{"id":411471,"date":"2026-04-22T09:02:10","date_gmt":"2026-04-22T09:02:10","guid":{"rendered":"https:\/\/www.newsbeep.com\/ie\/411471\/"},"modified":"2026-04-22T09:02:10","modified_gmt":"2026-04-22T09:02:10","slug":"irish-rail-board-voices-concerns-over-e36m-it-project-the-irish-times","status":"publish","type":"post","link":"https:\/\/www.newsbeep.com\/ie\/411471\/","title":{"rendered":"Irish Rail board voices concerns over \u20ac36m IT project \u2013 The Irish Times"},"content":{"rendered":"<p class=\"c-paragraph paywall \">The board of <a href=\"https:\/\/www.irishtimes.com\/tags\/irish-rail\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/www.irishtimes.com\/tags\/irish-rail\">Irish Rail<\/a> has expressed strong concerns at indications that the full delivery of a new information technology (IT) system to regulate train movements countrywide \u2013 on which \u20ac31.5 million has already been spent \u2013 could be in doubt.<\/p>\n<p class=\"c-paragraph paywall \">Directors were told in early February that it would be January 2027 at the earliest and possibly summer next year before the first part of the train management system \u2013 covering the line to Rosslare, known as commissioning phase one (CP1) \u2013 would be in place.<\/p>\n<p class=\"c-paragraph paywall \">Official minutes show that the then Irish Rail chairman, Steve Murphy, and project director Jason Lacey told the board they had concerns about the ability of IT contractor, Indra Group, to deliver the remaining seven phases of the project.<\/p>\n<p><img decoding=\"async\" alt=\"\" class=\"c-image audio_image\" src=\"https:\/\/www.newsbeep.com\/ie\/wp-content\/uploads\/2025\/11\/1754647931518-c07d65db-55b5-463e-ae51-976300c5837e.jpeg\"\/>Has the fuel protest shown that the loudest lobby generally gets what they want?<\/p>\n<p class=\"c-paragraph paywall \">The <a href=\"https:\/\/www.irishtimes.com\/tags\/national-transport-authority\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/www.irishtimes.com\/tags\/national-transport-authority\">National Transport Authority (NTA)<\/a> also told the D\u00e1il Public Accounts Committee in recent days that it was likely to cost more than the \u20ac36 million agreed in 2024 to deliver the full train management system. <\/p>\n<p class=\"c-paragraph paywall \">Indra said it was working in close partnership with Irish Rail and remained on track against agreed milestones, in line with the latest baseline plan currently in force. <\/p>\n<p class=\"c-paragraph paywall \">It said the company had commercial operations in 140 markets and in the rail sector had been successfully delivering comparable projects since 2001. <\/p>\n<p class=\"c-paragraph paywall \">This system, dubbed by Minister for Transport Darragh O\u2019Brien as \u201cthe brain of the railway network\u201d, forms a key part of an overall \u20ac200 million national train control centre being developed at Heuston Station.<\/p>\n<p class=\"c-paragraph paywall \">However, the development of software for the train management system has been beset by delays.<\/p>\n<p class=\"c-paragraph paywall \">Official minutes show Lacey told the board he was not \u201coverly confident\u201d the January 2027 commissioning date would be achieved.<\/p>\n<p class=\"c-paragraph paywall \">\u201cIt was noted that there is a risk that CP1 may not be completed until summer 2027. And the programme for completion of the remaining CP2 \u2013 CP8 phases is unlikely to be updated until CP1 has been achieved.\u201d<\/p>\n<p class=\"c-paragraph paywall \">The minutes state that it was originally envisaged the management system would be substantially deployed by the end of 2024.<\/p>\n<p class=\"c-paragraph paywall \">The board was told that the first phase \u201crepresents a very small percentage of the train management system scope of work\u201d.<\/p>\n<p class=\"c-paragraph paywall \">The board minutes show that Lacey warned he had significant concerns about Indra\u2019s ability to deliver the later phases of the overall project, known as CP 2-8, based on what he had seen to date.<\/p>\n<p class=\"c-paragraph paywall \">The minutes maintain Irish Rail directors \u201cnoted that this is a very concerning development\u201d.<\/p>\n<p class=\"c-paragraph paywall \">The minutes state then board chairman, Murphy, \u201cadvised that he had expressed his concerns about Indra\u2019s ability to complete the train management system\u201d and offered Indra the opportunity to work with one of the rail company\u2019s signalling suppliers.<\/p>\n<p class=\"c-paragraph paywall \">Board directors sought management to update the NTA on Irish Rail\u2019s assessment of Indra\u2019s ability to deliver the full prospect.<\/p>\n<p class=\"c-paragraph paywall \">Irish Rail said it continued to work with Indra to progress CP1 and the matter was being kept under review in close liaison with the NTA as approving authority.<\/p>\n<p class=\"c-paragraph paywall \">The NTA told the D\u00e1il Committee of Public Accounts that software for the CP1 phase was due to be handed over to Irish Rail in April for testing, which could take three months.<\/p>\n<p class=\"c-paragraph paywall \">It said it could take another six months for the system to go through safety processes, including with the Commission for Railway Regulation.<\/p>\n<p class=\"c-paragraph paywall \">The NTA suggested the development of the later phases could take two years.<\/p>\n<p class=\"c-paragraph paywall \">Committee of Public Accounts chairman John Brady (Sinn F\u00e9in) said he was \u201cdeeply concerned\u201d at the revelations in the Irish Rail minutes. He said these could have huge ramifications for value for money and for plans to expand train services. <\/p>\n<p class=\"c-paragraph paywall \">Fine Gael TD Grace Boland, who pushed the committee to look for the documentation, said a project \u201cthat was meant to be largely complete in 2024 may not even deliver its most basic phase until 2027that .<\/p>\n<p class=\"c-paragraph paywall \">\u201cWhat is even more concerning is the admission that there are significant concerns about the contractor\u2019s ability to deliver the remaining phases, which make up the vast majority of the project.
