{"id":409841,"date":"2026-04-21T10:37:13","date_gmt":"2026-04-21T10:37:13","guid":{"rendered":"https:\/\/www.newsbeep.com\/ie\/409841\/"},"modified":"2026-04-21T10:37:13","modified_gmt":"2026-04-21T10:37:13","slug":"irish-savings-scheme-should-be-tax-free-for-young-adults-and-simple-for-all-says-think-tank-the-irish-times","status":"publish","type":"post","link":"https:\/\/www.newsbeep.com\/ie\/409841\/","title":{"rendered":"Irish savings scheme should be tax-free for young adults and simple for all, says think tank \u2013 The Irish Times"},"content":{"rendered":"<p class=\"c-paragraph paywall \">The Government\u2019s planned <a href=\"https:\/\/www.irishtimes.com\/business\/2026\/03\/31\/new-savings-and-investment-plan-will-only-carry-small-flat-tax\/\" target=\"_blank\" rel=\"noreferrer nofollow noopener\" title=\"https:\/\/www.irishtimes.com\/business\/2026\/03\/31\/new-savings-and-investment-plan-will-only-carry-small-flat-tax\/\">special savings scheme<\/a> should have tax-free products aimed at young adults, be simple in design and draw on examples from several countries, including the United Kingdom and Sweden, to ensure it is a success when launched next year, according to an <a href=\"https:\/\/www.irishtimes.com\/tags\/institute-of-international-and-european-affairs-iiea\/\" target=\"_blank\" rel=\"noreferrer nofollow noopener\" title=\"https:\/\/www.irishtimes.com\/tags\/institute-of-international-and-european-affairs-iiea\/\">Institute of International and European Affairs<\/a> (IIEA) paper. <\/p>\n<p class=\"c-paragraph paywall \">Personal investment accounts (PIA) must be easy to access, have tax obligations handled at source by providers rather than put the onus on individuals, have no minimum investment requirements for most products, and can be portable between providers, according to the paper, co-authored by IIEA chief economist Dan O\u2019Brien and IIEA researcher Ciar\u00e1n O\u2019Donohoe. <\/p>\n<p class=\"c-paragraph paywall \">The white paper, which has been developed in partnership with US financial services group BNY that administers billions of euros of assets in Dublin and Cork, also says consumers should be offered a wide variety of PIA products. <\/p>\n<p class=\"c-paragraph paywall \">Minister for Finance <a href=\"https:\/\/www.irishtimes.com\/tags\/simon-harris\/\" rel=\"nofollow noopener\" title=\"https:\/\/www.irishtimes.com\/tags\/simon-harris\/\" target=\"_blank\">Simon Harris<\/a> said in late March that the planned Irish regime will carry an annual flat-rate tax to the value of assets held in the account above a tax-free threshold that is likely to be set in the budget later this year. <\/p>\n<p class=\"c-paragraph paywall \">The Minister said this flat rate of tax could potentially serve as the sole form of taxation on investments made through the new account.<\/p>\n<p class=\"c-paragraph paywall \">The aim is that all investments made within the account would receive consistent tax treatment and account providers would be required to administer the tax to help remove complexity for investors.<\/p>\n<p class=\"c-paragraph paywall \">The Irish plan is in line with a push by the European Commission for EU member states to adopt tax-friendly models <a href=\"https:\/\/www.irishtimes.com\/business\/2026\/03\/31\/new-savings-and-investment-plan-will-only-carry-small-flat-tax\/\" target=\"_blank\" rel=\"noreferrer nofollow noopener\" title=\"https:\/\/www.irishtimes.com\/business\/2026\/03\/31\/new-savings-and-investment-plan-will-only-carry-small-flat-tax\/\">to encourage individuals to invest<\/a>.<\/p>\n<p class=\"c-paragraph paywall \">Irish households had \u20ac161.9 billion on deposit with banks at the end of 2025, mostly earning little or nothing by way of interest in current and on-demand deposit accounts.<\/p>\n<p><img decoding=\"async\" alt=\"\" class=\"c-image audio_image\" src=\"https:\/\/www.newsbeep.com\/ie\/wp-content\/uploads\/2025\/11\/1754647931518-c07d65db-55b5-463e-ae51-976300c5837e.jpeg\"\/>Has the fuel protest shown that the loudest lobby generally gets what they want?<\/p>\n<p class=\"c-paragraph paywall \">\u201cIt is critical that simplicity is at the core of a PIA product for Ireland.
