{"id":392534,"date":"2026-04-11T01:37:07","date_gmt":"2026-04-11T01:37:07","guid":{"rendered":"https:\/\/www.newsbeep.com\/ie\/392534\/"},"modified":"2026-04-11T01:37:07","modified_gmt":"2026-04-11T01:37:07","slug":"multimillion-euro-financial-package-will-not-be-unveiled-until-nationwide-fuel-protests-cease-the-irish-times","status":"publish","type":"post","link":"https:\/\/www.newsbeep.com\/ie\/392534\/","title":{"rendered":"Multimillion-euro financial package will not be unveiled until nationwide fuel protests cease \u2013 The Irish Times"},"content":{"rendered":"<p class=\"c-paragraph paywall \">The <a href=\"https:\/\/www.irishtimes.com\/tags\/government\/\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/www.irishtimes.com\/tags\/government\/\">Government<\/a> is hoping to face down <a href=\"https:\/\/www.irishtimes.com\/tags\/fuel-protests\/\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/www.irishtimes.com\/tags\/fuel-protests\/\">fuel protests<\/a> with the prospect of a multimillion-euro package of supports which will be signed off only once the protests have been stood down \u2013 and with tougher enforcement by <a href=\"https:\/\/www.irishtimes.com\/tags\/an-garda-siochana\/\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/www.irishtimes.com\/tags\/an-garda-siochana\/\">garda\u00ed<\/a>.<\/p>\n<p class=\"c-paragraph paywall \">The overall size of the package has not yet been nailed down but it is understood it will be in the tens of millions at least. <\/p>\n<p class=\"c-paragraph paywall \">Protester representatives were denied entry into talks between Government Ministers and representative groups on Friday, despite earlier claims they would attend. It sparked an angry reaction from protesters on the ground who vowed to continue shutting down roads and facilities around the country. <\/p>\n<p class=\"c-paragraph paywall \">An Garda Sioch\u00e1na has declared an exceptional event as a result of the protests in agreement with Garda associations. Under the declaration, garda\u00ed can be prevented from taking leave and other exceptional measures can be used to ensure sufficient staffing.<\/p>\n<p class=\"c-paragraph paywall \">Amid warnings that emergency services would have to scale back operations due to fuel shortage concerns, Taoiseach <a href=\"https:\/\/www.irishtimes.com\/tags\/micheal-martin\/\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/www.irishtimes.com\/tags\/micheal-martin\/\">Miche\u00e1l Martin<\/a> said it was \u201cunconscionable, illogical and difficult to comprehend\u201d that <a href=\"https:\/\/www.irishtimes.com\/tags\/oil\/\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/www.irishtimes.com\/tags\/oil\/\">oil<\/a> shipments destined for Ireland might be rerouted due to blockades in the midst of a fuel price crisis. <\/p>\n<p class=\"c-paragraph paywall \">Health services prioritised emergency and time-sensitive care on Friday, while the National Emergency Co-ordination Group heard that fire services will cease non-essential activities. Responses to non-life-threatening call-outs will be restricted as a fuel-saving measure. <\/p>\n<p class=\"c-paragraph paywall \">After four days of protests, and with further talks planned between representative groups and the Government planned over the weekend, the fuel industry warned that more Irish forecourts were at the risk of running dry.<\/p>\n<p class=\"c-paragraph paywall \">Online discussion groups of protesters promised more action over the coming days, even as garda\u00ed moved to secure access to key fuel infrastructure, including Whitegate refinery in Co Cork. A protester at the refinery was arrested by garda\u00ed for an alleged public-order offence. <\/p>\n<p class=\"c-paragraph paywall \">Government sources indicated on Friday night that they expected enforcement actions by the garda\u00ed to intensify, and there were signs that the garda\u00ed were preparing to take a more robust approach.<\/p>\n<p class=\"c-paragraph paywall \">It is expected that the new package of fuel support measures, unlikely to be finalised until next week, will contain an extension of the diesel rebate scheme and a number of other elements. Some aspects of the package will have to be agreed with European Union authorities, it is understood.<\/p>\n<p class=\"c-paragraph paywall \">Speaking on RT\u00c9, T\u00e1naiste and Minister for Finance <a href=\"https:\/\/www.irishtimes.com\/tags\/simon-harris\/\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/www.irishtimes.com\/tags\/simon-harris\/\">Simon Harris<\/a> said there would be a \u201csubstantial and significant\u201d package aimed to try to keep sectors of the economy going. <\/p>\n<p class=\"c-paragraph paywall \">He referenced past schemes that provided direct funding to farmers, credit supply lines and cash-flow assistance \u2013 as well as contacts with Europe over flexibility on the energy tax directive, which dictates how much can be cut from excise duty. <\/p>\n<p class=\"c-paragraph paywall \">It is understood a letter is being prepared from Martin and Harris to <a href=\"https:\/\/www.irishtimes.com\/tags\/european-commission\/\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/www.irishtimes.com\/tags\/european-commission\/\">European Commission<\/a> president <a href=\"https:\/\/www.irishtimes.com\/tags\/ursula-von-der-leyen\/\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/www.irishtimes.com\/tags\/ursula-von-der-leyen\/\">Ursula von der Leyen<\/a> seeking further engagement on the energy tax directive. <\/p>\n<p class=\"c-paragraph paywall \">Farming, haulage and business representatives met Government figures including Minister for Agriculture <a href=\"https:\/\/www.irishtimes.com\/tags\/martin-haydon\/\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/www.irishtimes.com\/tags\/martin-haydon\/\">Martin Heydon<\/a>, Minister for Transport <a href=\"https:\/\/www.irishtimes.com\/tags\/darragh-obrien\/\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/www.irishtimes.com\/tags\/darragh-obrien\/\">Darragh O\u2019Brien<\/a> and Independent Minister of State <a href=\"https:\/\/www.irishtimes.com\/tags\/sean-canney\/\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/www.irishtimes.com\/tags\/sean-canney\/\">Se\u00e1n Canney<\/a> for almost five hours on Friday.<\/p>\n<p class=\"c-paragraph paywall \">Talks over the weekend will be split into smaller groups with transport and agriculture organisations meeting in different Government departments. <\/p>\n<p class=\"c-paragraph paywall \">The country is now facing a fifth day of significant disruption around the country with motorways blocked and continuing gridlock in <a href=\"https:\/\/www.irishtimes.com\/tags\/dublin\/\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/www.irishtimes.com\/tags\/dublin\/\">Dublin<\/a> city centre, where <a href=\"https:\/\/www.irishtimes.com\/tags\/oconnell-street\/\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/www.irishtimes.com\/tags\/oconnell-street\/\">O\u2019Connell Street<\/a> and bridge remained blocked.<\/p>\n<p class=\"c-paragraph paywall \">Supplies of fuel are now significantly constricted, with the number of petrol stations having run out now put at about 500 \u2013 about a third of the State\u2019s filling stations.<\/p>\n<p class=\"c-paragraph paywall \">Protesters threatened to \u201cclose the country down\u201d, while one of their spokesmen, James Geoghegan, demanded the resignation of Taoiseach Miche\u00e1l Martin.<\/p>\n<p class=\"c-paragraph paywall \">Meanwhile, it emerged that Geoghegan, one of the most prominent voices of this week\u2019s protests, has convictions for animal cruelty and neglect involving large numbers of cattle. He has also been subject to Revenue judgments of more than \u20ac500,000 in recent years.<\/p>\n<p class=\"c-paragraph b-it-article-body__interstitial-link\">[\u00a0<a aria-label=\"Open related story\" class=\"c-link\" href=\"https:\/\/www.irishtimes.com\/crime-law\/2026\/04\/10\/fuel-protest-leader-james-geoghegan-has-animal-cruelty-convictions-and-revenue-judgments\/\" rel=\"noreferrer nofollow noopener\" target=\"_blank\">Fuel protest leader James Geoghegan has animal cruelty convictions and Revenue judgmentsOpens in new window<\/a>\u00a0]<\/p>\n<p class=\"c-paragraph paywall \">Court records show he was convicted in 2006 at Tullamore District Court of 13 counts of animal cruelty and neglect involving his cattle herd the previous year. He was fined a total of \u20ac6,250 arising from those convictions. <\/p>\n<p class=\"c-paragraph paywall \">On Friday he claimed all judgments against him \u2013 currently recorded as unsatisfied \u2013 had been satisfied, and that Revenue owed him money.
