With the bank holiday right around the corner, there will be plenty of checkpoints across Cork’s<\/a> road network in the coming days. While many will be looking for speeding, intoxicated driving, and people using their phones behind the wheel, another style of checkpoint has been targeting a broader range of offenders.<\/p>\n

In recent days, Garda\u00ed<\/a> in West Cork carried out multi-agency checkpoints alongside staff from Revenue, the Road Safety Authority and Cork County Council. These checkpoints are designed to catch everything from defective vehicles to black economic activity.<\/p>\n

The black economy, also known as the ‘shadow economy’, involves goods and services that go untaxed or are unrecorded in official statistics. Revenue officers use these checkpoints to screen for individuals engaged in untaxed work or those who are receiving social welfare while not reporting cash-in-hand jobs.<\/p>\n

These checkpoints also check for those carrying large amounts of rubbish in a bid to crack down on fly-tipping, which has become increasingly common across Cork in recent years. Residents have seen everything from household waste dumped in graveyards to huge piles of discarded chips and other food waste.<\/a><\/p>\n

This latest checkpoint was carried out in Bandon, and Garda\u00ed say enforcement action was taken ‘where necessary’ against offenders. This checkpoint focused on road safety, vehicle compliance, commercial vehicle enforcement, taxation, licensing and waste management regulations.<\/p>\n

At these checkpoints, Garda\u00ed and other officials are using instant-access databases – including Automatic Number Plate Recognition (ANPR) apps – to check on the status of drivers and vehicles, on licences, bans, tax and insurance.<\/p>\n

Meanwhile, RSA staff are focusing on dangerous and defective vehicles, with concerns that rising operating costs may be pushing more commercial haulage and other businesses to cut corners on anything from tyres to essential maintenance. They are also working to ensure all vehicles are properly taxed and insured at these checkpoints.<\/p>\n

A Department of Social Protection spokesman previously told CorkBeo: “As part of a number of initiatives to detect and prevent fraud and abuse of the social welfare system, the Department of Social Protection participates in Multi-Agency Vehicle Checks (MAVCs) on an ongoing basis throughout the country. These MAVCs have been a feature of the Department\u2019s control strategy for a number of years. In addition to the detection aspect, they also provide an important deterrent effect.<\/p>\n

“MAVCs are set up by An Garda S\u00edochana and planned in consultation with other participating agencies, including this Department, Revenue and Customs. They focus on vehicle tax evasion, road traffic or road safety irregularities, Revenue Customs irregularities, or suspected social welfare fraud. The timing and location of these checks vary, with checks carried out on different days of the week and for different durations.<\/p>\n

“The focus of such enquiries is generally related to individuals on their way to work, including in commercial vehicles, haulage, taxi, and transport sectors.
