{"id":488579,"date":"2026-06-08T06:21:08","date_gmt":"2026-06-08T06:21:08","guid":{"rendered":"https:\/\/www.newsbeep.com\/ie\/488579\/"},"modified":"2026-06-08T06:21:08","modified_gmt":"2026-06-08T06:21:08","slug":"retired-cie-staff-set-for-first-pension-increase-in-nearly-18-years-in-coming-weeks-the-irish-times","status":"publish","type":"post","link":"https:\/\/www.newsbeep.com\/ie\/488579\/","title":{"rendered":"Retired CI\u00c9 staff set for first pension increase in nearly 18 years \u2018in coming weeks\u2019 \u2013 The Irish Times"},"content":{"rendered":"<p class=\"c-paragraph paywall \">More than 6,000 retired staff who formerly worked for the State-owned <a href=\"https:\/\/www.irishtimes.com\/tags\/cie\/\" target=\"_blank\" rel=\"noreferrer nofollow noopener\" title=\"https:\/\/www.irishtimes.com\/tags\/cie\/\">CI\u00c9<\/a> bus and rail companies should receive their first <a href=\"https:\/\/www.irishtimes.com\/tags\/pension\/\" target=\"_blank\" rel=\"noreferrer nofollow noopener\" title=\"https:\/\/www.irishtimes.com\/tags\/pension\/\">pension<\/a> increases in nearly 18 years in the coming weeks, Minister for Transport Darragh O\u2019Brien has indicated.<\/p>\n<p class=\"c-paragraph paywall \">Ministers last week approved proposals to reform the pension arrangements in the  CI\u00c9 group \u2013 a move that marks a significant step towards the provision of increases of up to 5 per cent for the retired transport personnel.<\/p>\n<p class=\"c-paragraph paywall \">There will now be a formal observation period of about 28 days in relation to the statutory instruments covering the proposed pension changes, which have been authorised by O\u2019Brien and Minister for Public Expenditure Jack Chambers. <\/p>\n<p class=\"c-paragraph paywall \">Under the reforms, which were negotiated between the group and trade unions a year ago, about 6,400 retired staff who had worked in <a href=\"https:\/\/www.irishtimes.com\/tags\/dublin-bus\/\" target=\"_blank\" rel=\"noreferrer nofollow noopener\" title=\"https:\/\/www.irishtimes.com\/tags\/dublin-bus\/\">Dublin Bus<\/a>, <a href=\"https:\/\/www.irishtimes.com\/tags\/irish-rail\/\" target=\"_blank\" rel=\"noreferrer nofollow noopener\" title=\"https:\/\/www.irishtimes.com\/tags\/irish-rail\/\">Irish Rail<\/a> and <a href=\"https:\/\/www.irishtimes.com\/tags\/bus-eireann\/\" target=\"_blank\" rel=\"noreferrer nofollow noopener\" title=\"https:\/\/www.irishtimes.com\/tags\/bus-eireann\/\">Bus \u00c9ireann<\/a> as well as the CI\u00c9 holding company, would receive the increases. <\/p>\n<p class=\"c-paragraph paywall \">O\u2019Brien told The Irish Times in a statement on Sunday that the agreement between unions, workers and management marked \u201ca major milestone in securing the long-term sustainability of the CI\u00c9 pension scheme, ensuring it is placed on a solvent and stable footing for the future\u201d.<\/p>\n<p class=\"c-paragraph paywall \">\u201cImportantly, it will also deliver long-overdue benefits for retired members, who will receive increases to their pensions for the first time in many years.\u201d<\/p>\n<p class=\"c-paragraph paywall \">\u201cThe process will be completed in the coming weeks and the benefits of the agreement will then be fully realised,\u201d he said.<\/p>\n<p class=\"c-paragraph paywall \">Under the reform proposals, the precise increase for pensioners would be calculated on a sliding basis depending on the date of retirement of the individual concerned.<\/p>\n<p class=\"c-paragraph paywall \">Former staff who retired on or before December 31st, 2020, would receive a 5 per cent pension increase, with those who retired in 2021 getting 4 per cent, while those who retired in 2022 are in line for a 3 per cent rise.<\/p>\n<p class=\"c-paragraph paywall \">It is also proposed that a new \u201cpension protocol\u201d will be put in place \u2013 similar to the arrangement in other commercial State companies \u2013 to determine increases that may apply in future years.<\/p>\n<p class=\"c-paragraph paywall \">Under the proposals, which follow lengthy talks between the CI\u00c9 companies and trade unions, existing defined benefit schemes would be closed to new entrants.<\/p>\n<p class=\"c-paragraph b-it-article-body__interstitial-link\">[\u00a0<a aria-label=\"Open related story\" class=\"c-link\" href=\"https:\/\/www.irishtimes.com\/your-money\/2026\/03\/22\/how-can-i-figure-out-how-long-my-pension-fund-will-last\/\" rel=\"noreferrer nofollow noopener\" target=\"_blank\">I have a full State pension and \u20ac1.25m in my private pension funds. How much will I get?Opens in new window<\/a>\u00a0]<\/p>\n<p class=\"c-paragraph paywall \">It is understood the CI\u00c9 group, which comprises Irish Rail, Dublin Bus and Bus \u00c9ireann, will provide about \u20ac30 million to fund the cost of the rise for retired personnel who last received a pension increase in 2008, with the Government providing \u201ca letter of support\u201d for the proposed pension deal.<\/p>\n<p class=\"c-paragraph paywall \">Retired staff have been campaigning for years for a pension increase, citing the rising cost of living. O\u2019Brien told the D\u00e1il in March last year that the pension schemes operated in the CI\u00c9 group had a deficit of about \u20ac371 million and that the scheme actuary did not believe that a pension rise was affordable.<\/p>\n<p class=\"c-paragraph paywall \">Chief executive of the CI\u00c9 group Stephen Kent told The Irish Times in an interview in March that if the pension arrangements had continued unchanged, estimated liabilities could have reached \u20ac4 billion in the next 10 years.<\/p>\n<p class=\"c-paragraph paywall \">\u201cNow that is clearly unaffordable. That is an existential threat.<\/p>\n<p class=\"c-paragraph paywall \">\u201cWe have a scheme open to defined benefits and that is completely at odds to what\u2019s happening in the rest of the semi-State sector. Secondly, at the moment here, the group has just over 13,000 employees. If you take the last year alone, across the group \u2013 largely because of all of the expansion \u2013 nearly 700 people have joined.
