{"id":410191,"date":"2026-04-21T15:19:12","date_gmt":"2026-04-21T15:19:12","guid":{"rendered":"https:\/\/www.newsbeep.com\/ie\/410191\/"},"modified":"2026-04-21T15:19:12","modified_gmt":"2026-04-21T15:19:12","slug":"national-debt-down-but-we-still-owe-e38460-per-person-the-irish-times","status":"publish","type":"post","link":"https:\/\/www.newsbeep.com\/ie\/410191\/","title":{"rendered":"National debt down but we still owe \u20ac38,460 per person \u2013 The Irish Times"},"content":{"rendered":"<p class=\"c-paragraph paywall \">t<\/p>\n<p class=\"c-paragraph paywall \">The State shaved \u20ac5.7 billion off its national debt last year, reducing it to pre-pandemic levels, figures from the <a href=\"https:\/\/www.irishtimes.com\/tags\/central-statistics-office\/\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/www.irishtimes.com\/tags\/central-statistics-office\/\">Central Statistics Office<\/a> (CSO) show.<\/p>\n<p class=\"c-paragraph paywall \">As a result, the State owes about \u20ac38,460 on average per person, down from about \u20ac40,070 a year earlier, due to a mix of population changes and strong budgetary finances.  <\/p>\n<p class=\"c-paragraph paywall \">Government finance statistics for 2025, published on Tuesday, show a surplus of \u20ac11.2 billion in the State\u2019s coffers, the fourth year in a row in which we recorded a surplus. <\/p>\n<p class=\"c-paragraph paywall \">Taken together, the period 2022-2025 generated a surplus of just over \u20ac50 billion, driven by tax receipts of almost \u20ac400 billion.<\/p>\n<p class=\"c-paragraph paywall \">As a result of last year\u2019s surplus, gross debt fell by \u20ac5.7 billion to \u20ac209.9 billion, while the population in Ireland rose by 78,300 people and stood at 5,458,600 people as of April last year. <\/p>\n<p class=\"c-paragraph paywall \">Notionally, each individual owes about \u20ac38,460 on average, down from \u20ac40,070 a year earlier.<\/p>\n<p class=\"c-paragraph b-it-article-body__interstitial-link\">[\u00a0<a aria-label=\"Open related story\" class=\"c-link\" href=\"https:\/\/www.irishtimes.com\/politics\/2026\/04\/21\/state-surplus-set-to-grow-to-9bn-latest-government-forecast-shows\/\" rel=\"noreferrer nofollow noopener\" target=\"_blank\">State surplus set to grow to \u20ac9bn, latest Government forecast showsOpens in new window<\/a>\u00a0]<\/p>\n<p class=\"c-paragraph paywall \">The national debt last year equated to 62 per cent of national income as measured by the CSO\u2019s bespoke economic growth measure of gross national income.<\/p>\n<p class=\"c-paragraph paywall \">The CSO data also shows State expenditure was up by \u20ac8.1 billion, or 6.5 per cent, in the year to \u20ac133.8 billion.<\/p>\n<p class=\"c-paragraph paywall \">Capital investment increased by \u20ac3 billion, or 21.2 per cent, while pay increases contributed to a rise in the compensation of employees of \u20ac2.1 billion, or 6.3 per cent.<\/p>\n<p><img decoding=\"async\" alt=\"\" class=\"c-image audio_image\" src=\"https:\/\/www.newsbeep.com\/ie\/wp-content\/uploads\/2025\/11\/1754647931518-c07d65db-55b5-463e-ae51-976300c5837e.jpeg\"\/>Has the fuel protest shown that the loudest lobby generally gets what they want?<\/p>\n<p class=\"c-paragraph paywall \">Social benefits increased by \u20ac500 million, or 1.2 per cent, while capital transfers, which include investment grants to semi-state enterprises, stood at \u20ac5.1 billion,  an increase of \u20ac2.3 billion or 84.4 per cent.<\/p>\n<p class=\"c-paragraph paywall \">Interest expenditure fell by \u20ac300 million, which was consistent with the decrease in general government debt.<\/p>\n<p class=\"c-paragraph paywall \">Government revenue fell to \u20ac145.1 billion in the year, which was a decrease of \u20ac4 billion on 2024. <\/p>\n<p class=\"c-paragraph b-it-article-body__interstitial-link\">[\u00a0<a aria-label=\"Open related story\" class=\"c-link\" href=\"https:\/\/www.irishtimes.com\/business\/economy\/2026\/04\/21\/increasing-surplus-will-mean-relentless-pressure-on-coalition-to-spend-more\/\" rel=\"noreferrer nofollow noopener\" target=\"_blank\">Increasing surplus will mean relentless pressure on Coalition to spend moreOpens in new window<\/a>\u00a0]<\/p>\n<p class=\"c-paragraph paywall \">However, it should be noted the 2024 accounts included one-off revenue of \u20ac14.2 billion arising from the <a href=\"https:\/\/www.irishtimes.com\/tags\/apple\/\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/www.irishtimes.com\/tags\/apple\/\">Apple <\/a>ruling in the Court of Justice of the European Union. Excluding the Apple money, revenue increased by \u20ac10.3 billion, or 6.9 per cent.<\/p>\n<p class=\"c-paragraph paywall \">Direct taxes, which includes both income and corporation tax, reached \u20ac73 billion and accounted for \u20ac6.7 billion of the increase in tax revenue.<\/p>\n<p class=\"c-paragraph paywall \">The \u20ac32.9 billion corporation tax figure represented a \u20ac4.8 billion, or 17.2 per cent, increase on 2024. <\/p>\n<p class=\"c-paragraph paywall \">Corporation tax receipts have doubled since 2021. Income tax has also continued to increase, rising by \u20ac1.6 billion, or 4.4 per cent, to \u20ac36.9 billion for the year.<\/p>\n<p class=\"c-paragraph paywall \">Indirect taxes, which includes VAT, grew by 5 per cent, to \u20ac37.6 billion. Social contributions, which are mainly made up of pay related social insurance (PRSI), were \u20ac24.6 billion in the year, an increase of \u20ac1.6 billion, or 7.1 per cent.<\/p>\n<p class=\"c-paragraph paywall \">The figures show the value of the State\u2019s assets in equity and investment fund shares stood at \u20ac32 billion, which represented a year-on-year fall of \u20ac2.3 billion.<\/p>\n<p class=\"c-paragraph paywall \">This was largely explained by a net sell-off by the Ireland Strategic Investment Fund of the remaining shares held by the State in AIB. <\/p>\n<p class=\"c-paragraph paywall \">Investment in debt securities rose significantly, with holdings standing at \u20ac42.8 billion at the end of the year.
