The images show women whose likenesses were edited by the AI chatbot to put them in more revealing clothing, such as towels, sports bras, skintight Spider-Woman outfits or bunny costumes. Many of the women are female pop stars or actors.<\/p>\n<p id=\"anchor-5822b1\" class=\"body-graf\">The Grok software, created by Musk\u2019s company xAI, made the images at the request of users who tried to break through undressing restrictions the service put in place in January. Grok, via its X account, or the users then posted the images to X.<\/p>\n<p id=\"anchor-7ebd5f\" class=\"body-graf\">The images are similar to ones that <a href=\"https:\/\/www.nbcnews.com\/tech\/internet\/x-paywall-ai-image-grok-app-bikini-allows-sexual-deepfakes-rcna252647\" rel=\"nofollow noopener\" target=\"_blank\">sparked a firestorm of criticism<\/a> in January, when Musk\u2019s companies freely allowed people to undress others simply by uploading photos and typing prompts such as \u201cput her in a bikini.\u201d Musk\u2019s companies had cheered on the idea, promoting the \u201c<a href=\"https:\/\/www.nbcnews.com\/tech\/elon-musk\/grok-video-generator-will-spicy-mode-says-xai-employee-rcna221807\" rel=\"nofollow noopener\" target=\"_blank\">spicy mode<\/a>\u201d of his AI chatbot. The flood of fake images, including some of children, prompted <a href=\"https:\/\/www.nbcnews.com\/tech\/tech-news\/international-pressure-builds-x-musk-grok-deepfakes-rcna253639\" rel=\"nofollow noopener\" target=\"_blank\">government investigations<\/a> on five continents.<\/p>\n<p id=\"anchor-690b22\" class=\"body-graf\">The number of sexualized deepfakes created by Grok and posted to X appears to have decreased significantly since the flood in January. In posts reviewed by NBC News, the Grok software turns down or ignores many of the sexualized requests it receives publicly on X. None of the women in Grok-generated images seen by NBC News were naked, and none appeared to be minors.<\/p>\n<p id=\"anchor-5526b6\" class=\"body-graf\">But experts told NBC News that it\u2019s difficult to research all of what Grok produces, especially when people access the software privately on Grok\u2019s app, on the Grok website or on the private Grok tab of X. It\u2019s also difficult to search X for all public examples of sexualized deepfakes.<\/p>\n<p id=\"anchor-138c2f\" class=\"body-graf\">\u201cWhen these images are being created and spread around, the people in the images don\u2019t necessarily find out,\u201d said Stefan Turkheimer, the vice president for public policy at RAINN, an advocacy group dedicated to fighting sexual assault.<\/p>\n<p id=\"anchor-698583\" class=\"body-graf\">xAI, the Musk-owned AI startup that created Grok and also owns X, said Monday it wanted to review NBC News\u2019 findings. A representative did not respond to follow-up questions. On Tuesday, most of the images were no longer on X and were replaced with messages saying the post \u201cis unavailable\u201d or \u201cviolated the X Rules.\u201d X and Musk did not respond to a separate request for comment. <\/p>\n<p id=\"anchor-3d31f0\" class=\"body-graf\">The new examples seen by NBC News show that Grok users have updated their tactics to try to stay ahead of xAI\u2019s engineers and X\u2019s content moderators. While Grok now appears to turn down or ignore requests from users to put people \u201cin a bikini,\u201d it has complied with other queries.<\/p>\n<p id=\"anchor-e4a968\" class=\"body-graf\">The examples were not difficult to find using the search function on the X website.<\/p>\n<p id=\"anchor-1b7a8b\" class=\"body-graf\">In one trend, a user asks Grok to create an image by melding two images they submit simultaneously: first, a photo of a woman, often a celebrity, and second, a drawing of a stick figure with its legs spread, either in a squat or a split. The request includes a prompt telling Grok to make the woman \u201cstrike the pose from the second image\u201d or \u201cmatch the pose.\u201d The resulting deepfake emphasizes the woman\u2019s crotch.<\/p>\n<p id=\"anchor-64d331\" class=\"body-graf\">A second trend involves users asking Grok to swap the clothing of women in two separate photos, with at least one of the photos involving tight or revealing clothing.<\/p>\n<p id=\"anchor-ed7e4d\" class=\"body-graf\">And in a third set, users have uploaded what appear to be authentic photos of women and asked Grok to transform the photos into video clips, sometimes with results that are sexualized. In one example from March 12, Grok complied by generating a video in which a likeness of an actor fondles her breasts, based on an image in which she is not touching them. In another example from April 6, Grok created a video of the same actor with her legs spread apart from a photo in which her legs were crossed.<\/p>\n<p id=\"anchor-960d95\" class=\"body-graf\">At least one of the celebrities depicted in the deepfakes is someone who has publicly complained about such images in the past.<\/p>\n<p id=\"anchor-efcfd5\" class=\"body-graf\">The findings come after X committed to preventing the creation of such images.<\/p>\n<p id=\"anchor-99caf7\" class=\"body-graf\">X said in a <a href=\"https:\/\/x.com\/Safety\/status\/2011573102485127562\" rel=\"nofollow\">statement in January<\/a> that it had \u201cimplemented technological measures to prevent the Grok account on X globally from allowing the editing of images of real people in revealing clothing such as bikinis. This restriction applies to all users, including paid subscribers.\u201d<\/p>\n<p id=\"anchor-703eba\" class=\"body-graf\">Genevieve Oh, an independent analyst whose research on deepfakes has been widely cited, said in an email that she believes Grok \u201cwas and still is unmistakably the largest nonconsensual synthetic nudity generator\u201d in the world. While she said her research is ongoing, she said it\u2019s likely that Grok surpasses the output of all other \u201cnudifier tools\u201d combined. Similar apps have circulated for years, causing <a href=\"https:\/\/www.nbcnews.com\/tech\/tech-news\/beverly-hills-ai-nude-photos-middle-school-vista-rcna140965\" rel=\"nofollow noopener\" target=\"_blank\">disruptions at schools<\/a> and leaving victims <a href=\"https:\/\/www.nbcnews.com\/news\/us-news\/little-recourse-teens-girls-victimized-ai-deepfake-nudes-rcna126399\" rel=\"nofollow noopener\" target=\"_blank\">searching for recourse<\/a>.<\/p>\n<p id=\"anchor-52d0ed\" class=\"body-graf\">The Center for Countering Digital Hate, which estimated in January that Grok produced <a href=\"https:\/\/counterhate.com\/research\/grok-floods-x-with-sexualized-images\/\" rel=\"nofollow noopener\" target=\"_blank\">3 million sexualized images<\/a> during an 11-day period, said last week that it also was still finding nonconsensual deepfakes made by Musk\u2019s AI.<\/p>\n<p id=\"anchor-f1bce1\" class=\"body-graf\">\u201cPerverts can still use Grok to put women and girls into sexualized positions and outfits, despite the platform\u2019s claims otherwise,\u201d Imran Ahmed, the center\u2019s CEO and founder, said in a statement.<\/p>\n<p id=\"anchor-1c967e\" class=\"body-graf\">When Grok instituted the changes that allowed creating the sexualized deepfakes, it was unique among the most popular AI platforms in relaxing its guardrails to such a degree. <\/p>\n<p id=\"anchor-6ded59\" class=\"body-graf\">Last month, there was a sign that Musk\u2019s companies could be backtracking from the commitment they made in January. In the Netherlands, where an advocacy organization sued xAI over sexualized deepfakes, the company argued at a court hearing that it could not stop all abuse of its tools and should not be penalized for the actions of malicious users, according to a <a href=\"https:\/\/www.reuters.com\/business\/autos-transportation\/dutch-court-orders-xai-grok-not-create-distribute-nonconsensual-sex-images-2026-03-26\/\" rel=\"nofollow noopener\" target=\"_blank\">description of the hearing<\/a> by Reuters.<\/p>\n<p id=\"anchor-f4fd67\" class=\"body-graf\">Individual sex offenders have been persistent in trying to <a href=\"https:\/\/www.nbcnews.com\/tech\/security\/ai-child-exploitation-crisis-rcna259409\" rel=\"nofollow noopener\" target=\"_blank\">exploit system loopholes<\/a>, not only on Grok but also elsewhere, according to law enforcement.<\/p>\n<p id=\"anchor-6c6d36\" class=\"body-graf\">The National Center for Missing &amp; Exploited Children, which runs the CyberTipline, a nationwide centralized reporting system for online child exploitation, said members of the public are sending it reports describing incidents in which children or abuse survivors may have been exploited using Grok. NCMEC <a href=\"https:\/\/www.nbcnews.com\/tech\/elon-musk\/mother-one-elon-musks-children-says-ai-bot-wont-stop-creating-sexualiz-rcna252416\" rel=\"nofollow noopener\" target=\"_blank\">described similar complaints in January<\/a>.<\/p>\n<p id=\"anchor-7b7d93\" class=\"body-graf\">NCMEC said, though, that it has not independently researched Grok\u2019s current capabilities.<\/p>\n<p id=\"anchor-d44d12\" class=\"body-graf\">\u201cNCMEC is concerned about any AI technology that has the potential to generate child sexual abuse material or otherwise facilitate the exploitation of children,\u201d it said in a statement.<\/p>\n<p id=\"anchor-5910a1\" class=\"body-graf\">Musk has denied that Grok produced child sexual abuse material. He wrote in <a href=\"https:\/\/x.com\/elonmusk\/status\/2011432649353511350\" rel=\"nofollow\">a Jan. 14 post<\/a> that he was \u201cnot aware of any naked underage images generated by Grok. Literally zero.\u201d <\/p>\n<p id=\"anchor-9df32d\" class=\"body-graf\">Eight separate law enforcement and regulatory agencies told NBC News this month that they are continuing their investigations of Grok\u2019s nudification and sexualization capabilities. Those authorities are the <a href=\"https:\/\/www.nbcnews.com\/tech\/internet\/california-investigates-xai-grok-sexualized-ai-images-rcna254056\" rel=\"nofollow noopener\" target=\"_blank\">California attorney general\u2019s office<\/a>, Australia\u2019s eSafety office, the Privacy Commissioner of Canada, the <a href=\"https:\/\/www.nbcnews.com\/tech\/social-media\/eu-investigates-x-musks-ai-chatbot-grok-sexual-deepfakes-rcna255925\" rel=\"nofollow noopener\" target=\"_blank\">European Commission<\/a>, Ireland\u2019s Data Protection Commission, the Paris public prosecutor and a pair of British agencies called the Office of Communications, or Ofcom, and the Information Commissioner\u2019s Office.<\/p>\n<p id=\"anchor-026beb\" class=\"body-graf\">\u201cCalifornia\u2019s investigation is still very much underway. Beyond this, to protect an ongoing investigation, we do not have further updates to share at this time,\u201d the office of California Attorney General Rob Bonta said in an email.<\/p>\n<p id=\"anchor-44c437\" class=\"body-graf\">Even more government authorities expressed outrage in January and February, although not all of them have confirmed that their investigations are ongoing. Italy, which <a href=\"https:\/\/www.reuters.com\/legal\/litigation\/elon-musks-grok-faces-global-scrutiny-sexualised-ai-photos-2026-02-17\/\" rel=\"nofollow noopener\" target=\"_blank\">issued a warning<\/a> in January that some Grok-created images could be criminal, decided not to launch its own investigation and chose instead to monitor the investigations by Ireland and the European Commission, a spokesperson said last week. (X has its European headquarters <a href=\"https:\/\/x.com\/en\/tos\" rel=\"nofollow\">in Dublin<\/a>.)<\/p>\n<p id=\"anchor-d582d4\" class=\"body-graf\">Malaysia\u2019s communications commission, which <a href=\"https:\/\/www.nbcnews.com\/world\/asia\/indonesia-restores-access-elon-musk-grok-lifting-ban-sexualized-images-rcna257010\" rel=\"nofollow noopener\" target=\"_blank\">blocked and then restored<\/a> access to Grok in January, said in an email Tuesday that it was not currently investigating the matter.<\/p>\n<p id=\"anchor-e7ee1e\" class=\"body-graf\">xAI separately faces several lawsuits over Grok\u2019s generation of sexualized images. They include two lawsuits proposed as class actions in federal court in California brought by women and girls whose likenesses were edited by Grok and a lawsuit <a href=\"https:\/\/www.nbcnews.com\/tech\/tech-news\/baltimore-sues-musks-xai-groks-sexually-explicit-images-rcna264950\" rel=\"nofollow noopener\" target=\"_blank\">by the city of Baltimore<\/a> alleging violations of its consumer protection code. Court dockets in those cases do not show any responses yet from Musk\u2019s companies.<\/p>\n<p id=\"anchor-697a92\" class=\"body-graf\">A fourth case, in the Netherlands, led to <a href=\"https:\/\/www.reuters.com\/business\/autos-transportation\/dutch-court-orders-xai-grok-not-create-distribute-nonconsensual-sex-images-2026-03-26\/\" rel=\"nofollow noopener\" target=\"_blank\">an order last month<\/a> for Grok to cease generating undressing images of adults or children.<\/p>\n<p id=\"anchor-42546f\" class=\"body-graf\">The investigations and lawsuits are underway at a sensitive time for Musk\u2019s business empire. In February, <a href=\"https:\/\/www.nbcnews.com\/business\/markets\/markets-will-soon-test-musk-merger-promises-space-based-internet-rcna257827\" rel=\"nofollow noopener\" target=\"_blank\">xAI was acquired<\/a> by one of Musk\u2019s other companies, SpaceX, the rocket service provider and satellite internet business. In June, SpaceX plans <a href=\"https:\/\/www.cnbc.com\/2026\/04\/01\/spacex-confidentially-files-for-ipo-setting-stage-for-record-offering.html\" rel=\"nofollow noopener\" target=\"_blank\">an initial public offering<\/a> of its shares to raise billions of dollars in additional capital.<\/p>\n<p id=\"anchor-a7e477\" class=\"body-graf\">The decision to fold xAI into SpaceX means the rocket company almost certainly will be on the hook for any potential future fines related to Grok\u2019s behavior, legal experts said, although they said it\u2019s not clear whether such fines would be considered material to SpaceX\u2019s <a href=\"https:\/\/www.bloomberg.com\/news\/articles\/2026-04-08\/elon-musk-spacex-ipo-2-trillion-valuation-push-explained\" rel=\"nofollow noopener\" target=\"_blank\">expected valuation of $2 trillion<\/a>.<\/p>\n<p id=\"anchor-34aaa7\" class=\"body-graf\">SpaceX did not respond to a request for comment.<\/p>\n<p id=\"anchor-d07127\" class=\"body-graf\">Musk has promoted Grok\u2019s ability to create sexualized images. He has frequently posted AI-generated images of cartoonish women in sexual situations or tight or revealing clothing. In a post in October responding to someone who had shared an AI video of a sexualized robot, <a href=\"https:\/\/x.com\/elonmusk\/status\/1978001010594566252\" rel=\"nofollow\">Musk complained<\/a>: \u201cHmm, our competitors do better deep fakes. We will have to step up our game.\u201d<\/p>\n<p id=\"anchor-22619f\" class=\"body-graf\">xAI released a new generative AI video tool last year called \u201cImagine,\u201d which included something the company called \u201cSpicy\u201d mode, which allowed the creation of AI-generated not-safe-for-work content. <a href=\"https:\/\/www.theverge.com\/report\/718975\/xai-grok-imagine-taylor-swifty-deepfake-nudes\" rel=\"nofollow noopener\" target=\"_blank\">The Verge<\/a> reported that it created topless deepfakes of pop star Taylor Swift without the user\u2019s asking.<\/p>\n<p id=\"anchor-a779cf\" class=\"body-graf\">In late December, users began to complain about a <a href=\"https:\/\/www.reuters.com\/legal\/litigation\/grok-says-safeguard-lapses-led-images-minors-minimal-clothing-x-2026-01-02\/\" rel=\"nofollow noopener\" target=\"_blank\">wave of sexualized deepfakes<\/a> targeting women and girls whose photos Grok digitally edited to make them appear naked or nearly naked. Grok said <a href=\"https:\/\/x.com\/grok\/status\/2006618883055046758\" rel=\"nofollow\">Dec. 31 on X<\/a> that there were \u201cisolated cases where users prompted for and received AI images depicting minors in minimal clothing.\u201d In a separate post, the software posted that it \u201c<a href=\"https:\/\/x.com\/grok\/status\/2006525486021705785\" rel=\"nofollow\">deeply regretted<\/a>\u201d what it had done.<\/p>\n<p id=\"anchor-173f9a\" class=\"body-graf\">xAI initially did not change the product and instead put the onus on users to obey laws about child abuse. <\/p>\n<p id=\"anchor-99dc31\" class=\"body-graf\">\u201cAnyone using Grok to make illegal content will suffer the same consequences as if they upload illegal content,\u201d Musk <a href=\"https:\/\/x.com\/elonmusk\/status\/2007475612949102943?s=20\" rel=\"nofollow\">posted on Jan. 3<\/a>. <\/p>\n<p id=\"anchor-f10680\" class=\"body-graf\">But the global backlash soon overwhelmed the company. A British watchdog, the Internet Watch Foundation, reported on \u201c<a href=\"https:\/\/www.nbcnews.com\/tech\/internet\/grok-x-bikini-make-imagine-ai-elon-musk-rcna252864\" rel=\"nofollow noopener\" target=\"_blank\">criminal imagery<\/a>\u201d that online users said was created with Grok, and different researchers <a href=\"https:\/\/www.bloomberg.com\/news\/articles\/2026-01-07\/musk-s-grok-ai-generated-thousands-of-undressed-images-per-hour-on-x\" rel=\"nofollow noopener\" target=\"_blank\">found independently<\/a> that Grok was producing <a href=\"https:\/\/counterhate.com\/research\/grok-floods-x-with-sexualized-images\/\" rel=\"nofollow noopener\" target=\"_blank\">thousands of sexualized images an hour<\/a>. X restricted the AI image generation to <a href=\"https:\/\/www.nbcnews.com\/tech\/internet\/x-paywall-ai-image-grok-app-bikini-allows-sexual-deepfakes-rcna252647\" rel=\"nofollow noopener\" target=\"_blank\">paying customers only<\/a> on Jan. 9 and announced the more comprehensive crackdown <a href=\"https:\/\/x.com\/Safety\/status\/2011573102485127562\" rel=\"nofollow\">on Jan. 14<\/a>.<\/p>\n<p id=\"anchor-9ded68\" class=\"body-graf\">In February, French authorities raided X\u2019s offices in the country in connection with <a href=\"https:\/\/www.reuters.com\/world\/europe\/paris-prosecutors-cybercrime-unit-searches-french-office-musks-x-2026-02-03\/\" rel=\"nofollow noopener\" target=\"_blank\">the deepfakes and other issues<\/a>. They also said they planned to call X executives and employees \u2014 including Musk and former X CEO Linda Yaccarino \u2014 to Paris for interviews <a href=\"https:\/\/www.npr.org\/2026\/02\/03\/g-s1-108490\/paris-x-raid-investigation-elon-musk\" rel=\"nofollow noopener\" target=\"_blank\">the week of April 20<\/a>. X <a href=\"https:\/\/x.com\/GlobalAffairs\/status\/2018773488602095916\" rel=\"nofollow\">condemned the search<\/a> as an \u201cabusive act of law enforcement theater.\u201d It\u2019s not clear whether French authorities still hope to conduct those interviews this month. The Paris prosecutor\u2019s office said in a statement last week that its investigation continues, with no new information available.<\/p>\n<p id=\"anchor-019142\" class=\"body-graf\">European Union regulators can sometimes take years to reach decisions. They spent two years investigating X before they announced in December that <a href=\"https:\/\/www.nbcnews.com\/world\/europe\/elon-musk-x-european-union-fine-content-regulations-misinformation-rcna247498\" rel=\"nofollow noopener\" target=\"_blank\">they were fining the company<\/a> the equivalent of $140 million for breaching <a href=\"https:\/\/www.nbcnews.com\/tech\/tech-news\/x-eu-investigation-elon-musk-rcna130218\" rel=\"nofollow noopener\" target=\"_blank\">transparency obligations<\/a>. Musk has vowed to fight the fine.<\/p>\n<p id=\"anchor-4bb1da\" class=\"body-graf\">Britain\u2019s Internet Watch Foundation said its analysts have been unable to search for criminal material on Grok beyond its pay barriers, so it does not know what Grok\u2019s users are generating now. The foundation said it is not enough for Musk to limit the AI tools to paying customers.<\/p>\n<p id=\"anchor-b75f85\" class=\"body-graf\">\u201cOur position is that tech companies must make sure the products they build and make available to the global public are safe by design,\u201d it said in a statement.<\/p>\n<p id=\"anchor-f13e4e\" class=\"endmark body-graf\">\u201cIf that means Governments and regulators need to force them to design safer tools, then that is what must happen.
