The project also incorporates a new link road, extensive landscaping, and a fully serviced playing pitch with clubhouse facilities.<\/p>\n<p class=\"indo-ebe0ecc6_root indo-ebe0ecc6_paragraph indo-300db776_none indo-91174671_primary indo-1d70522a_marginbottom5 indo-1d70522a_margintop0 indo-b48c4984_inherit\" style=\"color:var(--color-primary-80)\">According to the council\u2019s decision, the development \u201cwould not seriously injure the amenities of the area\u201d and is consistent with the Wicklow Town\u2013Rathnew Local Area Plan 2025.<\/p>\n<p class=\"indo-ebe0ecc6_root indo-ebe0ecc6_paragraph indo-300db776_none indo-91174671_primary indo-1d70522a_marginbottom5 indo-1d70522a_margintop0 indo-b48c4984_inherit\" style=\"color:var(--color-primary-80)\">The approval comes with 28 conditions, including more than \u20ac1 million in financial securities and contributions. These include \u20ac607,278 in general development contributions and \u20ac397,075 toward the Wicklow Port Access and Town Relief Road.<\/p>\n<p class=\"indo-ebe0ecc6_root indo-ebe0ecc6_paragraph indo-300db776_none indo-91174671_primary indo-1d70522a_marginbottom5 indo-1d70522a_margintop0 indo-b48c4984_inherit\" style=\"color:var(--color-primary-80)\">One of the most significant conditions requires that no homes may be occupied until the new GAA pitch, access road, drainage, lighting, and car park are fully completed and available for community use.<\/p>\n<p class=\"indo-ebe0ecc6_root indo-ebe0ecc6_paragraph indo-300db776_none indo-91174671_primary indo-1d70522a_marginbottom5 indo-1d70522a_margintop0 indo-b48c4984_inherit\" style=\"color:var(--color-primary-80)\">The council also imposed a series of biodiversity measures, including swift bricks, pollinator blocks, and nesting boxes, along with strict construction environmental controls due to the site\u2019s proximity to a local stream.<\/p>\n<p class=\"indo-ebe0ecc6_root indo-ebe0ecc6_paragraph indo-300db776_none indo-91174671_primary indo-1d70522a_marginbottom5 indo-1d70522a_margintop0 indo-b48c4984_inherit\" style=\"color:var(--color-primary-80)\">The development must also comply with Part 5 housing requirements, and corporate entities are prohibited from purchasing the first batch of homes.<\/p>\n<p class=\"indo-ebe0ecc6_root indo-ebe0ecc6_paragraph indo-300db776_none indo-91174671_primary indo-1d70522a_marginbottom5 indo-1d70522a_margintop0 indo-b48c4984_inherit\" style=\"color:var(--color-primary-80)\">The project is expected to proceed once the developer submits a series of compliance documents and secures agreements with Uisce \u00c9ireann and other authorities.<\/p>\n<p class=\"indo-ebe0ecc6_root indo-ebe0ecc6_paragraph indo-300db776_none indo-91174671_primary indo-1d70522a_marginbottom5 indo-1d70522a_margintop0 indo-b48c4984_inherit\" style=\"color:var(--color-primary-80)\">A further planning application has been submitted to Wicklow County Council seeking permission for the construction of a mixed-use development in Rathnew, consisting of 46 homes and four commercial units.<\/p>\n<p class=\"indo-ebe0ecc6_root indo-ebe0ecc6_paragraph indo-300db776_none indo-91174671_primary indo-1d70522a_marginbottom5 indo-1d70522a_margintop0 indo-b48c4984_inherit\" style=\"color:var(--color-primary-80)\">The new homes will comprise of eight one-bed apartments, 12 two-bed apartments, three two-bed houses (including semi-detached and terraced), and a mix of 23 three-bedroom homes made up of duplexes, semi-detached, and terraced units. The buildings will range from two to three storeys in height.<\/p>\n<p class=\"indo-ebe0ecc6_root indo-ebe0ecc6_paragraph indo-300db776_none indo-91174671_primary indo-1d70522a_marginbottom5 indo-1d70522a_margintop0 indo-b48c4984_inherit\" style=\"color:var(--color-primary-80)\">The application was submitted by Conor Daly and each home is afforded with associated private open space in the form of a rear garden, terrace or balcony. The development will also include a public open space of approximately 1,832.89 sqm.<\/p>\n<p class=\"indo-ebe0ecc6_root indo-ebe0ecc6_paragraph indo-300db776_none indo-91174671_primary indo-1d70522a_marginbottom5 indo-1d70522a_margintop0 indo-b48c4984_inherit\" style=\"color:var(--color-primary-80)\">The site is generally bounded by Rathnew Riverside Business Park to the west, Rathnew River and the R772 to the south, Charvey Court residential development to the east and Charvey Lane to the north.<\/p>\n<p class=\"indo-ebe0ecc6_root indo-ebe0ecc6_paragraph indo-300db776_none indo-91174671_primary indo-1d70522a_marginbottom5 indo-1d70522a_margintop0 indo-b48c4984_inherit\" style=\"color:var(--color-primary-80)\">The proposed development will be accessed off Charvey Lane via a new access point into the site. A total of 82 car parking spaces will be provided for both the residential and commercial uses proposed.<\/p>\n<p class=\"indo-ebe0ecc6_root indo-ebe0ecc6_paragraph indo-300db776_none indo-91174671_primary indo-1d70522a_marginbottom5 indo-1d70522a_margintop0 indo-b48c4984_inherit\" style=\"color:var(--color-primary-80)\">All homes will be provided with either one or two in-curtilage spaces and a total three visitors spaces are proposed. Two accessible spaces and six  electric vehicle charging spaces are also proposed.<\/p>\n<p class=\"indo-ebe0ecc6_root indo-ebe0ecc6_paragraph indo-300db776_none indo-91174671_primary indo-1d70522a_marginbottom5 indo-1d70522a_margintop0 indo-b48c4984_inherit\" style=\"color:var(--color-primary-80)\">A total of 10 car parking spaces have been proposed for the commercial uses in line with the County Development Plan standard. A total of 139 bicycle parking spaces will also be provided.<\/p>\n<p class=\"indo-ebe0ecc6_root indo-ebe0ecc6_paragraph indo-300db776_none indo-91174671_primary indo-1d70522a_marginbottom5 indo-1d70522a_margintop0 indo-b48c4984_inherit\" style=\"color:var(--color-primary-80)\">The four ground floor commercial units with a gross floor area of 260.74 sqm, and will be positioned fronting Charvey Lane with apartments above.<\/p>\n<p class=\"indo-ebe0ecc6_root indo-ebe0ecc6_paragraph indo-300db776_none indo-91174671_primary indo-1d70522a_marginbottom5 indo-1d70522a_margintop0 indo-b48c4984_inherit\" style=\"color:var(--color-primary-80)\">The site will also reserve space for a potential future pedestrian link to the town centre to the southwestern side of the site as envisioned by the Wicklow town and Rathnew Local Area Plan which is due to be delivered by others.<\/p>\n<p class=\"indo-ebe0ecc6_root indo-ebe0ecc6_paragraph indo-300db776_none indo-91174671_primary indo-1d70522a_marginbottom5 indo-1d70522a_margintop0 indo-b48c4984_inherit\" style=\"color:var(--color-primary-80)\">A comprehensive, masterplan-led approach has been adopted for the development of the overall landholding at Charvey Lane. Two concurrent planning applications have been prepared and submitted to the planning authority. The current application relates to a mixed-use residential and commercial scheme, while the adjoining lands to the west are proposed to accommodate an industrial unit.<\/p>\n<p class=\"indo-ebe0ecc6_root indo-ebe0ecc6_paragraph indo-300db776_none indo-91174671_primary indo-1d70522a_marginbottom5 indo-1d70522a_margintop0 indo-b48c4984_inherit\" style=\"color:var(--color-primary-80)\">An indicative pedestrian and cycle route is identified within the layout to demonstrate the potential for enhanced connectivity through the site and linking to the wider area.<\/p>\n<p class=\"indo-ebe0ecc6_root indo-ebe0ecc6_paragraph indo-300db776_none indo-91174671_primary indo-1d70522a_marginbottom5 indo-1d70522a_margintop0 indo-b48c4984_inherit\" style=\"color:var(--color-primary-80)\">A decision on the application is due by May 24.<\/p>\n<p class=\"indo-ebe0ecc6_root indo-ebe0ecc6_paragraph indo-300db776_none indo-91174671_primary indo-1d70522a_marginbottom5 indo-1d70522a_margintop0 indo-b48c4984_inherit\" style=\"color:var(--color-primary-80)\">A separate planning application submitted by Mr Daly seeks planning for the construction of a 905.5 sqm industrial\/warehouse building which will be 10m in height, and will include a 764.5 sqm warehouse space with ancillary office space across ground floor and first floor levels, as well as a lobby, kitchenette, WC and accessible WC.<\/p>\n<p class=\"indo-ebe0ecc6_root indo-ebe0ecc6_paragraph indo-300db776_none indo-91174671_primary indo-1d70522a_marginbottom5 indo-1d70522a_margintop0 indo-b48c4984_inherit\" style=\"color:var(--color-primary-80)\">A total of 11 car parking spaces are provided to the front of the unit, including accessible and electric vehile charging spaces, together with six sheltered bicycle parking spaces. The proposal also includes the extension of the existing footpath from the Charvey Lane entrance to the proposed unit, thereby improving pedestrian accessibility.
