(KATU) \u2014 The suspect in an eight-hour standoff appeared in court today, where his mother asked the court to have him civilly committed.<\/p>\n<p>Police say the situation began around 2 p.m. yesterday on Southeast Division Street. Individuals qualify if the prosecutor and defense attorney agree on probation and if they have one of the following mental health conditions:<\/p>\n<p>bipolar disorderschizoaffective disorderschizophrenia ormajor depressionOther diagnoses are considered on a case-by-case basis<\/p>\n<p>Individuals can qualify through the following criminal justice avenues:<\/p>\n<p>Persons against whom criminal charges are pendingNew probationersPersons currently on probation and supervised by the Mental Health Unit of the Multnomah County Department of Community Justice Probation DepartmentPersons currently on unsupervised probation (bench probation) referred by the supervising judge<\/p>\n<p>Judge Nan Waller, who presides over Multnomah County\u2019s mental health court, says it generally provides better results than incarceration for people struggling with a mental health issue or dual diagnosis, such as mental health and substance use.<\/p>\n<p>&#8220;For people with serious mental illness simple incarceration is often not going to lead to results that are going to be beneficial either to the individual or ultimately to public safety if they&#8217;re not getting the support that they need,&#8221; she said.<\/p>\n<p>She said the type of crime committed does not exclude people from the program unless it is a sex crime, which probation officers in the mental health court are not equipped to handle. It is ultimately up to the prosecutor, the defense and the court system to determine whether the person is a danger to the community if released on probation.<\/p>\n<p>If they are granted probation, they qualify for mental health court, although they must also agree to participate.<\/p>\n<p>&#8220;Treatment courts offer oftentimes far better results for people, they get more support when they&#8217;re in a treatment court but they&#8217;re also a lot of work and we make it clear to people that they are going to be expected in the first few months of mental health court to come to court every week,&#8221; Waller said.<\/p>\n<p>When individuals do not show up for court, a warrant is issued for their arrest.<\/p>\n","protected":false},"excerpt":{"rendered":"PORTLAND, Ore.
