The outcome raises fresh questions about the effectiveness and proportionality of the technology, which <a href=\"https:\/\/www.irishtimes.com\/politics\/2025\/04\/25\/work-on-legislation-to-introduce-facial-recognition-technology-well-advanced-says-minister\/\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/www.irishtimes.com\/politics\/2025\/04\/25\/work-on-legislation-to-introduce-facial-recognition-technology-well-advanced-says-minister\/\">Irish and UK authorities are planning to deploy more widely<\/a>. <\/p>\n<p class=\"c-paragraph paywall \">Despite no passengers matching the watch list, two people were arrested during the operation. The Home Office did not say how the arrests were linked to the facial recognition system.<\/p>\n<p class=\"c-paragraph paywall \">A further trial of the powerful surveillance technology was carried out by police forces in England and Wales over six days in November. Across all the trials since then, more than 10,000 faces were scanned against watch lists that grew from 1,942 to 6,535 individuals. The initiative has resulted in just two alerts overall, with none arising in the most recent leg.<\/p>\n<p class=\"c-paragraph paywall \">The operation is a \u201cproof-of-concept pilot\u201d by the Home Office\u2019s immigration enforcement division, which plans to use the technology to locate people within their \u201cPopulation of Interest\u201d.<\/p>\n<p class=\"c-paragraph paywall \">The Home Office said the six-day pilot in November cost \u00a350,000.<\/p>\n<p class=\"c-paragraph paywall \">A Home Office spokesman said they would not comment on operational matters, but that live facial recognition technology was an essential part of \u201csafeguarding the integrity of the UK\u2019s immigration system\u201d.<\/p>\n<p class=\"c-paragraph paywall \">Olga Cronin, a senior policy officer at the <a href=\"https:\/\/www.irishtimes.com\/tags\/irish-council-for-civil-liberties\/\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/www.irishtimes.com\/tags\/irish-council-for-civil-liberties\/\">Irish Council for Civil Liberties<\/a>, questioned the proportionality of the programme. \u201cHow can it be necessary and proportionate to subject more than 10,000 individuals with no connection to wrongdoing to indiscriminate biometric facial data processing?\u201d she asked.<\/p>\n<p class=\"c-paragraph b-it-article-body__interstitial-link\">[\u00a0<a aria-label=\"Open related story\" class=\"c-link\" href=\"https:\/\/www.irishtimes.com\/politics\/2025\/04\/25\/work-on-legislation-to-introduce-facial-recognition-technology-well-advanced-says-minister\/\" rel=\"noreferrer nofollow noopener\" target=\"_blank\">Facial recognition: Work on law to introduce technology \u2018well advanced\u2019, says MinisterOpens in new window<\/a>\u00a0]<\/p>\n<p class=\"c-paragraph paywall \">\u201cProcessing a person\u2019s biometric data, in any context, constitutes a serious interference with people\u2019s <a href=\"https:\/\/www.irishtimes.com\/tags\/data-privacy\/\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/www.irishtimes.com\/tags\/data-privacy\/\">privacy and data protection<\/a> rights.\u201d<\/p>\n<p class=\"c-paragraph paywall \">Cronin said  that, as the UK expands the technology, the \u201ctrajectory is stark\u201d and \u201cshould serve as a warning to us here in Ireland\u201d.<\/p>\n<p class=\"c-paragraph paywall \">Attempts to grant garda\u00ed such powers since 2022 have  faced opposition from TDs and civil liberties groups.<\/p>\n<p class=\"c-paragraph paywall \">Last year, the Government\u2019s expert group on artificial intelligence <a href=\"https:\/\/www.irishtimes.com\/technology\/big-tech\/2025\/01\/11\/ai-advisory-group-warns-of-potential-for-mass-surveillance\/\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/www.irishtimes.com\/technology\/big-tech\/2025\/01\/11\/ai-advisory-group-warns-of-potential-for-mass-surveillance\/\">warned<\/a> that plans for facial recognition technology risk \u201cgradual mission creep towards an untargeted mass surveillance state\u201d.<\/p>\n<p class=\"c-paragraph paywall \"><a href=\"https:\/\/www.irishtimes.com\/tags\/garda-siochana\/\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/www.irishtimes.com\/tags\/garda-siochana\/\">An Garda S\u00edoch\u00e1na<\/a> will soon be granted powers to use live facial recognition, but the Coalition has said  it will only be used in emergency situations such as terrorism incidents or missing persons cases.<\/p>\n<p class=\"c-paragraph paywall \">The UK pilot goes much further and will use the technology to detect immigration offences.<\/p>\n<p class=\"c-paragraph b-it-article-body__interstitial-link\">[\u00a0<a aria-label=\"Open related story\" class=\"c-link\" href=\"https:\/\/www.irishtimes.com\/technology\/big-tech\/2025\/01\/11\/ai-advisory-group-warns-of-potential-for-mass-surveillance\/\" rel=\"noreferrer nofollow noopener\" target=\"_blank\">AI advisory group warns of potential for mass surveillanceOpens in new window<\/a>\u00a0]<\/p>\n<p class=\"c-paragraph paywall \"><a href=\"https:\/\/www.irishtimes.com\/tags\/sinead-gibney\/\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/www.irishtimes.com\/tags\/sinead-gibney\/\">Sin\u00e9ad Gibney<\/a>, Social Democrats TD for Dublin-Rathdown, has previously raised concerns in the D\u00e1il about the technology, which she said was \u201cdeeply flawed, and prone to errors\u201d.<\/p>\n<p class=\"c-paragraph paywall \">She said there was an \u201cincreasing push for the public to accept that every aspect of their lives is subject to surveillance\u201d.<\/p>\n<p class=\"c-paragraph paywall \">Elizabeth Farries, of University College Dublin\u2019s Centre for Digital Policy, said the policing benefit appeared \u201cminimal\u201d and the results \u201cdemonstrates that FRT does not work reliably in real-world conditions\u201d. However, she said,  \u201cthe problem isn\u2019t accuracy, it\u2019s bias\u201d.<\/p>\n<p class=\"c-paragraph paywall \">In the UK man is suing the police after being arrested for burglary in a city he had never visited.
