Elected mayors, councillors and local government officials have converged in Vicotira for the annual convention of the Union of British Columbia Municipalities, which advocates local issues to the provincial government.\u00a0<\/p>\n
The convention typically features a program of workshops, panel discussions, an address by the sitting premier, David Eby,\u00a0as well as the opposition leader, John\u00a0Rustad.\u00a0<\/p>\n
Delegates also have the opportunity to vote on resolutions\u00a0endorsed and submitted by various local governments across B.C. that are non-binding but are typically raising an issue and advocating for a solution.<\/p>\n
Pertinent to the southeastern corner of B.C., the Regional District of East Kootenay has submitted three resolutions relating to wakesurf regulations,\u00a0Industrial, Commercial and Institutional (ICI) sector recyclables, and tying unpaid bylaw infractions to property taxation.<\/p>\n
The recycling resolution is asking the province to amend the Recycling Regulation to require inclusion of the ICI sectors in an Extended Producer Responsibility program focused on ICI paper and packing, as local governments are bearing\u00a0significant collection and recycling costs.<\/p>\n
Another resolution is petitioning the province to develop legislation that allows local governments to apply unpaid fines issued for property-related bylaw infractions to be collected by transfer to property taxes.<\/p>\n
A third RDEK-sponsored resolution is petitioning the province to work with Transport Canada to develop objective, science-based\u00a0lake and water body characteristics and criteria where the activity of wake surfing would threaten the lake health and the health of the surrounding ecosystem.<\/p>\n
Further, the same\u00a0resolution seeks that the\u00a0Vessel Operation Restriction Regulation restricting wake surfing be applied to those lakes and water bodies meeting the specific characteristics and criteria, by the federal government, using a standardized approach.<\/p>\n
Elsewhere in the East Kootenay, the City of Fernie has submitted two resolutions.<\/p>\n
The first resolution is asking the province to\u00a0establish a provincially backed insurance entity designed to offer affordable home insurance for those unable to obtain coverage from the private market, while the other resolution is requesting that the province establish mental health supports tailored to the needs of local elected officials.\u00a0<\/p>\n
