{"id":396655,"date":"2026-04-13T18:42:12","date_gmt":"2026-04-13T18:42:12","guid":{"rendered":"https:\/\/www.newsbeep.com\/ie\/396655\/"},"modified":"2026-04-13T18:42:12","modified_gmt":"2026-04-13T18:42:12","slug":"all-major-routes-clear-of-fuel-protests-commissioner-absolutely-appalled-by-threats-to-gardai","status":"publish","type":"post","link":"https:\/\/www.newsbeep.com\/ie\/396655\/","title":{"rendered":"All major routes clear of fuel protests; Commissioner \u2018absolutely appalled\u2019 by threats to garda\u00ed"},"content":{"rendered":"<p>                All major routes clear following earlier road closures on motorways<br \/>\n                Fuel price protesters have called for a <a target=\"_blank\" rel=\"noopener noreferrer nofollow\" href=\"https:\/\/www.irishexaminer.com\/news\/arid-41826308.html\">&#8216;national day of strike and protest&#8217;<\/a>;<br \/>\n                Carbon tax increase postponed; a 10c cut on petrol and diesel <a target=\"_blank\" rel=\"noopener noreferrer nofollow\" href=\"https:\/\/www.irishexaminer.com\/opinion\/commentanalysis\/arid-41826176.html\">kick in from midnight<\/a> on Tuesday;<br \/>\n                Government to face a motion of no confidence\u00a0\u2014 tabled by Sinn F\u00e9in\u00a0\u2014 on Tuesday;<br \/>\n                A number of Leaving and Junior Cert practical exams <a target=\"_blank\" rel=\"noopener noreferrer nofollow\" href=\"https:\/\/www.irishexaminer.com\/news\/arid-41826155.html\">have been deferred<\/a>.<\/p>\n<p class=\"contextmenu caption\">Minister for Justice &#8216;thrown under the bus&#8217;<\/p>\n<p class=\"\">\n            6.55pm: Tensions are growing in Government amid suggestions that Fine Gael, and defence minister Helen McEntee in particular, threw justice minister Jim O\u2019Callaghan \u201cunder the bus\u201d.<\/p>\n<p class=\"\">A Fianna F\u00e1il parliamentary party meeting was held in Leinster House today to discuss public outcry over rising fuel costs and the response to protests around the country.<\/p>\n<p class=\"\">However, some in Fianna F\u00e1il believe Fine Gael is trying to blame Mr O\u2019Callaghan for stoking public anger by involving the defence forces, following media reports that Ms McEntee was unhappy that Mr O\u2019Callaghan had failed to consult her beforehand.<\/p>\n<p class=\"\">Mr O\u2019Callaghan told the Fianna F\u00e1il meeting that there were discussions at a &#8220;senior level&#8221; on Wednesday about using the defence forces, referring to a meeting he held with Taoiseach Miche\u00e1l Martin and T\u00e1naiste Simon Harris.\u00a0<\/p>\n<p class=\"\">It is also understood that Mr O\u2019Callaghan called Ms McEntee on Thursday morning in advance of Garda\u00ed officially seeking assistance from the Defence Forces.<\/p>\n<p class=\"\">Speaking on RT\u00c9, Ms McEntee appeared to confirm that she was only told once the official request was submitted.<\/p>\n<p class=\"contextmenu caption\">Heneghan unsure how to vote<\/p>\n<p class=\"\">\n            4.10pm: Independent TD Barry Heneghan has told the  Irish Examiner that he has not decided to vote in tomorrow&#8217;s confidence vote.<\/p>\n<p class=\"\">He said: &#8220;I am carefully considering my position with my team ahead of tomorrow\u2019s vote. My focus is and always has been delivering real outcomes for my constituents and making changes to our energy system.<\/p>\n<p class=\"\">&#8220;A key priority for me right now is progressing my legislation on private wires, which would reduce wasted renewable energy and strengthen Ireland\u2019s energy system. That work depends on a functioning government.<\/p>\n<p class=\"\">&#8220;I\u2019ll make my final decision based on what best supports stability and delivery for the people of Ireland.&#8221;<\/p>\n<p class=\"\">Elsewhere, there is an almighty row brewing in Leinster House amid suggestions that Leaders&#8217; Questions will be scrapped on Tuesday to facilitate the Government&#8217;s confidence motion.<\/p>\n<p class=\"\">It was expected that it would be held around 4pm, but sources suggested that it will take place at 2pm instead.<\/p>\n<p class=\"\">One opposition TD said that this would be &#8220;brazen&#8221; and lead to an &#8220;almighty row&#8221;.<\/p>\n<p class=\"contextmenu caption\">Healy-Rae and Toole decline to say if they will back Government<\/p>\n<p class=\"\">\n            3.20pm: Two Government supporting Independent TDs have declined to set out whether they will vote confidence in the Government on Tuesday.<\/p>\n<p class=\"\">Danny Healy-Rae and Gillian Toole have not said if they will back the Government in the confidence vote, which has arisen due to the <a target=\"_blank\" rel=\"noopener noreferrer nofollow\" href=\"https:\/\/www.irishexaminer.com\/maintopics\/fuel-prices_topic-5329865.html\">fuel protests<\/a> which sprung up around the country last week.<\/p>\n<p class=\"\">Speaking on  Radio Kerry earlier today, Mr Healy-Rae repeatedly criticised Taoiseach Miche\u00e1l Martin as being \u201carrogant\u201d, while calling for a change of leadership at the top of both Fianna F\u00e1il and Fine Gael.<\/p>\n<p class=\"\">Asked if he would back the Government on Tuesday, Mr Healy-Rae said he would first engage with his supporters before coming to a decision.<\/p>\n<p class=\"\">His brother, Michael Healy-Rae, is a junior minister in the Coalition, after pledging the support of the two Kerry TDs when the Government was formed last year.<\/p>\n<p class=\"\">One minister said Mr Healy-Rae was \u201cthrowing the rattle out of the pram\u201d with his comments.<\/p>\n<p class=\"\">Meanwhile, Ms Toole said she is \u201cweighing up everything\u201d before she makes a decision on her vote, and will be considering matters \u201clocally, nationally and internationally\u201d.<\/p>\n<p class=\"contextmenu caption\">Confidence vote in government \u2018big test\u2019 for independents \u2013 People Before Profit<\/p>\n<p class=\"\">\n            2.30pm: The vote of no confidence to be tabled against the government is a \u201cbig test\u201d for independents who are part of the coalition, a TD has said.<\/p>\n<p class=\"\">Sinn F\u00e9in are tabling the motion of no confidence in the Government on Tuesday.<\/p>\n<p class=\"\">It criticises the government for not reconvening the Dail last week and not engaging directly with the protesters, while also calling on the government to take the \u201cmaximum action necessary\u201d to cut fuel prices.<\/p>\n<p class=\"\">The Social Democrats, Labour, People Before Profit, and Independent Ireland have said they would back the motion.<\/p>\n<p class=\"\">It is unclear how several independents who have supported the Fianna F\u00e1il-Fine Gael coalition government will vote.<\/p>\n<p class=\"\">The Green Party said it would also vote no confidence, but because the government had \u201cfailed to protect Irish people\u2019s ability to go about their lives for five days\u201d and for the delay to carbon tax increases.<\/p>\n<p class=\"contextmenu caption\">Media minister wants examination of fuel protests coverage<\/p>\n<p class=\"\">\n            2.20pm: The Government could ask the media regulator to examine coverage of fuel protests, the media minister has suggested.<\/p>\n<p><img decoding=\"async\" loading=\"lazy\" src=\"https:\/\/www.newsbeep.com\/ie\/wp-content\/uploads\/2026\/04\/5038658_28_articleinline_DSC0537.jpeg\" alt=\"Customers return to the pumps at the daybreak service station on the Ballyhooly Rd after it received a small interim amount of fuel. Picture: Noel Sweeney<\/p>\n<p class=\"\">Speaking to both  Limerick Live 95 and  WLRFM, Patrick O&#8217;Donovan suggested that coverage of the protests had not been balanced and that Coimisi\u00fan na Me\u00e1n could be asked to weigh in.<\/p>\n<p class=\"\">\u201cWe didn\u2019t hear the views of a lot of people last week,\u201d he said.<\/p>\n<p class=\"\">\u201cThere were people who supported protest but were totally opposed to blockades, and their voices weren\u2019t heard.<\/p>\n<p class=\"\">&#8220;I think there is a legitimate reason now for Coimisi\u00fan na Me\u00e1n to have an examination of that as well. I will be meeting them and I will be asking them to see what it is that they can do and report back,&#8221; he said on Damien Tiernan&#8217;s show on  WLR FM.\u00a0<\/p>\n<p class=\"\">Mr O&#8217;Donovan said that he did not believe that panel shows were adequately balanced and this needed to be examined as well as how often &#8220;certain people&#8221; were platformed.<\/p>\n<p class=\"\">\u201cI think everybody should take a look at how this was covered,\u201d he said.<\/p>\n<p class=\"\">\u201cFrom the public sector to the private sector, it\u2019s no harm to ask if things could have been done better or more fairly.\u201d\u00a0<\/p>\n<p class=\"\">Mr O&#8217;Donovan denied, however, that he was interfering in a free media.<\/p>\n<p class=\"\">&#8220;Democracy is very fragile and I am as strong a proponent of the concept of organised protest as anybody, as a Constitutional Irish republican,&#8221; he said.<\/p>\n<p class=\"\">&#8220;Malign actors though using protests for other reasons to plant sinister seeds and to whip people up into frenzy is something all of us should be very of, particularly given the politics of the world we live in at the moment.&#8221;<\/p>\n<p class=\"contextmenu caption\">Motorways now clear of protests<\/p>\n<p class=\"\">\n            1.45pm: Transport Infrastructure Ireland has said that all motorways across country are now clear of protests.<\/p>\n<p class=\"\">A number of rolling protests slowed traffic during rush hour this morning, particularly around Dublin, however all of these have no cleared.<\/p>\n<p class=\"\">Protest activity caused significant disruption on key Cork routes on Monday morning, with traffic delays reported on the N28, particularly around the Shannon Park roundabout.<\/p>\n<p class=\"\">The junction is a critical access point for the Port of Cork and a number of major pharmaceutical companies, leading to knock-on delays for commuters and commercial traffic.<\/p>\n<p><img decoding=\"async\" loading=\"lazy\" src=\"https:\/\/www.newsbeep.com\/ie\/wp-content\/uploads\/2026\/04\/5039021_12_articleinline_e40d750f-ea05-452c-8283-bded834e0329.jpg\" alt=\"Fuel protesters block the N7 motorway in Rathcoole near Dublin on the sixth day of a National Fuel Protest against rising fuel prices. Picture: Niall Carson\/PA Wire<\/p>\n<p class=\"\">However, by 10am, protesters had lifted blockades around Cork city, allowing traffic to resume somewhat normally.<\/p>\n<p class=\"\">A strong garda presence remained in place at several key locations, including the Lakeview roundabout on the N25, as authorities continued to manage the situation.<\/p>\n<p class=\"\">Separately, the N25 was temporarily closed around lunchtime to allow the movement of seven oil tankers under garda escort.<\/p>\n<p class=\"\">The convoy was facilitating the transportation of fuel from the Whitegate refinery, as efforts continue to maintain supply chains amid ongoing disruption.<\/p>\n<p class=\"\">Measures to ensure the flow of fuel remain ongoing, although some restrictions have been reported by Fuels for Ireland.<\/p>\n<p class=\"\">The temporary blockade on the N25 formed part of wider efforts to manage fuel distribution across the region during the protests.<\/p>\n<p class=\"contextmenu caption\">Kelly \u2018appalled\u2019 by intimidation of garda\u00ed<\/p>\n<p class=\"\">\n            12.50pm: The garda commissioner has expressed concerns about attempts made \u201cin person and online to threaten and intimidate Garda\u00ed who are engaged in their lawful work.\u201d<\/p>\n<p class=\"\">In an email sent on Monday, Justin Kelly said he was \u201cabsolutely appalled\u201d by the attempts amid policing operations carried out by garda\u00ed over the fuel protests.<\/p>\n<p class=\"\"> &#8220;This will not be tolerated and will be fully investigated with the aim of bringing those involved to justice,&#8221; he said.<\/p>\n<p><img decoding=\"async\" loading=\"lazy\" src=\"https:\/\/www.newsbeep.com\/ie\/wp-content\/uploads\/2026\/04\/5038835_20_articleinline_50f867f8-623e-4ad2-9b4a-e2f5ca078770.jpg\" alt=\"Garda Commissioner Justin Kelly speaking to the media at Garda Headquarters, Dublin. Picture: Cillian Sherlock\/PA Wire<\/p>\n<p class=\"\">The garda commissioner also thanked garda personnel for the \u201cpersonal sacrifices\u201d they have made while policing the fuel protests last week.<\/p>\n<p class=\"\">He also thanked members for their \u201cgreat professionalism and dedication.\u201d<\/p>\n<p class=\"\"> &#8220;I completely understand the really difficult situations many of you have been faced with,&#8221; he said.<\/p>\n<p class=\"\"> &#8220;Thanks to your efforts we have broken the illegal blockades which were interfering with access to our critical national infrastructure.<\/p>\n<p class=\"\"> &#8220;This has meant that our emergency services, hospital and fuel supply network were able to continue to operate.,&#8221; Commissioner Kelly added.<\/p>\n<p class=\"\">&#8220;I also want to thank you for responding to our calls for additional personnel needed to deal with this situation. Again, I appreciate many of you made personal sacrifices to answer this call to duty,&#8221; he added.<\/p>\n<p class=\"contextmenu caption\">Soup kitchen volunteers intimidated during protest<\/p>\n<p class=\"\">\n            12.20pm: Volunteers of a soup kitchen say they were intimidated in Dublin at the weekend\u2019s fuel protest.<\/p>\n<p class=\"\">The Muslim Sisters of \u00c9ire host a weekly soup run on O&#8217;Connell Street, to provide food and hot meals to people experiencing homelessness.<\/p>\n<p class=\"\">The charity says last week&#8217;s run &#8220;took a deeply upsetting turn&#8221; when they experienced verbal abuse from a group of people protesting outside the GPO.<\/p>\n<p class=\"\">Chairperson Lorraine O\u2019Connor says the situation turned hostile when she asked the man to leave because there were vulnerable people around and he told her to &#8220;get the hell out of this country&#8221;.<\/p>\n<p class=\"\">Ms O&#8217;Connor, from Coolock in Dublin, was told &#8220;you don&#8217;t belong in the country with this rag on your head&#8221;.<\/p>\n<p class=\"\">She thanked the homeless community for stepping up to protect them.<\/p>\n<p class=\"contextmenu caption\">&#8216;We are reacting in real time&#8217; \u2014 Heydon<\/p>\n<p class=\"\">\n            11.45am: Agriculture minister Martin Heydon acknowledged there was \u201cfrustration out there\u201d and that people had been driven to protest due to \u201ca really significant shock to their energy bills\u201d.<\/p>\n<p class=\"\">Mr Heydon said that a narrative had formed on social media that the government \u201cdon\u2019t understand\u201d and were \u201cnot listening\u201d, but he said they were \u201creacting in real-time\u201d to the war in the Middle East.<\/p>\n<p class=\"\">\u201cI would very much counter that, we are reacting in real-time, but as a government, we absolutely listen and have to respond when an awful lot of people protest \u2013 protests and blockades are two different things,\u201d he told  RT\u00c9 Radio.<\/p>\n<p class=\"\">\u201cI absolutely, fundamentally respect and will passionately fight for people\u2019s right to protest and tell me they disagree with me, but when people block critical infrastructure, that is different.\u201d\u00a0<\/p>\n<p><img decoding=\"async\" loading=\"lazy\" src=\"https:\/\/www.newsbeep.com\/ie\/wp-content\/uploads\/2026\/04\/5038691_24_articleinline_2.69683982.jpg.jpg\" alt=\"Agriculture minister Martin Heydon. Picture: PA<\/p>\n<p class=\"\">Mr Heydon said that along with the 7.2c cut on excise on green diesel, he had secured a new \u20ac100m subsidy scheme for high fuel users which would see a further cut of 20c a litre.<\/p>\n<p class=\"\">\u201cGovernment has put \u20ac100m behind us, the same way they put \u20ac140m behind the package for the hauliers, at the same time as helping every citizen of the state who drives a car or who relies on the cost of white diesel,\u201d he said.<\/p>\n<p class=\"\">\u201cWe now see further reductions, cumulatively now: 32c per litre is the reduction on diesel; 27c a litre is the reduction on petrol, as well as the clearing of the remaining excise on green diesel and the subsidy on top of that.\u201d\u00a0<\/p>\n<p class=\"\">Mr Heydon agreed, saying: \u201cWe have to be very honest with people, that an intervention of three-quarters-of-a-billion euro is not without its consequences in terms of future decisions.<\/p>\n<p class=\"\">\u201cBut the implications of not making interventions now, in terms of that impact on the cost of living for everybody, the impact on inflation for the general country, would also have implications.\u201d<\/p>\n<p class=\"contextmenu caption\">Protesters have not won\u00a0\u2014 Calleary<\/p>\n<p class=\"\">\n            11.35am:\u00a0Dara Calleary, the social protection minister, said the protesters had not won as engagement had been ongoing with farming and transport representative groups on further support before the protests began on Tuesday.<\/p>\n<p class=\"\">He told  Raidio na Gaeltachta that the two packages announced by the Irish government were among the largest in Europe, and that the measures would have an influence on the government\u2019s budget in October.<\/p>\n<p class=\"contextmenu caption\">10 days before supplies return to normal<\/p>\n<p class=\"\">\n            11.30am: Kevin McPartlan, chief executive of Fuels For Ireland, said fuel trucks are moving around the country following the lifting of blockades over the weekend but he warned that it could take 10 days before supplies return to normal levels.<\/p>\n<p class=\"\">He called for secure access to supplies for his members following days of what he said ere \u201cintimidation and threats and insults to drivers\u201d.<\/p>\n<p class=\"\">Mr McPartlan said drivers had been identified and intimidated by protesters, and family members had been contacted \u201cwhen they\u2019re sitting waiting to load. It\u2019s really poor. Picture: Niall Carson\/PA Wire<\/p>\n<p class=\"\">\n            11am: Sean O\u2019Neill of Transport Infrastructure Ireland has urged motorway protestors to keep hard shoulders clear for emergency vehicles and highlighted how the rolling protests across the Irish road network are fluid and evolving.<\/p>\n<p class=\"\">Speaking on RT\u00c9 Radio he said that \u201con the M1 southbound, there is congestion between junction 12 and junction 9, so that\u2019s earlier at Drogheda, and that\u2019s a go slow, there are people protesting there&#8221;.<\/p>\n<p class=\"\">\u201cAnd then on the M3 we have a full closure now, which wasn\u2019t fully closed earlier today, and that is between Kells junction 11 southbound and junction N9 in Navan is fully closed in both directions.&#8221;\u00a0<\/p>\n<p class=\"\">He said there was \u201ca go-slow movement\u201d on the M7 leading onto the Long Mile Road this morning, but it was cleared, although not before it caused \u201csignificant congestion\u201d.<\/p>\n<p class=\"\">He added that there was also a go-slow on the N28 Cork to Ringaskiddy, \u201cAnyone listening and people out on the network, we do ask that they keep the hard shoulder open. It\u2019s for emergency vehicles and emergency trips.\u00a0<\/p>\n<p class=\"\">&#8220;Whatever your actions are on the motorway network, please keep those open, because it\u2019s just unacceptable. Diesel was up to 170 last week. So what is the point?\u201d\u00a0<\/p>\n<p class=\"\">He went on to say that the price of diesel \u201cneeds a cap\u201d for a period of time, like the three-month caps applied in other European countries.<\/p>\n<p class=\"\">Garda\u00ed remain present around O&#8217;Connell Street on Monday morning as the road reopens for cars and public transport.<\/p>\n<p class=\"\">It comes after fuel protests saw over a hundred vehicles block one of Dublin&#8217;s busiest streets for almost six days.<\/p>\n<p class=\"\">The tractors, lorries and trucks were removed in the early hours of Sunday morning by the Garda Public Order Unit.<\/p>\n<p class=\"contextmenu caption\">Government to face a motion of no confidence on Tuesday<\/p>\n<p class=\"\">\n            10.10am: The seventh day of disruption on Monday comes as the Government faces a motion of no confidence in the D\u00e1il on Tuesday.<\/p>\n<p class=\"\">Sinn F\u00e9in is to table the motion criticising the government for not reconvening the Dail last week and not engaging directly with the protesters, while also calling on the Government to take the \u201cmaximum action necessary\u201d to cut fuel prices.<\/p>\n<p class=\"\">Finance spokesman Pearse Doherty criticised the government for \u201claughable\u201d measures announced on Sunday, the government\u2019s second response to fuel price rises caused by the <a target=\"_blank\" rel=\"noopener noreferrer nofollow\" href=\"https:\/\/www.irishexaminer.com\/maintopics\/fuel-prices_topic-5329865.html\">US and Israeli war in Iran<\/a>.<\/p>\n<p class=\"\">\u201cAgain, they come up short, and that\u2019s why so many people are annoyed this morning,\u201d Mr Doherty said on Monday.<\/p>\n<p class=\"\">\u201cNobody wanted to be out there. The Government forced people to take the street.<\/p>\n<p class=\"\">\u201cIndeed, the government made matters worse. They went from insulting people, to demeaning them, to threaten them with the army, to refuse to talk to people and try and resolve this.\u201d\u00a0<\/p>\n<p class=\"\">He added: \u201cFor many people, yes, it was about fuel.<\/p>\n<p class=\"\">\u201cYes, it was about petrol, diesel, home heating oil, but it was also about all of the other pressures that people are feeling \u2013 whether it\u2019s energy costs, whether it\u2019s groceries, whether it\u2019s rents that continue to go up, and basically a tipping point that the government aren\u2019t listening, that we needed something to happen in terms of (a) cost (of) living package.\u201d<\/p>\n<p class=\"contextmenu caption\">Protests &#8216;achieve something small&#8217;<\/p>\n<p class=\"\">\n            9.30am: A spokesman for the Dublin fuel protest has said that they \u201cachieved something small\u201d in \u20ac505m worth of government measures, but said he has \u201cno control\u201d over further protests.<\/p>\n<p class=\"\">Blockades at fuel depots and Ireland\u2019s only oil refinery have been lifted, but traffic disruption continued in parts of the country on Monday due to some protests.<\/p>\n<p class=\"\">\u201cNobody knows what the plan is, that\u2019s being straight out there,\u201d said John Dallon, a Kildare farmer and agriculture contractor who was at the Dublin protest.<\/p>\n<p class=\"\">He said that he welcomed the reduction in green diesel, but the government \u201cshould have done something\u201d on kerosene.<\/p>\n<p><img decoding=\"async\" loading=\"lazy\" src=\"https:\/\/www.newsbeep.com\/ie\/wp-content\/uploads\/2026\/04\/5038676_25_articleinline_09a33ebf-27e4-4437-84e2-b07c8199e9e1.jpg\" alt=\"Garda on O'Connell Street in Dublin following an overnight police operation to remove fuel protesters who have been blockading the street since Tuesday. Picture by Noel Sweeney<\/p>\n<p class=\"\">In Meath, there is a full road closure on the M3\/N3 between Junction 11, Kells, and Junction 9, Navan, southbound.<\/p>\n<p class=\"\">Significant delays are likely, and Transport Infrastructure Ireland (TII) is advising drivers to use alternative routes.<\/p>\n<p class=\"\">In Cavan, the N3 southbound is heavily congested behind a convoy on the Kells side of Virginia.<\/p>\n<p class=\"\">In Kildare, the M9 northbound is busy at Junction 3, Athy, where protesters have gathered.<\/p>\n<p class=\"\">In Louth, convoys are reported on the M1 southbound before Junction 14 Ardee and Junction 12 Dunleer.<\/p>\n<p class=\"\">The Justin Kelly has extended the declaration of an \u201cexceptional event\u201d until Tuesday.<\/p>\n<p class=\"\">Mr Kelly has directed that all rest days are cancelled until 7pm on Tuesday, extending the previous deadline of 8pm on Monday.<\/p>\n<p class=\"\">\u201cExceptional events\u201d are declared when the Commissioner determines there is a security threat against the State.<\/p>\n<p class=\"\">It is understood garda\u00ed were informed by their representative bodies of the extension last night.<\/p>\n<p class=\"contextmenu caption\">\u20ac505m package pledged by Government<\/p>\n<p class=\"contextmenu internal_Body1st\">\n            6am: An increase to the carbon tax will be delayed and petrol and diesel excise will be cut by 10c a litre as the Government has announced a \u20ac505m package aimed at addressing unrest over fuel costs.<\/p>\n<p class=\"\">Taoiseach Miche\u00e1l Martin, along with T\u00e1naiste Simon Harris and junior minister Se\u00e1n Canney, announced the plan after <a target=\"_blank\" rel=\"noopener noreferrer nofollow\" href=\"https:\/\/www.irishexaminer.com\/news\/munster\/arid-41825891.html\">blockades at Whitegate Oil Refinery<\/a>, ports at Foynes Port and Shannon Port, and O\u2019Connell Street were lifted, while protests continued in other locations including Cork, Kerry, Offaly and Louth.<\/p>\n<p class=\"\">The package will include:<\/p>\n<p>                An extension of the excise duty cut to June;<br \/>\n                A 10c reduction on petrol and diesel and 2.4c on green diesel from midnight tomorrow;<br \/>\n                A fuel subsidy for farming and fisheries.<\/p>\n<p class=\"\">The scheme is additional to the \u20ac250m package announced last month.<\/p>\n<p class=\"\">Mr Martin said the measures would reduce the Government\u2019s projected budget surplus this year but were a response to \u201creal pressures\u201d being felt by people due to rising fuel costs.<\/p>\n<p><img decoding=\"async\" loading=\"lazy\" src=\"https:\/\/www.newsbeep.com\/ie\/wp-content\/uploads\/2026\/04\/5038463_39_articleinline_baa09bb1-8309-4b16-9b37-b7ec50486478.jpg\" alt=\"\u00a0Tanaiste Simon Harris, Taoiseach Micheal Martin and Minister of State Sean Canney speaking at the Government Press Centre in Dublin. Picture: Cillian Sherlock\/PA Wire<\/p>\n<p class=\"\">A new transport support scheme to help hauliers and those in the food and agri industries will be backdated to March 1.<\/p>\n<p class=\"\">Mr Canney said the scheme will be modelled on the licensed haulage support scheme and will \u201chelp and support those who are vital in our economy\u201d.<\/p>\n<p class=\"\">Both Mr Harris and Mr Martin were critical of those who blockaded ports in recent days, with Mr Martin warning that if blockades recur, particularly at Whitegate, \u201cthe full rigours of the law will be applied\u201d.<\/p>\n<p class=\"\">Mr Harris said that while the Government will \u201calways\u201d engage with representative bodies, it cannot be \u201creasonably or rationally be expected to engage with self-appointed spokespeople\u201d.<\/p>\n<p class=\"\">He also said that while the Government will work to protect people from the effects of rising prices, \u201cno government can completely shield people\u201d from the fallout of <a target=\"_blank\" rel=\"noopener noreferrer nofollow\" href=\"https:\/\/www.irishexaminer.com\/maintopics\/iran_topic-5322218.html\">war in Iran<\/a>.<\/p>\n<p class=\"\">The cut to diesel will require European Commission approval, as Ireland has gone below the minimum tax allowed under EU rules.<\/p>\n<p class=\"\">Mr Harris said that \u201cmany countries\u201d have engaged with the EU on the issue due to price shocks caused by the US-Israel war in Iran and the disruption of the Strait of Hormuz, adding that much will depend on how long the conflict continues.<\/p>\n<p class=\"\">Mr Martin criticised the Opposition for preparing to table and support a motion of no confidence in his Government this week, saying many Opposition TDs had \u201cacted as wardens\u201d for \u201cillegal blockades\u201d or had spoken in support of protesters who had stopped oil from leaving the country\u2019s only refinery at Whitegate in East Cork.<\/p>\n<p class=\"\">He said that those TDs were \u201cnot fit for government\u201d.<\/p>\n<p class=\"\">Mr Martin said there would be a review of the \u201clatitude\u201d shown to protesters and a \u201ccomprehensive security review\u201d of how the country\u2019s oil supplies were curtailed.<\/p>\n<p><img decoding=\"async\" loading=\"lazy\" src=\"https:\/\/www.newsbeep.com\/ie\/wp-content\/uploads\/2026\/04\/5038466_39_articleinline_LC_20refinery_20sat_2020.jpg\" alt=\" Fuel trucks departing the oil refinery under garda escort at Whitegate village on Saturday afternoon. Picture: Larry Cummins<\/p>\n<p class=\"\">Throughout Sunday, blockades at the entrances to the Shannon Foynes Port Company and fuel terminals at Foynes in Co Limerick and Galway dispersed, while organisers of the blockade of O\u2019Connell Street said they had been \u201cambushed\u201d by a 3.30am Garda operation to remove their six-day blockade.<\/p>\n<p class=\"\">The National Emergency Co-ordination Group warned it will take \u201cseveral days\u201d for fuel distribution to return to normal and that a \u201crisk to key supply chains\u201d remains.<\/p>\n<p class=\"\">The group also said \u201cconcern remains that workers, including essential workers, may not have sufficient access to fuel to travel to and from work, which jeopardises the provision of critical services, including healthcare and business operations\u201d.<\/p>\n<p class=\"\">The NECG added that supplies of fertiliser and animal feed \u201cremain a challenge and will take a number of days to replenish stock\u201d, while exports of fresh fish, a time-sensitive product, are \u201cespecially compromised due to the blockades\u201d.<\/p>\n<p class=\"contextmenu caption\">Leaving Cert and Junior Cert exams affected<\/p>\n<p class=\"\">The NECG also announced that, due to ongoing disruptions, the State Examinations Commission (SEC) has <a target=\"_blank\" rel=\"noopener noreferrer nofollow\" href=\"https:\/\/www.irishexaminer.com\/news\/arid-41826155.html\">deferred practical examinations<\/a> scheduled for today, Monday, for Leaving Certificate Music and Junior Cycle Home Economics.<\/p>\n<p class=\"\">This decision was made because the SEC &#8220;cannot be sure that all examiners and students will be able to travel to their schools&#8221;. <\/p>\n<p class=\"\">The deferral applies only to practical examinations scheduled for Monday.
