{"id":409429,"date":"2026-04-21T04:35:18","date_gmt":"2026-04-21T04:35:18","guid":{"rendered":"https:\/\/www.newsbeep.com\/ie\/409429\/"},"modified":"2026-04-21T04:35:18","modified_gmt":"2026-04-21T04:35:18","slug":"penalties-of-more-than-e17m-imposed-on-bus-rail-luas-operators-for-missing-targets-the-irish-times","status":"publish","type":"post","link":"https:\/\/www.newsbeep.com\/ie\/409429\/","title":{"rendered":"Penalties of more than \u20ac17m imposed on bus, rail, Luas operators for missing targets \u2013 The Irish Times"},"content":{"rendered":"<p class=\"c-paragraph paywall \">Financial penalties of more than \u20ac17 million were applied to the operators of State-subsidised bus, rail and Luas services in 2024, figures provided by the <a href=\"https:\/\/www.irishtimes.com\/tags\/national-transport-authority\/\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/www.irishtimes.com\/tags\/national-transport-authority\/\">National Transport Authority<\/a> (NTA) and the <a href=\"https:\/\/www.irishtimes.com\/tags\/department-of-transport\/\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/www.irishtimes.com\/tags\/department-of-transport\/\">Department of Transport<\/a> show.<\/p>\n<p class=\"c-paragraph paywall \"><a href=\"https:\/\/www.irishtimes.com\/tags\/bus-eireann\/\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/www.irishtimes.com\/tags\/bus-eireann\/\">Bus \u00c9ireann<\/a> lost close to \u20ac5 million under performance-related deductions, while <a href=\"https:\/\/www.irishtimes.com\/tags\/dublin-bus\/\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/www.irishtimes.com\/tags\/dublin-bus\/\">Dublin Bus<\/a> had penalties of \u20ac4.6 million imposed.<\/p>\n<p class=\"c-paragraph paywall \">The figures show that <a href=\"https:\/\/www.irishtimes.com\/tags\/irish-rail\/\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/www.irishtimes.com\/tags\/irish-rail\/\">Irish Rail<\/a> had deductions of \u20ac3.7 million imposed, while <a href=\"https:\/\/www.irishtimes.com\/tags\/luas\/\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/www.irishtimes.com\/tags\/luas\/\">Luas<\/a> had penalties of \u20ac2.1 million and <a href=\"https:\/\/www.irishtimes.com\/tags\/go-ahead\/\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/www.irishtimes.com\/tags\/go-ahead\/\">Go-Ahead<\/a> more than \u20ac1.3 million.<\/p>\n<p class=\"c-paragraph paywall \">Under NTA contracts for the public service obligation routes \u2013 those services with a State subsidy \u2013 performance-related deductions can be made where an operator fails to meet minimum standards. There are also incentive payments included for operators who exceed minimum standards.<\/p>\n<p class=\"c-paragraph paywall \">The Department of Transport also said in a letter to the D\u00e1il <a href=\"https:\/\/www.irishtimes.com\/tags\/public-accounts-committee\/\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/www.irishtimes.com\/tags\/public-accounts-committee\/\">Public Accounts Committee<\/a> (PAC) that passenger numbers were continuing to surge across <a href=\"https:\/\/www.irishtimes.com\/tags\/public-transport\/\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/www.irishtimes.com\/tags\/public-transport\/\">public transport<\/a> services, up more than five per cent in the first part of this year.<\/p>\n<p class=\"c-paragraph paywall \">It said punctuality was also better among operators of State transport contracts, with Bus \u00c9ireann in particular achieving significant improvements.<\/p>\n<p class=\"c-paragraph paywall \">The department said the NTA closely monitored the performance of all public transport operators.<\/p>\n<p class=\"c-paragraph paywall \">\u201cWhere performance declines, penalties are applied rigorously unless the underlying cause is outside the operator\u2019s control. For example, if a bus service fails to operate due to reasons within the operator\u2019s control, a deduction is applied equivalent to the cost of the cancelled service.\u201d<\/p>\n<p class=\"c-paragraph paywall \">The Department of Transport said the minimum performance standards included reliability \u2013 determined using a metric called lost kilometre rate \u2013 which outlines the percentage of services that failed to operate for reasons within the control of the operator, and regularity \u2013 which is measured by excess wait time.<\/p>\n<p class=\"c-paragraph b-it-article-body__interstitial-link\">[\u00a0<a aria-label=\"Open related story\" class=\"c-link\" href=\"https:\/\/www.irishtimes.com\/transport\/2026\/04\/17\/luas-cork-new-preferred-route-for-2bn-line-would-split-cork-university-hospital-campus\/\" rel=\"noreferrer nofollow noopener\" target=\"_blank\">Luas Cork: New preferred route for \u20ac2bn line would split Cork University Hospital campusOpens in new window<\/a>\u00a0]<\/p>\n<p class=\"c-paragraph paywall \">The department told the PAC that punctuality was another key performance indicator, while other factors such as bus vehicle performance, bus driver performance, bus cleanliness, bus equipment performance and customer care were also measured.<\/p>\n<p class=\"c-paragraph paywall \">\u201cIt is important to note regarding reliability and frequency that the Department of Transport, the NTA and the operators acknowledge there have been recent challenges across the bus sector \u2013 often due to traffic congestion, driver or mechanic shortages, or unforeseen incidents. <\/p>\n<p class=\"c-paragraph paywall \">\u201cThe department is working closely with the National Transport Authority to try to address these issues through initiatives such as the public transport workforce taskforce, which aims to address recruitment challenges for drivers and mechanics; and planned improvements to the vehicle location system.\u201d<\/p>\n<p class=\"c-paragraph paywall \">The department said a planned  next-generation system also aimed to enhance the accuracy of real-time passenger information.<\/p>\n<p class=\"c-paragraph paywall \">The Department of Transport said  Minister <a href=\"https:\/\/www.irishtimes.com\/tags\/darragh-obrien\/\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/www.irishtimes.com\/tags\/darragh-obrien\/\">Darragh O\u2019Brien<\/a> had in March convened a meeting to consider the issue of congestion in the Greater Dublin Area in conjunction with key agencies, operators and local authorities.
