimes.com\/tags\/novartis\/\">Novartis <\/a>and <a href=\"https:\/\/www.irishtimes.com\/tags\/sanofi\/\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/www.irishtimes.com\/tags\/sanofi\/\">Sanofi<\/a>.<\/p>\n<p class=\"c-paragraph paywall \">Veda Partners analyst Spencer Perlman estimated that the full 100 per cent tariff would apply to only around $12 billion worth of goods, or less than 5 per cent of the $274 billion in total US pharmaceutical imports in 2025.<\/p>\n<p class=\"c-paragraph paywall \">The White House said the tariff-free exemption would last until January 29th, 2029.<\/p>\n<p class=\"c-paragraph paywall \">Duties for products made by certain larger companies that will be hit by the tariffs will take effect in 120 days, while items from smaller manufacturers won\u2019t be hit for another 180 days, according to a White House statement.<\/p>\n<p class=\"c-paragraph paywall \">The charges deliver on threats the president made last fall to impose 100 per cent tariffs on branded or patented medicines unless companies move production to the US. But they also contain significant carve-outs that could blunt the impact of the measures.<\/p>\n<p class=\"c-paragraph paywall \">Most of the world\u2019s biggest drugmakers, including MSD and Eli Lilly, sidestepped the punitive moves by striking agreements with the administration. <\/p>\n<p class=\"c-paragraph paywall \">Trump sent letters to 17 companies last summer with a list of demands, including cuts to prices they charge the Medicaid programme for low-income people, direct sales to US consumers and the launch of new drugs at the same prices available in other developed nations, in exchange for tariff relief.<\/p>\n<p class=\"c-paragraph paywall \">That means the new levies will mainly hit smaller pharmaceutical companies and ingredient manufacturers. <\/p>\n<p class=\"c-paragraph paywall \">A trade group representing biotech companies criticised the move.<\/p>\n<p class=\"c-paragraph paywall \">\u201cAny tariffs on America\u2019s medicines will raise costs, impede domestic manufacturing, and delay the development of new treatments \u2013 all while doing nothing to enhance our national security,\u201d John Crowley, the chief executive officer of industry lobbying group BIO, said in a statement.<\/p>\n<p class=\"c-paragraph paywall \">Crowley said the tariffs will create financial risks for smaller biotech companies that often lack the capital to build dedicated manufacturing facilities.<\/p>\n<p class=\"c-paragraph paywall \">The United Kingdom\u2019s tariff rate will currently be 10 per cent, but will drop to zero if GlaxoSmithKline finalises a domestic manufacturing agreement with the US government, a White House official said.<\/p>\n<p>Generic medicines<\/p>\n<p class=\"c-paragraph paywall \">Generic medicines also will not be hit by the new tariffs. But Trump has ordered the US commerce department to re-evaluate those products within one year, which leaves the door open to future levies depending on how much production is reshored, a White House official said in advance of the announcement. <\/p>\n<p class=\"c-paragraph paywall \">Specialty pharmaceutical products, like drugs for rare diseases or animal health, will also be exempt if they are from countries that made trade deals or meet an urgent public health need.<\/p>\n<p class=\"c-paragraph paywall \">The new levies are the result of an investigation launched in April 2025 under Section 232 of the Trade Expansion Act. That allows the president to unilaterally impose tariffs on imports that are deemed a national security threat. <\/p>\n<p class=\"c-paragraph paywall \">Industry groups have voiced concern that they could wreak havoc on supply chains, exacerbate shortages and drive up costs for Americans.<\/p>\n<p class=\"c-paragraph paywall \">It is the latest protectionist move from Trump, whose trade agenda suffered a defeat in February when the US supreme court ruled that his global tariffs violated the US constitution. Duties imposed on other industries under Section 232 were unaffected by that ruling. Trump also on Thursday moved to simplify and tighten his metals levies.<\/p>\n<p class=\"c-paragraph paywall \">Trump has long criticised foreign production of medicine as a threat to national security and raised the spectre of tariffs of as much as 200 per cent to encourage domestic manufacturing. <\/p>\n<p class=\"c-paragraph paywall \">Companies followed with a flurry of announcements about multibillion-dollar investments in the US, but that wasn\u2019t enough to stave off the levies that stemmed from the commerce department\u2019s investigation.<\/p>\n<p class=\"c-paragraph paywall \">Drugmakers will face a choice between absorbing the cost of tariffs or raising prices for their medicines in what is already the most expensive market in the world. Pharmaceutical Research and Manufacturers of America president and CEO Stephen Ubl said the tariffs \u201cwill increase costs and could jeopardise billions in US investments announced in the last year.\u201d <\/p>\n<p class=\"c-paragraph paywall \">Interpharma, Switzerland\u2019s pharmaceutical lobby, called on its government to negotiate a deal similar to the one struck by the United Kingdom.<\/p>\n<p class=\"c-paragraph paywall \">It is less clear when patients will feel the effects \u2013 or how significant they will be. Americans pay more for drugs than anyone else in the world.
