{"id":450814,"date":"2026-05-15T20:45:08","date_gmt":"2026-05-15T20:45:08","guid":{"rendered":"https:\/\/www.newsbeep.com\/ie\/450814\/"},"modified":"2026-05-15T20:45:08","modified_gmt":"2026-05-15T20:45:08","slug":"ireland-among-46-countries-agreeing-to-send-asylum-seekers-to-third-country-hubs","status":"publish","type":"post","link":"https:\/\/www.newsbeep.com\/ie\/450814\/","title":{"rendered":"Ireland among 46 countries agreeing to send asylum seekers to third\u2011country hubs"},"content":{"rendered":"<p>Ireland, the UK, and 44 other European countries have signed an agreement that explicitly endorses plans to send unwanted  <a target=\"_blank\" rel=\"noopener noreferrer nofollow\" href=\"https:\/\/www.irishexaminer.com\/maintopics\/immigration_topic-5259679.html\">asylum seekers<\/a> to third country hubs.<\/p>\n<p>A political declaration from the 46 members of the Council of Europe, the body that oversees the European convention on human rights (ECHR), said states had an \u201cundeniable sovereign right\u201d to control their borders.<\/p>\n<p class=\"\">According to the seven-page document, countries should be free \u201cto address and potentially deter irregular migration\u201d.<\/p>\n<p class=\"\">It said: \u201cAmongst the forms of new approaches that have been envisaged by several member states are processing requests for international protection in a third country, third country \u2018return hubs\u2019, and co-operation with countries of transit.\u201d<\/p>\n<p class=\"\">The agreement also attempts to give more scope for countries to deport people to places where they may be in danger of inhuman or degrading treatment, and to limit courts\u2019 powers to intervene.<\/p>\n<p class=\"\">\u201cCaution should be exercised\u2026 when assessing whether the expulsion or extradition of an individual to a non-state party would violate a state\u2019s obligations under Article 3 of the convention,\u201d states the agreement.<\/p>\n<p class=\"\">The meeting of Council of Europe foreign ministers took place in Moldova to finalise the agreement, which is named after the capital, Chisinau.<\/p>\n<p class=\"\">Alain Berset, the secretary general of the Council of Europe, said discussions about removing people who arrived in Europe by irregular routes would take place during the conference \u201cat a multilateral level\u201d.<\/p>\n<p class=\"\">The EU has voted to allow the possibility of return hubs, with Austria, Denmark, Germany, Greece, and the Netherlands involved in talks.<\/p>\n<p class=\"\">Discussions have reportedly centred on 11 countries \u2014 Armenia, Egypt, Ethiopia, Ghana, Libya, Mauritania, Rwanda, Senegal, Tunisia, Uganda, and Uzbekistan.
