What experts say"},"content":{"rendered":"<p>Ryanjlane | E+ | Getty Images<\/p>\n<p>President Donald Trump is changing the way Americans can save through the creation of new <a href=\"https:\/\/www.cnbc.com\/2026\/04\/15\/trump-accounts.html\" rel=\"nofollow noopener\" target=\"_blank\">investment accounts<\/a>.<\/p>\n<p>Soon-to-launch <a href=\"https:\/\/trumpaccounts.gov\" target=\"_blank\" rel=\"nofollow noopener\">Trump Accounts<\/a> will provide an initial <a href=\"https:\/\/www.cnbc.com\/2026\/05\/07\/trump-accounts-stock-donations.html\" rel=\"nofollow noopener\" target=\"_blank\">$1,000 deposit<\/a> to U.S. children with a Social Security number and born between 2025 and 2028. By the time those children turn 18, those accounts could reach &#8220;at least $50,000 in value,&#8221; <a href=\"https:\/\/www.cnbc.com\/2026\/02\/02\/trump-accounts.html\" rel=\"nofollow noopener\" target=\"_blank\">Trump has said<\/a>, while additional contributions could bring those balances even higher.<\/p>\n<p>Trump also <a href=\"https:\/\/www.cnbc.com\/2026\/04\/30\/trump-executive-order-expanding-retirement-account-access.html\" rel=\"nofollow noopener\" target=\"_blank\">recently signed<\/a> an executive order to create a new website, TrumpIRA.gov, to enable adult workers without employer-sponsored plans to set aside money for retirement.<\/p>\n<p>Social Security faces a looming <a href=\"https:\/\/www.cnbc.com\/2026\/03\/31\/social-security-shortfall-who-will-pay.html\" rel=\"nofollow noopener\" target=\"_blank\">projected depletion date<\/a> that may <a href=\"https:\/\/www.cnbc.com\/2026\/01\/23\/will-social-security-run-out-is-the-wrong-question-economist-says.html\" rel=\"nofollow noopener\" target=\"_blank\">trigger benefit cuts<\/a>. Sen. Ted Cruz, R-Texas, recently said the new Trump Accounts for children could serve as a model for the more than 90-year-old benefits program.<\/p>\n<p>Sen. Ted Cruz, R-Texas, speaks during a news conference at the U.S. Capitol on May 9, 2024 in Washington, D.C.<\/p>\n<p>Chip Somodevilla | Getty Images News | Getty Images<\/p>\n<p>&#8220;Conservatives in America for 50 years have been trying to do that \u2014 have been trying to do Social Security personal accounts,&#8221; Cruz said on May 4 at the Milken Institute Global Conference, according to a <a href=\"https:\/\/milkeninstitute.org\/content-hub\/event-panels\/investing-economic-mobility-building-path-opportunity\" target=\"_blank\" rel=\"nofollow noopener\">written transcript<\/a>. &#8220;Here&#8217;s the dirty little secret: Trump Accounts are Social Security personal accounts.&#8221;<\/p>\n<p>Those account balances, which Cruz said may climb into the millions with regular contributions over the decades from childhood, &#8220;will become Social Security personal accounts.&#8221; <\/p>\n<p>The idea of creating personal Social Security accounts was pitched by President George W. Bush in 2004 and 2005. The plan, which called for allowing younger workers to voluntarily put a portion of their payroll taxes in personal retirement accounts, <a href=\"https:\/\/www.brookings.edu\/articles\/why-the-2005-social-security-initiative-failed-and-what-it-means-for-the-future\" target=\"_blank\" rel=\"nofollow noopener\">failed<\/a> due to a lack of public support.<\/p>\n<p>In response to Cruz&#8217;s recent comments, Max Richtman, president and CEO of the National Committee to Preserve Social Security and Medicare, an advocacy group, said in a <a href=\"https:\/\/www.ncpssm.org\/documents\/latest-news\/cruz-confirms-dirty-little-secret-of-trump-savings-accounts\" target=\"_blank\" rel=\"nofollow noopener\">statement<\/a> that &#8220;the people will not stand for privatization of their hard-earned benefits, and we in the advocacy community will continue to ensure that it never happens.&#8221;<\/p>\n<p><a id=\"headline0\"\/>No desire to &#8216;transfer risk&#8217;<\/p>\n<p>The Trump administration has vowed in <a href=\"https:\/\/www.whitehouse.gov\/releases\/2025\/08\/president-trump-delivers-on-social-security-promise-stronger-faster-and-more-secure-for-all-americans\" target=\"_blank\" rel=\"nofollow noopener\">statements<\/a> to &#8220;preserve and protect&#8221; Social Security and has not mentioned privatizing the program.<\/p>\n<p>Cruz&#8217;s take on Social Security may be his alone, said Teresa Ghilarducci, a labor economist at the New School for Social Research who co-wrote research with National Economic Council Director Kevin Hassett on the need for private accounts for retirement. <\/p>\n<p>&#8220;From everybody that I&#8217;ve talked to for the past four years about &#8230; creating these universal accounts, no one has breathed privatization,&#8221; Ghilarducci said. <\/p>\n<p>There&#8217;s a reason why \u2014 Social Security is the single most valued federal program, the Bipartisan Policy Center&#8217;s <a href=\"https:\/\/bipartisanpolicy.org\/press-release\/2025-social-security-poll\" target=\"_blank\" rel=\"nofollow noopener\">polling of voters<\/a> has found, according to Emerson Sprick, director of retirement and labor policy at the Washington think tank, which promotes bipartisanship.<\/p>\n<p>Read more CNBC personal finance coverage<\/p>\n<p>Recent high returns in the markets have prompted questions about whether private investments could help address Social Security&#8217;s funding shortfall. Social Security&#8217;s trust funds are currently invested in special issues of the U.S. Treasury, which earned a 4.3% average interest rate on new issues in 2025, according to the Social Security Administration. In comparison, the S&amp;P 500 index is up almost 24% over the last 12 months, as of Tuesday afternoon.<\/p>\n<p>While allowing Social Security to invest in the markets could yield higher returns, it could also result in unforeseen losses when the markets drop. <\/p>\n<p>&#8220;There&#8217;s not that desire to fundamentally restructure the program to transfer that risk onto the American people,&#8221; Sprick said of both policymakers and voters.<\/p>\n<p>Currently, the payments Social Security beneficiaries receive are directly tied to the contributions they made while working, Sprick said. <\/p>\n<p>Those benefits provide a &#8220;reliable level of baseline support&#8221; that lasts as long as beneficiaries live and is also adjusted annually for inflation, he said.<\/p>\n<p><img decoding=\"async\" class=\"InlineVideo-videoThumbnail\" src=\"https:\/\/www.newsbeep.com\/ie\/wp-content\/uploads\/2026\/05\/108198356-17577043901757704387-41614993676-1080pnbcnews.jpg\" alt=\"America's retirement scorecard ranks 21st globally\"\/><\/p>\n<p>Social Security benefits typically replace about 40% of pre-retirement income, according to the AARP. Retirees need to make up the rest of the income on their own or downsize their lifestyle.<\/p>\n<p>Workers who have 401(k)s, or other employer-sponsored retirement plans, can invest for retirement that way.<\/p>\n<p>Yet, <a href=\"https:\/\/www.whitehouse.gov\/fact-sheets\/2026\/04\/fact-sheet-president-donald-j-trump-announces-deal-with-regeneron-to-bring-most-favored-nation-pricing-to-american-patients-e966\" target=\"_blank\" rel=\"nofollow noopener\">about 41 million<\/a> American workers ages 18 to 65 lack access to an employer-provided plan, according to the Trump administration. Those individuals can still invest in individual retirement accounts. But IRAs have limitations, according to Ghilarducci, including smaller contribution limits than 401(k)s, potentially <a href=\"https:\/\/www.cnbc.com\/2022\/06\/30\/rollover-iras-cost-consumers-45point5-billion-in-fees-earnings-study.html\" rel=\"nofollow noopener\" target=\"_blank\">higher fees<\/a> and lack of diversification. IRA account holders also have the ability to make withdrawals before retirement, hampering growth.<\/p>\n<p>Both the Trump Accounts and Trump IRAs can help resolve those barriers to saving, Ghilarducci said.
