{"id":413105,"date":"2026-04-23T07:55:08","date_gmt":"2026-04-23T07:55:08","guid":{"rendered":"https:\/\/www.newsbeep.com\/ie\/413105\/"},"modified":"2026-04-23T07:55:08","modified_gmt":"2026-04-23T07:55:08","slug":"seasoned-drivers-treated-like-learners-due-to-irelands-licence-rules-the-irish-times","status":"publish","type":"post","link":"https:\/\/www.newsbeep.com\/ie\/413105\/","title":{"rendered":"Seasoned drivers treated like learners due to Ireland\u2019s licence rules \u2013 The Irish Times"},"content":{"rendered":"<p class=\"c-paragraph paywall \">Melissa MacKinnon and her husband Michael Hogan always planned to move to Ireland to be closer to his family, but the political situation in the US sped up the process. <\/p>\n<p class=\"c-paragraph paywall \">MacKinnon (53) and Hogan (56) lived in Los Angeles for 18 years before relocating to his native Killaloe, <a href=\"https:\/\/www.irishtimes.com\/tags\/clare\/\" target=\"_blank\" rel=\"noreferrer nofollow noopener\" title=\"https:\/\/www.irishtimes.com\/tags\/clare\/\">Co Clare<\/a>, in 2022. <\/p>\n<p class=\"c-paragraph paywall \">The <a href=\"https:\/\/www.irishtimes.com\/tags\/united-states\/\" target=\"_blank\" rel=\"noreferrer nofollow noopener\" title=\"https:\/\/www.irishtimes.com\/tags\/united-states\/\">US<\/a> was in between Trump presidencies then and MacKinnon \u201chad a feeling it was going to happen again\u201d.<\/p>\n<p class=\"c-paragraph paywall \">\u201cHe was not in office when we moved but I saw that, either by hook or by crook, he was going to get himself back in there. I didn\u2019t want to be in the US when that happened,\u201d she says. <\/p>\n<p class=\"c-paragraph paywall \">The couple are among the thousands of people who move from the US to Ireland annually. There was <a href=\"https:\/\/www.irishtimes.com\/ireland\/2025\/08\/26\/number-of-immigrants-arriving-in-state-falls-by-16\/\" rel=\"nofollow noopener\" title=\"https:\/\/www.irishtimes.com\/ireland\/2025\/08\/26\/number-of-immigrants-arriving-in-state-falls-by-16\/\" target=\"_blank\">a 96 per cent increase in the numbers <\/a>making the switch (from 4,900 to 9,600) between April 2024 and last April, according to Central Statistics Office figures. <\/p>\n<p class=\"c-paragraph paywall \">Relocations and returns take considerable planning. Finding accommodation and employment were among the most pressing tasks for MacKinnon and Hogan, but proved more straightforward than something further down their list of priorities: getting driving licences.<\/p>\n<p class=\"c-paragraph paywall \">\u201cI don\u2019t think anybody, when they\u2019re doing their research to come over here, even thinks twice about a driver\u2019s licence,\u201d MacKinnon says. <\/p>\n<p class=\"c-paragraph paywall \">Both have been driving for more than 30 years and expected they would be able to exchange their US licences for Irish ones or, at the very least, not have to \u201cstart from scratch\u201d.<\/p>\n<p class=\"c-paragraph paywall \">MacKinnon says they respect the laws and regulations but it does not \u201cmake sense\u201d to treat seasoned motorists the same as learners, particularly when there are long <a href=\"https:\/\/www.irishtimes.com\/ireland\/2026\/03\/24\/dun-laoghaire-has-longest-driving-test-waiting-time-at-21-weeks-followed-by-mulhuddart-at-20\/\" target=\"_blank\" rel=\"noreferrer nofollow noopener\" title=\"https:\/\/www.irishtimes.com\/ireland\/2026\/03\/24\/dun-laoghaire-has-longest-driving-test-waiting-time-at-21-weeks-followed-by-mulhuddart-at-20\/\">waiting lists to sit a driving test<\/a>. <\/p>\n<p class=\"c-paragraph paywall \">Before moving to the US, Hogan had an Irish licence for about 20 years but it expired before he returned. The process of obtaining new licences took almost two years, MacKinnon says, and \u201cnegatively impacted our ability to work and live here\u201d.<\/p>\n<p class=\"c-paragraph paywall \">She works in administration and Hogan runs a food truck, so driving is essential for his job. The couple were lucky Hogan had relatives who could give them lifts, she says, but \u201cnot everybody has that luxury\u201d. <\/p>\n<p class=\"c-paragraph paywall \">Since obtaining her licence, she says motor insurance has been \u201cthrough the roof\u201d as she is treated the same as a novice driver. <\/p>\n<p class=\"c-paragraph paywall \">People who move to Ireland and hold a driving licence from countries including the US can drive on Irish roads for up to a year. After that period, people from certain countries (or certain regions of Canada) can exchange their licence for an Irish one. However, the US is not among them. Holders of foreign licences who cannot exchange their licence here may be eligible to take six driving lessons <a href=\"https:\/\/www.rsa.ie\/help-support\/online-support-centre\/details\/learner-permits-driving-licences\/learner-permits\/reduced-edt---who-can-apply-and-how-to-apply\" rel=\"nofollow noopener\" target=\"_blank\">instead of the usual 12<\/a> for a learner. <\/p>\n<p class=\"c-paragraph paywall \">MacKinnon says she understands the value of drivers from other countries taking a theory test, so they are up to speed with Irish rules and road signage. However, she believes \u201cthere\u2019s got to be some sort of happy medium there, or some way to expedite it for people who need to get to jobs and need to drive their kids to doctors\u2019 appointments\u201d.<\/p>\n<p class=\"c-paragraph paywall \">A new report says thousands of experienced drivers like her \u201cface an unnecessarily burdensome process to get an Irish driving licence\u201d, which \u201ccreates a significant financial burden and impacts their ability to travel to work and live their lives\u201d.<\/p>\n<p class=\"c-paragraph paywall \">The Irish-US Driver\u2019s License Exchange Campaign, a group with US and Irish members, on Wednesday sent a report on the issue to Minister for Transport Darragh O\u2019Brien and the <a href=\"https:\/\/www.irishtimes.com\/tags\/road-safety-authority\/\" target=\"_blank\" rel=\"noreferrer nofollow noopener\" title=\"https:\/\/www.irishtimes.com\/tags\/road-safety-authority\/\">Road Safety Authority<\/a> (RSA) \u201cfor urgent review and action\u201d.<\/p>\n<p class=\"c-paragraph paywall \">It makes a number of recommendations including that Ireland should prioritise licence-exchange agreements with US states that already have reciprocal arrangements with other EU countries. It also calls for statutory instruments to be amended to allow for unilateral and reciprocal foreign licence recognition, and for \u201creinstatement\u201d of Irish driving licences that have been expired for more than 10 years if the person holds a current licence from another country.<\/p>\n<p class=\"c-paragraph paywall \">The report was co-authored by Larry Donnelly, an Irish-American law lecturer, and Damian Greene, a Cork-based pharmaceutical consultant.<\/p>\n<p><img decoding=\"async\" data-chromatic=\"ignore\" alt=\"Damian Greene and his wife Joyce emigrated from Ireland in 1988, before&#xA0;returning in 2019. In 2012, they relocated to Belgium and were able to exchange their US licences for Belgian ones. They returned to Ireland in 2019.<\/p>\n<p class=\"c-paragraph paywall \">\u201cWe drove in Ireland for six years on our Belgian licences, as is the EU law,\u201d Greene says.<\/p>\n<p class=\"c-paragraph paywall \">When these were due for renewal, he says the RSA told them this could not be done \u201cbecause they would not recognise my US driving licence that had been exchanged\u201d.<\/p>\n<p class=\"c-paragraph paywall \">Greene says this came as \u201ca major shock\u201d as he and Joyce had been driving in Ireland without issue for years. They live in Schull, Co Cork and found being unable to drive very difficult and isolating. Limited public transport options left them relying on lifts from neighbours to go buy groceries and other essentials. <\/p>\n<p class=\"c-paragraph paywall \">Greene has since secured an Irish driving licence and Joyce is in the process of getting hers. He described taking driving lessons after 45 years of motoring as \u201can interesting life experience\u201d.<\/p>\n<p class=\"c-paragraph paywall \">He says the  campaign\u2019s report offers \u201cpractical\u201d and \u201cpragmatic\u201d solutions to the issue. Members of the group are due to present their findings to TDs and Senators in Leinster House next Tuesday, April 28th.<\/p>\n<p class=\"c-paragraph paywall \"> It was founded by Safe Home Ireland, a diaspora organisation funded by the Department of Foreign Affairs that provides services for ex-pats returning to Ireland.<\/p>\n<p class=\"c-paragraph paywall \">Ciar\u00e1n Staunton, committee co-chair, says many ex-pats do not realise they cannot exchange their US driving licence when they return to Ireland. <\/p>\n<p class=\"c-paragraph paywall \">He welcomes a commitment in the programme for government to examine \u201creciprocal driving licence arrangements with the USA, Australia and Canada\u201d, but does not believe it is a priority.<\/p>\n<p class=\"c-paragraph paywall \">\u201cI am getting a lot of excuses but no answers or solutions,\u201d he says. \u201cIf EU countries have these deals \u2013 and Ireland\u2019s a member of the EU \u2013 why can\u2019t Ireland?\u201d<\/p>\n<p class=\"c-paragraph paywall \">The Department of Transport was contacted for comment. <\/p>\n<p class=\"c-paragraph paywall \">It <a href=\"https:\/\/www.irishtimes.com\/environment\/2025\/05\/05\/drivers-push-to-swap-us-licences-for-irish-ones-amid-test-backlog\/\" rel=\"nofollow noopener\" target=\"_blank\">previously said<\/a> Ireland has a licence-exchange agreement with Australia and seven of the 10 Canadian provinces, but the US system was more complicated as arrangements operate at state rather than federal level.<\/p>\n<p class=\"c-paragraph paywall \">\u201cThis means that there are 50 licensing systems, with widely varying testing standards and road safety performance,\u201d it said.<\/p>\n<p class=\"c-paragraph paywall \">The RSA said that reaching exchange agreements with non-EU countries was \u201ca technical process, not a political process\u201d and that for agreements to be reached, licensing authorities in both countries must compare licensing regimes to ensure they are compatible, a process that can take up to two years.<\/p>\n<p class=\"c-paragraph paywall \">It said it had explored reaching an agreement with the US but found it would \u201cnot be feasible\u201d as agreement with any one state would involve taking into account exchange agreements between that state and the other 49.<\/p>\n<p class=\"c-paragraph paywall \">The State agency did, however, say it was at \u201cvarying stages of engagement\u201d with New York, Massachusetts and New Jersey on a licence agreement and \u201cwill continue these engagements over the coming years\u201d.<\/p>\n","protected":false},"excerpt":{"rendered":"Melissa MacKinnon and her husband Michael Hogan always planned to move to Ireland to be closer to his&hellip;\n","protected":false},"author":2,"featured_media":413106,"comment_status":"","ping_status":"","sticky":false,"template":"","format":"standard","meta":{"footnotes":""},"categories":[2],"tags":[8383,24457,5005,68252,61,60,32691,43,812],"class_list":{"0":"post-413105","1":"post","2":"type-post","3":"status-publish","4":"format-standard","5":"has-post-thumbnail","7":"category-ireland","8":"tag-america","9":"tag-car","10":"tag-co-clare","11":"tag-driving","12":"tag-ie","13":"tag-ireland","14":"tag-killaloe","15":"tag-news","16":"tag-usa"},"_links":{"self":[{"href":"https:\/\/www.newsbeep.com\/ie\/wp-json\/wp\/v2\/posts\/413105","targetHints":{"allow":["GET"]}}],"collection":[{"href":"https:\/\/www.newsbeep.com\/ie\/wp-json\/wp\/v2\/posts"}],"about":[{"href":"https:\/\/www.newsbeep.com\/ie\/wp-json\/wp\/v2\/types\/post"}],"author":[{"embeddable":true,"href":"https:\/\/www.newsbeep.com\/ie\/wp-json\/wp\/v2\/users\/2"}],"replies":[{"embeddable":true,"href":"https:\/\/www.newsbeep.com\/ie\/wp-json\/wp\/v2\/comments?post=413105"}],"version-history":[{"count":0,"href":"https:\/\/www.newsbeep.com\/ie\/wp-json\/wp\/v2\/posts\/413105\/revisions"}],"wp:featuredmedia":[{"embeddable":true,"href":"https:\/\/www.newsbeep.com\/ie\/wp-json\/wp\/v2\/media\/413106"}],"wp:attachment":[{"href":"https:\/\/www.newsbeep.com\/ie\/wp-json\/wp\/v2\/media?parent=413105"}],"wp:term":[{"taxonomy":"category","embeddable":true,"href":"https:\/\/www.newsbeep.com\/ie\/wp-json\/wp\/v2\/categories?post=413105"},{"taxonomy":"post_tag","embeddable":true,"href":"https:\/\/www.newsbeep.com\/ie\/wp-json\/wp\/v2\/tags?post=413105"}],"curies":[{"name":"wp","href":"https:\/\/api.w.org\/{rel}","templated":true}]}}
