We believe quality journalism should be available to everyone, paid for by those who can afford it.<\/p>\n<p>Your support makes all the difference.Read more<\/p>\n<p><a href=\"https:\/\/www.independent.co.uk\/topic\/south-africa\" rel=\"nofollow noopener\" target=\"_blank\">South Africa<\/a> has decided to withdraw its draft national <a href=\"https:\/\/www.independent.co.uk\/topic\/ai\" rel=\"nofollow noopener\" target=\"_blank\">AI<\/a> policy after it was found that some of the rules were AI-generated, <a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.independent.co.uk\/news\/uk\/home-news\/chatgot-woman-court-case-ai-b2462142.html\">citing fictional sources<\/a>.<\/p>\n<p>Communications minister, Solly Malatsi, withdrew the draft policy after finding that at least 6 of its 67 academic citations were <a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.independent.co.uk\/news\/deloitte-australian-melbourne-work-b2840687.html\">AI-generated<\/a> <a href=\"https:\/\/www.independent.co.uk\/topic\/hallucinations\" rel=\"nofollow noopener\" target=\"_blank\">hallucinations<\/a> that cited journal articles that don\u2019t exist.<\/p>\n<p>&#8220;The most plausible explanation is that <a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.independent.co.uk\/news\/google-ap-associated-press-muslims-united-states-b2554687.html\">AI-generated citations<\/a> were included without proper verification. \u200bThis should not have happened,&#8221; Mr Malatsi said.<\/p>\n<p>&#8220;This \u2060failure is not a mere technical issue but \u200bhas compromised the integrity and credibility of the \u200bdraft policy,&#8221; he wrote in a post on X.<\/p>\n<p>The draft policy was unveiled for public comments and sought to position the country as a leader in AI innovation, while attempting to address ethical, social, and \u200ceconomic \u2060challenges with AI use.<\/p>\n<p>It laid out plans to establish new institutions in the country to oversee AI use, including a national AI commission, an AI ethics board, and an AI regulatory authority.<\/p>\n<p><img decoding=\"async\" src=\"https:\/\/www.newsbeep.com\/ie\/wp-content\/uploads\/2026\/04\/Minister-of-Communications-and-Digital-Technologies-of-South-Africa-Solly-Malatsi-(R)-speaks.jpeg\"  loading=\"lazy\" alt=\"Minister of Communications and Digital Technologies of South Africa Solly Malatsi (R) speaks\" class=\"sc-1mc30lb-0 ggpMaE\"\/>Minister of Communications and Digital Technologies of South Africa Solly Malatsi (R) speaks (AFP via Getty Images)<\/p>\n<p>The draft rules also outlined plans for tax \u2060breaks, grants, and subsidies to encourage private-sector collaboration in building AI infrastructure in the country.<\/p>\n<p>It is expected to be revised before it is reissued for public comment.<\/p>\n<p>The issue came to light when South Africa\u2019s News24 found that at least six of the document\u2019s 67 academic citations did not exist, while the journals they referenced were real.<\/p>\n<p>Editors of the journals, including the South African Journal of Philosophy, AI &amp; Society, and the Journal of Ethics and Social Philosophy, confirmed independently that the cited articles were fake.<\/p>\n<p>The communications minister said there would be consequences for those responsible for drafting the \u200bpolicy.<\/p>\n<p>&#8220;This unacceptable lapse proves why vigilant \u2060human \u200boversight over the use of \u200bartificial intelligence is critical.
