{"id":457665,"date":"2026-05-20T02:46:13","date_gmt":"2026-05-20T02:46:13","guid":{"rendered":"https:\/\/www.newsbeep.com\/ie\/457665\/"},"modified":"2026-05-20T02:46:13","modified_gmt":"2026-05-20T02:46:13","slug":"indonesia-clings-to-fuel-subsidies-despite-oil-price-surge-worrying-economists","status":"publish","type":"post","link":"https:\/\/www.newsbeep.com\/ie\/457665\/","title":{"rendered":"Indonesia clings to fuel subsidies despite oil price surge, worrying economists"},"content":{"rendered":"<p class=\"font-body-baseline-regular text-primary\" data-testid=\"article-paragraph-annotation-test-id\">JAKARTA \u2013 Indonesia has largely kept fuel prices at pump stations affordable despite a roughly 50 per cent surge in global oil prices since the Iran war, swelling the country\u2019s already hefty energy subsidy bill.<\/p>\n<p class=\"font-body-baseline-regular text-primary\" data-testid=\"article-paragraph-annotation-test-id\">Every day, South-east Asia\u2019s largest economy spends more than 500 billion rupiah (S$36 million) subsidising fuel \u2013 equivalent to the cost of building 250km of district roads.<\/p>\n<p class=\"font-body-baseline-regular text-primary\" data-testid=\"article-paragraph-annotation-test-id\">Economists are now urging Jakarta to slash the subsidies and let fuel prices rise. Failing that, they warn, the national budget risks becoming unsustainable.<\/p>\n<p class=\"font-body-baseline-regular text-primary\" data-testid=\"article-paragraph-annotation-test-id\">Among them is Mr Achmad Nur Hidayat of the Universitas Pembangunan Nasional in Jakarta, who told The Straits Times: \u201cThe government\u2019s current policy of maintaining subsidised fuel prices risks triggering a budgetary catastrophe.\u201d<\/p>\n<p class=\"font-body-baseline-regular text-primary\" data-testid=\"article-paragraph-annotation-test-id\">The policy comes as Indonesia faces mounting fiscal pressure.<\/p>\n<p class=\"font-body-baseline-regular text-primary\" data-testid=\"article-paragraph-annotation-test-id\">The rupiah, hit by fallout from the Middle East conflict, has fallen more than 5 per cent against the US dollar this year and <a href=\"https:\/\/www.straitstimes.com\/asia\/se-asia\/record-low-rupiah-sparks-memes-call-for-bank-official-to-resign?ref=inline-article\" rel=\"noopener nofollow\" class=\"gap-x-04 items-center inline text-primary-60 select-auto\" aria-label=\"link\" target=\"_blank\" data-testid=\"custom-link\">slid to record lows in mid-May<\/a> \u2013 making it one of Asia\u2019s worst-performing currencies in 2026 \u2013 while the stock market has pulled back after an early-year rally.<\/p>\n<p class=\"font-body-baseline-regular text-primary\" data-testid=\"article-paragraph-annotation-test-id\">In the face of such fiscal strains, experts say Indonesia should use well-tested policy instruments: raise fuel prices at pump stations when global crude oil prices surge, and hike interest rates when the rupiah is under pressure.<\/p>\n<p class=\"font-body-baseline-regular text-primary\" data-testid=\"article-paragraph-annotation-test-id\">Neither of these steps has been taken so far.<\/p>\n<p class=\"font-body-baseline-regular text-primary\" data-testid=\"article-paragraph-annotation-test-id\">Experts warn that Jakarta\u2019s continued maintenance of fuel subsidies carries high systemic risks. Instead of passing on costs to consumers to curb demand and protect fiscal health, Indonesia is bleeding cash to subsidise fuel consumption.<\/p>\n<p class=\"font-body-baseline-regular text-primary\" data-testid=\"article-paragraph-annotation-test-id\">Mr Achmad said the state coffers\u2019 emergency funds \u2013 or Sisa Anggaran Lebih (SAL) \u2014 will be depleted by July if the government does nothing about fuel subsidies and global supply disruptions persist.<\/p>\n<p class=\"font-body-baseline-regular text-primary\" data-testid=\"article-paragraph-annotation-test-id\">The SAL refers to accumulated excess funds resulting from past years of underspending, usually withdrawn only in times of crisis or emergency.<\/p>\n<p class=\"font-body-baseline-regular text-primary\" data-testid=\"article-paragraph-annotation-test-id\">\u201cTo avert a fiscal crisis, pump prices must be adjusted,\u201d said the economist.<\/p>\n<p class=\"font-body-baseline-regular text-primary\" data-testid=\"article-paragraph-annotation-test-id\"><a href=\"https:\/\/www.straitstimes.com\/business\/economy\/why-petrol-prices-go-up-like-rockets-but-fall-slowly-like-feathers-in-spore-and-globally?ref=inline-article\" rel=\"noopener nofollow\" class=\"gap-x-04 items-center inline text-primary-60 select-auto\" aria-label=\"link\" target=\"_blank\" data-testid=\"custom-link\">Global crude oil prices have spiked<\/a> following the onset of the Iran war, which has severely disrupted traffic through the Strait of Hormuz.<\/p>\n<p class=\"font-body-baseline-regular text-primary\" data-testid=\"article-paragraph-annotation-test-id\">While Indonesia has raised the prices of industrial diesel and non-subsidised premium fuels, such as Pertamax Turbo, it has not raised the price of Pertalite, the subsidised fuel which accounts for 80 per cent of fuel consumption in the country.<\/p>\n<p class=\"font-body-baseline-regular text-primary\" data-testid=\"article-paragraph-annotation-test-id\">Indonesia\u2019s subsidised fuel remains among the cheapest in the region, retailing at around $0.72 a litre, compared with around $3.40 in Singapore, $1.76 in Thailand and $1.21 in the Philippines.<\/p>\n<p class=\"font-body-baseline-regular text-primary\" data-testid=\"article-paragraph-annotation-test-id\">A senior government official told ST on condition of anonymity that the Indonesian government would likely take \u201ccertain steps\u201d if Middle East tensions continue beyond June, though he declined to specify what measures were under consideration.<\/p>\n<p class=\"font-body-baseline-regular text-primary\" data-testid=\"article-paragraph-annotation-test-id\">The official noted that the country\u2019s 2026 state budget  had assumed an annual average Indonesian crude price of US$70 a barrel but following the Iran war, global crude oil benchmarks surged, dragging Indonesia\u2019s domestic crude benchmark up to US$90 a barrel.<\/p>\n<p class=\"font-body-baseline-regular text-primary\" data-testid=\"article-paragraph-annotation-test-id\">Every US$1 rise in crude prices adds between 6.8 trillion and 10 trillion rupiah to Indonesia\u2019s annual fuel subsidy bill, government estimates show.<\/p>\n<p class=\"font-body-baseline-regular text-primary\" data-testid=\"article-paragraph-annotation-test-id\">The baseline assumption for crude oil pricing has vastly decoupled from market reality due to the Iran war, creating a critical fiscal deficit risk. For 2026, the government initially allocated nearly 400 trillion rupiah to fund energy subsidies and manage compensation payment to state owned oil and gas corporation Pertamina.<\/p>\n<p class=\"font-body-baseline-regular text-primary\" data-testid=\"article-paragraph-annotation-test-id\">Economists who spoke to ST said that fuel subsidies disproportionately benefit wealthier Indonesians who own cars, while straining state finances.<\/p>\n<p class=\"font-body-baseline-regular text-primary\" data-testid=\"article-paragraph-annotation-test-id\">Any subsidy cuts should be paired with direct cash assistance to poorer households to soften the impact of higher transport and food prices, they added.<\/p>\n<p class=\"font-body-baseline-regular text-primary\" data-testid=\"article-paragraph-annotation-test-id\">Ms Esther Sri Astuti, an economist at Jakarta-based think-tank Institute for Development of Economics and Finance, said she has seen luxury vehicles pumping subsidised fuel, underscoring weak targeting of the programme.<\/p>\n<p class=\"font-body-baseline-regular text-primary\" data-testid=\"article-paragraph-annotation-test-id\">Dr Jahen Fachrul Rezki, a researcher at the Institute for Economic and Social Research at the University of Indonesia\u2019s Faculty of Economics and Business, said a firm decision must be taken to save the state coffers.<\/p>\n<p class=\"font-body-baseline-regular text-primary\" data-testid=\"article-paragraph-annotation-test-id\">\u201cThe government needs to adjust fuel prices, but it also needs to prepare a safety net for the groups of people who will be affected,\u201d he stressed.<\/p>\n<p class=\"font-body-baseline-regular text-primary\" data-testid=\"article-paragraph-annotation-test-id\">Economists say that delaying fuel-price adjustments could deepen fiscal and currency pressures, pointing to Indonesia\u2019s 2005 fuel-price crisis under then President Susilo Bambang Yudhoyono as a cautionary tale.<\/p>\n<p class=\"font-body-baseline-regular text-primary\" data-testid=\"article-paragraph-annotation-test-id\">Faced with soaring oil prices and pressure on the rupiah, the government eventually reduced fuel subsidies and raised pump prices by more than 100 per cent, alongside aggressive interest-rate hikes by the central bank to stabilise the currency.<\/p>\n<p class=\"font-body-baseline-regular text-primary\" data-testid=\"article-paragraph-annotation-test-id\">Besides cutting fuel subsidies, economists have also urged Indonesia\u2019s central bank, Bank Indonesia, to raise interest rates amid the rupiah\u2019s depreciation.<\/p>\n<p class=\"font-body-baseline-regular text-primary\" data-testid=\"article-paragraph-annotation-test-id\">\u201cIt seems Bank Indonesia is holding off on raising interest rates to help stimulate economic activity, but this isn\u2019t happening,\u201d said Mr Achmad. \u201cIt would be better off taking steps to defend the rupiah by hiking rates.\u201d<\/p>\n","protected":false},"excerpt":{"rendered":"JAKARTA \u2013 Indonesia has largely kept fuel prices at pump stations affordable despite a roughly 50 per cent&hellip;\n","protected":false},"author":2,"featured_media":457666,"comment_status":"","ping_status":"","sticky":false,"template":"","format":"standard","meta":{"footnotes":""},"categories":[11],"tags":[72,113,61,60],"class_list":["post-457665","post","type-post","status-publish","format-standard","has-post-thumbnail","category-economy","tag-business","tag-economy","tag-ie","tag-ireland"],"_links":{"self":[{"href":"https:\/\/www.newsbeep.com\/ie\/wp-json\/wp\/v2\/posts\/457665","targetHints":{"allow":["GET"]}}],"collection":[{"href":"https:\/\/www.newsbeep.com\/ie\/wp-json\/wp\/v2\/posts"}],"about":[{"href":"https:\/\/www.newsbeep.com\/ie\/wp-json\/wp\/v2\/types\/post"}],"author":[{"embeddable":true,"href":"https:\/\/www.newsbeep.com\/ie\/wp-json\/wp\/v2\/users\/2"}],"replies":[{"embeddable":true,"href":"https:\/\/www.newsbeep.com\/ie\/wp-json\/wp\/v2\/comments?post=457665"}],"version-history":[{"count":0,"href":"https:\/\/www.newsbeep.com\/ie\/wp-json\/wp\/v2\/posts\/457665\/revisions"}],"wp:featuredmedia":[{"embeddable":true,"href":"https:\/\/www.newsbeep.com\/ie\/wp-json\/wp\/v2\/media\/457666"}],"wp:attachment":[{"href":"https:\/\/www.newsbeep.com\/ie\/wp-json\/wp\/v2\/media?parent=457665"}],"wp:term":[{"taxonomy":"category","embeddable":true,"href":"https:\/\/www.newsbeep.com\/ie\/wp-json\/wp\/v2\/categories?post=457665"},{"taxonomy":"post_tag","embeddable":true,"href":"https:\/\/www.newsbeep.com\/ie\/wp-json\/wp\/v2\/tags?post=457665"}],"curies":[{"name":"wp","href":"https:\/\/api.w.org\/{rel}","templated":true}]}}
