CNN-News18 has a copy of the government note.

The note says online gaming has now become “an integral part of everyday life”, driven by easy access through smartphones, computers and gaming consoles. While it makes clear that gaming “in moderation is not harmful”, the ministry warns that problems begin when gaming becomes compulsive, difficult to control and starts interfering with daily life.

The ministry has cited the World Health Organization’s recognition of “Gaming Disorder” as a medical condition under the International Classification of Diseases, effectively placing problematic gaming in the same public health discussion as behavioural addictions.

Officials say the concern is no longer theoretical. Across urban India, parents, teachers and counsellors have increasingly been reporting cases of teenagers staying awake through the night to play multiplayer games, withdrawing from social interactions, skipping meals, losing focus in classrooms and showing signs of irritability or anxiety when asked to stop gaming.

The Health Ministry note says gaming becomes problematic when individuals begin spending excessive time online, neglect studies or work, compromise sleep, reduce social interaction and feel unable to cut down despite negative consequences. It adds that such behaviour often develops gradually and may go unnoticed in the early stages.

The communication paints a worrying picture of the mental health impact linked to excessive gaming. It says prolonged gaming can trigger psychological distress, reduced concentration, mental fatigue, low mood and declining motivation. In many cases, gaming becomes a form of escape from real-life stress, creating what the ministry calls a “dependence cycle”, where temporary emotional relief pushes users to repeatedly return to gaming platforms.

The ministry has also flagged social and behavioural changes observed in studies conducted in India. These include declining self-confidence, impulsive behaviour and difficulty maintaining relationships. Over time, users may become socially withdrawn, preferring virtual interaction over real-world engagement while simultaneously experiencing loneliness.

One of the sharpest warnings in the note relates to sleep disruption. The ministry says excessive gaming is increasingly linked to delayed sleep, difficulty falling asleep, daytime fatigue and reduced alertness. It warns that poor sleep can eventually affect mood, memory, academic performance and workplace productivity.

The note goes further by acknowledging evidence linking excessive gaming and screen exposure with emotional distress, self-harm thoughts and suicidal ideation. However, it clarifies that gaming alone may not directly cause such outcomes but can worsen existing vulnerabilities such as stress, loneliness and emotional instability.

In a significant mention, the ministry has also referred to concerns raised in Indian studies about certain formats of gaming, including fantasy gaming platforms, especially when financial losses and emotional stress become intertwined.

The physical consequences outlined in the note are equally stark. It highlights sedentary lifestyles, weight gain and reduced fitness caused by prolonged screen time. The ministry also warns of increasing cases of eye strain, dryness, blurred vision and headaches among heavy gamers. Posture-related problems such as neck pain, back pain and muscle stiffness have also been flagged as growing concerns, particularly among younger users spending hours hunched over devices.

Interestingly, the note challenges the popular perception that gaming is always a stress reliever. While many users turn to gaming to unwind, the ministry says prolonged or highly competitive gaming can instead increase stress, frustration, irritability and mental exhaustion.

The government document also points to the design architecture of modern games themselves. Features such as rewards, levels, achievements, endless progression systems and “loot boxes” are specifically mentioned as mechanisms that encourage repeated engagement. The ministry notes that some of these features resemble gambling-like behavioural patterns.

The communication comes at a time when India’s online gaming ecosystem is expanding rapidly, with millions of young users joining multiplayer, fantasy and competitive gaming platforms every year. The industry has positioned itself as part of India’s digital growth story, but public health experts have increasingly warned about the lack of awareness around gaming addiction, especially among children and teenagers.

The ministry’s note stops short of proposing any immediate regulatory measures, but its tone signals growing concern within the government over the long-term social and psychological costs of unchecked digital gaming habits.

For many parents, the scenes described in the ministry note are already familiar — children glued to screens late into the night, dinner conversations replaced by headphones and gaming chats, and weekends disappearing into marathon online sessions. What the government document effectively does is give those anxieties official recognition, framing excessive gaming not merely as a lifestyle issue but as a serious emerging public health challenge in India’s digital age.

Handpicked stories, in your inbox

A newsletter with the best of our journalism

submit

News india Health Ministry Sounds Alarm Over Online Gaming Addiction, Flags Mental Health Risks | ExclusiveDisclaimer: Comments reflect users’ views, not News18’s.
