{"id":401984,"date":"2026-04-16T17:44:09","date_gmt":"2026-04-16T17:44:09","guid":{"rendered":"https:\/\/www.newsbeep.com\/ie\/401984\/"},"modified":"2026-04-16T17:44:09","modified_gmt":"2026-04-16T17:44:09","slug":"washington-dcs-240-million-gallon-sewage-spill-is-a-symptom-of-nationwide-trouble","status":"publish","type":"post","link":"https:\/\/www.newsbeep.com\/ie\/401984\/","title":{"rendered":"Washington DC\u2019s 240 million-gallon sewage spill is a symptom of nationwide trouble"},"content":{"rendered":"<p>When <a href=\"https:\/\/www.npr.org\/2026\/02\/20\/nx-s1-5716215\/how-more-than-240-million-gallons-of-sewage-flowed-into-the-potomac-river\" rel=\"nofollow noopener\" target=\"_blank\">240 million gallons of raw sewage<\/a> spilled into the Potomac River in Washington, D.C., starting in mid-January 2026 and running though mid-March, it was estimated to be the largest sewage spill in U.S. history. But it wasn\u2019t the first, nor will it be the last.<\/p>\n<p>In fact, around the nation, <a href=\"http:\/\/doi.org\/10.1088\/2752-5309\/ad8d05\" rel=\"nofollow noopener\" target=\"_blank\">sewage spills are contaminating waterways<\/a> and communities with unsettling frequency. Sewer systems are designed to be invisible. If toilets flush, most people forget they exist. This invisibility has contributed to chronic underinvestment. Pipes, pump stations and treatment facilities around the country were <a href=\"https:\/\/www.asce.org\/publications-and-news\/civil-engineering-source\/article\/2025\/03\/27\/5-key-takeaways-from-the-2025-report-card-for-americas-infrastructure\" rel=\"nofollow noopener\" target=\"_blank\">built in the mid-20th century<\/a> and are now at or <a href=\"https:\/\/www.asce.org\/publications-and-news\/civil-engineering-source\/article\/2025\/03\/27\/5-key-takeaways-from-the-2025-report-card-for-americas-infrastructure\" rel=\"nofollow noopener\" target=\"_blank\">beyond their designed lifespan<\/a>.<\/p>\n<p>Between December 2019 and February 2020, a series of sewer main breaks in the city of Fort Lauderdale, Florida, led to the release of <a href=\"https:\/\/www.asce.org\/publications-and-news\/civil-engineering-source\/civil-engineering-magazine\/article\/2021\/01\/florida-city-hastens-to-repair-its-aging-sewer-network\" rel=\"nofollow noopener\" target=\"_blank\">approximately 219 million gallons of raw sewage<\/a> into environmentally sensitive waterways. In 2021, the Los Angeles Hyperion Water Reclamation Facility <a href=\"https:\/\/healthebay.org\/la-commits-20-million-for-2021-hyperion-sewage-spill\/\" rel=\"nofollow noopener\" target=\"_blank\">spilled 12.5 million gallons of untreated wastewater<\/a> into Santa Monica Bay. These events were the results of various aspects of underinvestment, including deferred maintenance and upkeep, delayed replacement and capacities too low for current needs.<\/p>\n<p>The D.C. spill dumped the equivalent of three days\u2019 worth of sewage from <a href=\"https:\/\/www.pbs.org\/newshour\/show\/how-one-utility-powers-its-entire-plant-from-wastewater\" rel=\"nofollow noopener\" target=\"_blank\">800,000 average U.S. homes<\/a>, enough to fill 360 Olympic-size swimming pools with raw waste.<\/p>\n<p>As an <a href=\"https:\/\/scholar.google.com\/citations?user=qWImUjUAAAAJ&amp;hl=en&amp;oi=ao\" rel=\"nofollow noopener\" target=\"_blank\">environmental planning scholar<\/a> and former senior adviser for the <a href=\"https:\/\/www.whitehouse.gov\/ceq\/\" rel=\"nofollow noopener\" target=\"_blank\">White House Council on Environmental Quality<\/a> during the implementation of the <a href=\"https:\/\/www.congress.gov\/bill\/117th-congress\/house-bill\/3684\" rel=\"nofollow noopener\" target=\"_blank\">Bipartisan Infrastructure Law of 2021<\/a>, I have seen how serious these events can be. But any tallying of sewage spills must also include floods, disasters and heavy rainfalls that have caused backups and overflows of various sizes in cities across the country.<\/p>\n<p>            <a href=\"https:\/\/images.theconversation.com\/files\/729670\/original\/file-20260413-57-erofuj.jpg?ixlib=rb-4.1.0&amp;rect=0%2C310%2C6048%2C3402&amp;q=45&amp;auto=format&amp;w=1000&amp;fit=clip\" rel=\"nofollow noopener\" target=\"_blank\"><img decoding=\"async\" alt=\"A surge of water bubbles up to the surface of flowing water.\" src=\"https:\/\/www.newsbeep.com\/ie\/wp-content\/uploads\/2026\/04\/file-20260413-57-erofuj.jpg\" class=\"native-lazy\" loading=\"lazy\"  \/><\/a><\/p>\n<p>              Raw sewage flows out of the ground and into the Potomac River on Jan. 23, 2026.<br \/>\n              <a class=\"source\" href=\"https:\/\/newsroom.ap.org\/detail\/PotomacRiverSewage\/db6bf684b272406fb5e57b70727b58ed\/photo\" rel=\"nofollow noopener\" target=\"_blank\">AP Photo\/Cliff Owen<\/a><\/p>\n<p>What causes sewer overflows?<\/p>\n<p>Sewer pipes overflow when pipes crack or collapse, or when the flow is blocked and waste backs up into the streets, local waterways or even homes, spreading <a href=\"https:\/\/doi.org\/10.1371\/journal.pwat.0000375\" rel=\"nofollow noopener\" target=\"_blank\">bacteria and other contamination<\/a> wherever the water reaches. <\/p>\n<p>The U.S. Environmental Protection Agency estimates that there are <a href=\"https:\/\/www.epa.gov\/npdes\/sanitary-sewer-overflows-ssos\" rel=\"nofollow noopener\" target=\"_blank\">between 23,000 and 75,000<\/a> sewer overflows into the environment each year in the U.S., which does not count backups into homes and other buildings. <\/p>\n<p>There are often local reports from government or nonprofit agencies, which indicate that, for instance, in Houston in 2022 and 2023 <a href=\"https:\/\/bayoucitywaterkeeper.org\/justice-in-the-sewers-2026\/\" rel=\"nofollow noopener\" target=\"_blank\">more than 1,200 sewage overflows<\/a> spilled over 800,000 gallons of sewage each year. And in San Francisco, the Public Utilities Commission discharges about <a href=\"https:\/\/baykeeper.org\/press_release\/san-francisco-caught-dumping-millions-of-gallons-of-sewage-into-sf-bay-every-year\/\" rel=\"nofollow noopener\" target=\"_blank\">1.2 billion gallons of combined stormwater runoff and sewage<\/a> into San Francisco Bay each year.<\/p>\n<p>But there is no nationwide reporting system, so some number of overflows are unreported. And some leaks may even go unnoticed: Many sewer systems don\u2019t have <a href=\"https:\/\/doi.org\/10.1002\/aidi.202400027\" rel=\"nofollow noopener\" target=\"_blank\">automated leak detection systems<\/a>, and many waterways don\u2019t have <a href=\"https:\/\/doi.org\/10.1002\/wat2.1635\" rel=\"nofollow noopener\" target=\"_blank\">continuous water quality monitoring<\/a>.<\/p>\n<p>There are two main categories of sewage spills.<\/p>\n<p>In dry weather, the problem is usually structural. Sewage pipes can <a href=\"https:\/\/www.pomonaca.gov\/government\/departments\/human-resources\/risk-management\/tree-roots\" rel=\"nofollow noopener\" target=\"_blank\">collapse or crack open because of tree roots<\/a> breaking into sewer lines. Mechanical failures at pumping stations meant to keep the sewage moving also can cause backups. And spills also happen when pipes are blocked by a buildup of material \u2013 <a href=\"https:\/\/www.wwdmag.com\/what-is-articles\/article\/33019242\/what-is-fog-fats-oils-and-grease\" rel=\"nofollow noopener\" target=\"_blank\">such as fats, oils, grease<\/a> or <a href=\"https:\/\/www.consumerreports.org\/home-garden\/are-flushable-wipes-really-flushable-a1736074350\/\" rel=\"nofollow noopener\" target=\"_blank\">so-called flushable wipes, which are not safe to flush<\/a>.<\/p>\n<p>In wet weather, the problem typically has to do with the amount of water flowing into the system. When <a href=\"https:\/\/doi.org\/10.1016\/j.jhydrol.2026.134951\" rel=\"nofollow noopener\" target=\"_blank\">rainwater enters the sewage system<\/a>, or <a href=\"https:\/\/doi.org\/10.3390\/w15030429\" rel=\"nofollow noopener\" target=\"_blank\">groundwater enters a cracked pipe<\/a>, it can <a href=\"https:\/\/doi.org\/10.1016\/j.watres.2022.119504\" rel=\"nofollow noopener\" target=\"_blank\">overload the line<\/a> and either burst a pipe or cause a backup.<\/p>\n<p>Some of the <a href=\"https:\/\/www.houstonchronicle.com\/news\/houston-texas\/houston\/article\/Harvey-caused-sewage-spills-12213534.php\" rel=\"nofollow noopener\" target=\"_blank\">larger sewage spills<\/a> in recent years have <a href=\"https:\/\/www.tampabay.com\/hurricane\/2024\/10\/04\/hurricane-helene-st-petersburg-sewage-pollution-northeast-water-reclamation-facility\/\" rel=\"nofollow noopener\" target=\"_blank\">come in wet weather<\/a>, especially as more <a href=\"https:\/\/www.decaturish.com\/news\/decatur\/rainfall-from-hurricane-sally-caused-treatment-plant-backup-and-sewer-spills\/article_bbd4907c-323d-57b0-bd79-b126c273794b.html\" rel=\"nofollow noopener\" target=\"_blank\">extreme rainstorms<\/a> <a href=\"https:\/\/www.weather.gov\/mob\/tropical_events\" rel=\"nofollow noopener\" target=\"_blank\">become more common<\/a>.<\/p>\n<p>            <a href=\"https:\/\/images.theconversation.com\/files\/729673\/original\/file-20260413-57-ilgnff.jpg?ixlib=rb-4.1.0&amp;q=45&amp;auto=format&amp;w=1000&amp;fit=clip\" rel=\"nofollow noopener\" target=\"_blank\"><img decoding=\"async\" alt=\"A large pipe emerges from the ground and then goes back in, with a piece of construction equipment in the foreground.\" src=\"https:\/\/www.newsbeep.com\/ie\/wp-content\/uploads\/2026\/04\/file-20260413-57-ilgnff.jpg\" class=\"native-lazy\" loading=\"lazy\"  \/><\/a><\/p>\n<p>              Fort Lauderdale, Fla., had to rebuild sections of its sewer systems after a series of spills.<br \/>\n              <a class=\"source\" href=\"https:\/\/www.gettyimages.com\/detail\/news-photo\/sewer-line-construction-material-is-seen-as-workers-replace-news-photo\/1207364884\" rel=\"nofollow noopener\" target=\"_blank\">Joe Raedle\/Getty Images<\/a><\/p>\n<p>A systemic challenge<\/p>\n<p>Wastewater spills rarely result from a single failure, though. There are many factors. Some involve <a href=\"https:\/\/infrastructurereportcard.org\/cat-item\/wastewater-infrastructure\/\" rel=\"nofollow noopener\" target=\"_blank\">deferred maintenance on aging systems<\/a> and overlapping government jurisdictions. Environmental conditions also play a role, including more frequent and intense storms and sea-level rise. On top of that come <a href=\"https:\/\/doi.org\/10.1016\/j.cities.2024.105010\" rel=\"nofollow noopener\" target=\"_blank\">population growth and development that often outpaces capacity<\/a> of the existing systems. <\/p>\n<p>I have seen how treating sewage releases as isolated incidents in need of a short-term fix misses an opportunity to strengthen the system for the long term. Response, containment, emergency repair, and remediation of spill sites and the larger system are essential. Fixing a pipe just addresses a symptom, however; I believe preventing future failures requires a strategic approach to systemwide rehabilitation.<\/p>\n<p>Many sewage systems in the U.S. are not regularly surveyed or have not been surveyed completely since their construction decades ago. Without knowing the condition and actual capacity of the pipes and pump stations, it is impossible to identify areas where spills are most likely to occur, or to determine how to prevent those problems.<\/p>\n<p>Assessments conducted <a href=\"https:\/\/lafollette.wisc.edu\/news\/as-water-pipes-crumble-so-does-our-trust-in-government-heres-how-we-fix-this\/\" rel=\"nofollow noopener\" target=\"_blank\">solely by utility agencies<\/a> rarely <a href=\"https:\/\/doi.org\/10.1007\/s40899-020-00407-6\" rel=\"nofollow noopener\" target=\"_blank\">inspire public confidence<\/a>. Research I have been part of has found that third-party audits or collaborations with universities and nongovernment organizations, with <a href=\"https:\/\/doi.org\/10.1016\/j.scs.2017.12.039\" rel=\"nofollow noopener\" target=\"_blank\">findings published in full, can build public trust<\/a> and identify where attention is most needed.<\/p>\n<p>A complicating factor is that there are often overlapping political jurisdictions with different levels of responsibility for sewer systems. <\/p>\n<p>The District of Columbia\u2019s Potomac Interceptor, the pipe that spilled so much sewage <a href=\"https:\/\/www.dcwater.com\/about-dc-water\/media\/potomac-interceptor-collapse\" rel=\"nofollow noopener\" target=\"_blank\">over 55 days in early 2026<\/a>, is primarily operated by DC Water, a public agency <a href=\"https:\/\/www.dcwater.com\/about-dc-water\/who-we-are\/history\" rel=\"nofollow noopener\" target=\"_blank\">independent of the district\u2019s municipal government<\/a>. But it also carries about <a href=\"https:\/\/www.wsscwater.com\" rel=\"nofollow noopener\" target=\"_blank\">60 million gallons of wastewater<\/a> daily from areas near Dulles Airport in Virginia and portions of Montgomery County, Maryland, to its D.C. treatment plant, which discharges treated water into the Potomac River. Local and state authorities in those areas all play roles in response, monitoring and maintenance of the system in their regions.<\/p>\n<p>Each entity has its own planning, budget and priorities. The complexity can <a href=\"https:\/\/www.acus.gov\/document\/improving-coordination-related-agency-responsibilities\" rel=\"nofollow noopener\" target=\"_blank\">create inconsistent standards<\/a>, unequal investment and gaps in emergency planning.<\/p>\n<p>            <a href=\"https:\/\/images.theconversation.com\/files\/729675\/original\/file-20260413-71-15fy5i.jpg?ixlib=rb-4.1.0&amp;q=45&amp;auto=format&amp;w=1000&amp;fit=clip\" rel=\"nofollow noopener\" target=\"_blank\"><img decoding=\"async\" alt=\"Signs carry warnings in English and Spanish, telling people to stay away from the water, which is contaminated with sewage.\" src=\"https:\/\/www.newsbeep.com\/ie\/wp-content\/uploads\/2026\/04\/file-20260413-71-15fy5i.jpg\" class=\"native-lazy\" loading=\"lazy\"  \/><\/a><\/p>\n<p>              When sewage spills happen, signs warn the public in clear terms about the danger.<br \/>\n              <a class=\"source\" href=\"https:\/\/www.gettyimages.com\/detail\/news-photo\/notice-alerting-of-a-sewage-overflow-in-the-area-is-seen-on-news-photo\/2264986163\" rel=\"nofollow noopener\" target=\"_blank\">Heather Diehl\/Getty Images<\/a><\/p>\n<p>More storms and collapses are coming<\/p>\n<p>Changing environmental conditions are a present reality. Across the Eastern Seaboard, Southeast and Midwest, heavy downpours are <a href=\"https:\/\/theconversation.com\/what-if-texas-destructive-tax-day-flood-had-centered-on-inner-houston-instead-its-why-cities-should-plan-for-the-improbable-279964\" rel=\"nofollow noopener\" target=\"_blank\">more intense and unpredictable<\/a>. Past designs for sewage systems are <a href=\"https:\/\/www.asce.org\/publications-and-news\/civil-engineering-source\/civil-engineering-magazine\/article\/2021\/01\/florida-city-hastens-to-repair-its-aging-sewer-network\" rel=\"nofollow noopener\" target=\"_blank\">not big enough to handle the amount of water<\/a> involved in the most extreme storms.<\/p>\n<p>Preventive investment in repairs and upgrades may lack glamour, but I believe it is far less costly and disruptive than emergency repairs.<\/p>\n<p>Moreover, infrastructure failures disproportionately affect those least able to absorb the impacts. My work has found that people who live in neighborhoods whose public services are neglected in other ways are also <a href=\"https:\/\/doi.org\/10.1089\/env.2020.0054\" rel=\"nofollow noopener\" target=\"_blank\">more likely to have neglected sewer systems<\/a>, including basement backups and service disruptions, often with little official attention.<\/p>\n<p>The spill into the Potomac has contaminated the region of the nation\u2019s capital; its health reflects public priorities.
