The Irish Nurses and Midwives Organisation (INMO) is to ballot its theatre department members in the Cork University Hospital (CUH) for industrial action.<\/p>\n
The decision comes against the backdrop of what the union says is insufficient staffing in the theatre department of CUH.<\/p>\n
The INMO claims its members are owed \u201cthousands of hours of time-in-lieu\u201d and alleges a misuse of the on-call system, significant overruns, and what it says is unsafe staffing.<\/p>\n
Liam Conway, INMO assistant director of industrial relations, said the ballot had come at the end of a long process in which the union had attempted to resolve the ongoing staffing and patient flow issues within CUH\u2019s theatre department.<\/p>\n
\u201cOur members have lost confidence in the hospital\u2019s ability to address these concerns through normal engagement channels, and have now been left with no option but to escalate the matter,\u201d he said.<\/p>\n
\u201cNurses working in the CUH theatre department are owed over 5,500 hours of time-in-lieu but due to constant overruns on theatre lists coupled with insufficient staffing, they are unable to take the time owed.\u201d\u00a0<\/p>\n
Mr Conway claimed there had been continued occurrences of staff working past their shifts due to what he called poor scheduling and overruns.<\/p>\n
\u201cOur members have raised issues regarding patient safety, delayed and late starts of cases, lack of post-op beds for recovery, and the reliance of members to work past their rostered hours,\u201d he said.<\/p>\n
\u201cCUH management are well aware that they are in breach of national agreements when it comes to the management of its theatre department scheduling.<\/p>\n
\u201cThe absence of progress on the matter of safety of our members, patients and the breach of a national agreement, our members are left with no alternative but to escalate our dispute.\u201d\u00a0<\/p>\n
Cork-based Labour Party senator Laura Harmon said CUH theatre department staff deserved safe and fair working conditions.<\/p>\n
\u201cIt\u2019s extremely alarming that 5,500 hours of time in lieu are owed to staff. This is a public safety issue as well as a workers\u2019 rights issue,\u201d she said.<\/p>\n
\u201cWe need proper national workforce planning for our healthcare service across the board and the rights of healthcare staff must be upheld in CUH and in all healthcare settings.”\u00a0<\/p>\n
