This led to her cutting back on daily essentials and selling her car.<\/p>\n<p class=\"yf-1fy9kyt\">Rowell\u2019s <a class=\"link \" href=\"https:\/\/www.telegraph.co.uk\/business\/2026\/01\/14\/number-of-state-pensioners-in-work-rises\/\" rel=\"nofollow noopener\" target=\"_blank\" data-ylk=\"slk:affordability squeeze;elm:context_link;itc:0;sec:content-canvas\" data-yga=\"{&quot;yLinkElement&quot;:&quot;context_link&quot;,&quot;yModuleName&quot;:&quot;content-canvas&quot;,&quot;yLinkText&quot;:&quot;affordability squeeze&quot;}\">affordability squeeze<\/a> was made even tougher by the fact she did not own her home. The combined cost of her rent and council tax accounted for at least three quarters of her pension pot each month.<\/p>\n<p class=\"yf-1fy9kyt\">She is not alone.<\/p>\n<p class=\"yf-1fy9kyt\">As home ownership rates fall across the country, the financial pressures facing her are likely to become increasingly common for millions of others in retirement.<\/p>\n<p class=\"yf-1fy9kyt\">The Pensions Policy Institute has forecast that the share of pensioners renting into retirement will jump from 6pc today to 17pc by the 2040s, accounting for around two million people.<\/p>\n<p class=\"yf-1fy9kyt\">This is especially problematic given the higher costs faced by those renting into their later years.<\/p>\n<p class=\"yf-1fy9kyt\">Across a person\u2019s typical 20-year life expectancy in retirement, renting will cost a pensioner an additional \u00a3398,000 compared to an average homeowner, according to analysis by Standard Life.<\/p>\n<p class=\"yf-1fy9kyt\">The consequence of this will be inflated rates of <a class=\"link \" href=\"https:\/\/www.telegraph.co.uk\/business\/2026\/04\/23\/pension-funds-should-not-be-gambling-on-private-credit\/\" rel=\"nofollow noopener\" target=\"_blank\" data-ylk=\"slk:pensioner poverty;elm:context_link;itc:0;sec:content-canvas\" data-yga=\"{&quot;yLinkElement&quot;:&quot;context_link&quot;,&quot;yModuleName&quot;:&quot;content-canvas&quot;,&quot;yLinkText&quot;:&quot;pensioner poverty&quot;}\">pensioner poverty<\/a>, inevitably weakening the UK economy.<\/p>\n<p>    <img decoding=\"async\" src=\"data:image\/gif;base64,R0lGODlhAQABAIAAAAAAAP\/\/\/ywAAAAAAQABAAACAUwAOw==\" alt=\"1606 Pensioner poverty rates could start rising again\" loading=\"lazy\" height=\"720\" width=\"960\" class=\"yf-lglytj loader\"\/> 1606 Pensioner poverty rates could start rising again      <\/p>\n<p class=\"yf-1fy9kyt\">Crucially, it will also increase the welfare bill as a growing number of pensioners become reliant on <a class=\"link \" href=\"https:\/\/www.telegraph.co.uk\/business\/2026\/05\/10\/housing-benefits-bill-hits-record-39bn-under-labour\/\" rel=\"nofollow noopener\" target=\"_blank\" data-ylk=\"slk:housing benefits;elm:context_link;itc:0;sec:content-canvas\" data-yga=\"{&quot;yLinkElement&quot;:&quot;context_link&quot;,&quot;yModuleName&quot;:&quot;content-canvas&quot;,&quot;yLinkText&quot;:&quot;housing benefits&quot;}\">housing benefits<\/a>.<\/p>\n<p class=\"yf-1fy9kyt\">Rowell is one of many pensioners who have moved into the social housing system to cope.<\/p>\n<p class=\"yf-1fy9kyt\">Her new residence is a development near Reading, provided by Anchor, England\u2019s largest not-for-profit provider of housing and care for older people.<\/p>\n<p class=\"yf-1fy9kyt\">This means her rent is far below market rate, which helps to keep costs down.<\/p>\n<p class=\"yf-1fy9kyt\">\u201cIt\u2019s not that pensioners like me want luxuries,\u201d says Rowell. \u201cWe just want to heat our homes, eat properly and live without the <a class=\"link \" href=\"https:\/\/www.telegraph.co.uk\/money\/retirement\/the-12m-cost-of-a-comfortable-retirement-in-britain-today\/\" rel=\"nofollow noopener\" target=\"_blank\" data-ylk=\"slk:constant worry of unexpected bills;elm:context_link;itc:0;sec:content-canvas\" data-yga=\"{&quot;yLinkElement&quot;:&quot;context_link&quot;,&quot;yModuleName&quot;:&quot;content-canvas&quot;,&quot;yLinkText&quot;:&quot;constant worry of unexpected bills&quot;}\">constant worry of unexpected bills<\/a>.<\/p>\n<p class=\"yf-1fy9kyt\">\u201cAn unexpected bill that might once have just been annoying can now become a crisis.<\/p>\n<p class=\"yf-1fy9kyt\">\u201cIt builds a lot of stress and strain. I\u2019ve seen it a lot, people just go into their flats, shut their front doors and that\u2019s it. They can\u2019t cope with anything else because it is just all too much.\u201d<\/p>\n<p class=\"yf-1fy9kyt\">Demand for social housing for older people is already skyrocketing.<\/p>\n<p class=\"yf-1fy9kyt\">Since June 2024, Anchor\u2019s waiting list has more than doubled from 12,708 to 27,743, says Mario Ambrosi, a director at the company who is also chairman of the Housing and Ageing Alliance.<\/p>\n<p class=\"yf-1fy9kyt\">\u201cI think it\u2019s a combination of the <a class=\"link \" href=\"https:\/\/www.telegraph.co.uk\/money\/pensions\/state-pensions\/young-workers-state-pension-40-years-early-labour-told\/\" rel=\"nofollow noopener\" target=\"_blank\" data-ylk=\"slk:higher cost of living;elm:context_link;itc:0;sec:content-canvas\" data-yga=\"{&quot;yLinkElement&quot;:&quot;context_link&quot;,&quot;yModuleName&quot;:&quot;content-canvas&quot;,&quot;yLinkText&quot;:&quot;higher cost of living&quot;}\">higher cost of living<\/a> and the huge demographic changes that we\u2019re seeing,\u201d says Ambrosi.<\/p>\n<p>   <img decoding=\"async\" src=\"data:image\/gif;base64,R0lGODlhAQABAIAAAAAAAP\/\/\/ywAAAAAAQABAAACAUwAOw==\" alt=\"1606 Number of pensioners on housing benefit to soar\" loading=\"lazy\" height=\"720\" width=\"960\" class=\"yf-lglytj loader\"\/> 1606 Number of pensioners on housing benefit to soar     <\/p>\n<p class=\"yf-1fy9kyt\">As Britain\u2019s population ages, the number of people aged 75 and over will soar by 1.48 million between 2022 and 2035.<\/p>\n<p class=\"yf-1fy9kyt\">This is coinciding with dwindling home ownership rates, which long underpinned pensioner earnings.<\/p>\n<p class=\"yf-1fy9kyt\">For decades, generations of workers have retired not only owning their own homes outright but also having benefited from astronomical house price growth.<\/p>\n<p class=\"yf-1fy9kyt\">Since 1982, UK house prices have soared by 300pc beyond inflation.<\/p>\n<p class=\"yf-1fy9kyt\">However, this gravy train is coming to an end as <a class=\"link \" href=\"https:\/\/www.telegraph.co.uk\/money\/tools\/house-value-calculator\/\" rel=\"nofollow noopener\" target=\"_blank\" data-ylk=\"slk:house prices stall;elm:context_link;itc:0;sec:content-canvas\" data-yga=\"{&quot;yLinkElement&quot;:&quot;context_link&quot;,&quot;yModuleName&quot;:&quot;content-canvas&quot;,&quot;yLinkText&quot;:&quot;house prices stall&quot;}\">house prices stall<\/a>, withdrawing a vital source of pensioner wealth.<\/p>\n<p class=\"yf-1fy9kyt\">Furthermore, the share of people who own their own homes in England has also fallen from 70pc in the early 2000s to around 65pc today, as homes have become increasingly unaffordable in proportion to earnings.<\/p>\n<p class=\"yf-1fy9kyt\">Among 55 to 64-year-olds, who will soon be entering retirement, home ownership rates in England have slumped from 82pc in 2003-04 to 71pc in 2024-25.<\/p>\n<p class=\"yf-1fy9kyt\">Over the same period, the share of pensioners living in the private rented sector has more than doubled from 4pc to 10pc.<\/p>\n<p>   <img decoding=\"async\" src=\"data:image\/gif;base64,R0lGODlhAQABAIAAAAAAAP\/\/\/ywAAAAAAQABAAACAUwAOw==\" alt=\"1606 More people are renting as they near retirement age\" loading=\"lazy\" height=\"720\" width=\"960\" class=\"yf-lglytj loader\"\/> 1606 More people are renting as they near retirement age     <\/p>\n<p class=\"yf-1fy9kyt\">The problem of renting in retirement will become even more acute for future generations of retirees.<\/p>\n<p class=\"yf-1fy9kyt\">Among 45 to 54-year-olds, home ownership rates have dropped from 81pc to 66pc.<\/p>\n<p class=\"yf-1fy9kyt\">Worse still, those aged under 30 are less than half as likely to own their own homes compared with 30 years earlier.<\/p>\n<p class=\"yf-1fy9kyt\">\u201cThis is a serious problem that\u2019s already starting and we can predict it\u2019s only going to get worse,\u201d says Catherine Foot, the director of the Standard Life Centre for the Future of Retirement.<\/p>\n<p class=\"yf-1fy9kyt\">\u201cOur system and all of its assumptions have been built on this idea that you\u2019re going to have low housing costs in retirement. That foundation is disappearing for younger generations, undoubtedly.<\/p>\n<p class=\"yf-1fy9kyt\">\u201cIt has got really significant implications. Poverty rates will undoubtedly increase for tomorrow\u2019s pensioners as a direct result of their increased housing costs. I am certain of that.\u201d<\/p>\n<p class=\"yf-1fy9kyt\">The share of pensioners living in poverty has plummeted in recent decades, falling from 28pc in 1999-2000 to 13pc by 2012-13, partly aided by the introduction of Pension Credit in 2012-13.<\/p>\n<p class=\"yf-1fy9kyt\">But that progress is now reversing. In 2023-24, it hit 16pc, meaning 1.9 million of 12.1 million pensioners were living in poverty.<\/p>\n<p class=\"yf-1fy9kyt\">Among those in the private rented sector, the poverty rate is double this at 37pc.<\/p>\n<p class=\"yf-1fy9kyt\">By 2050, the second Pensions Commission warned that renters will make up half of all pensioners in poverty, despite only being around a quarter of the total pensioner population.<\/p>\n<p class=\"yf-1fy9kyt\">Jamie Fiveash, the chief executive of pensions firm Smart UK, warned that policymakers are sleepwalking into an economic crisis.<\/p>\n<p class=\"yf-1fy9kyt\">\u201cIt will ultimately fall on the welfare state,\u201d he says.<\/p>\n<p class=\"yf-1fy9kyt\">The number of pensioners receiving housing benefits is forecast to rise from 1.1 million in 2030-31 to 1.7 million in 2050-51.<\/p>\n<p class=\"yf-1fy9kyt\">Higher numbers of pensioner renters are expected to add around \u00a32bn to Britain\u2019s housing benefits bill by the 2040s, says Heidi Karjalainen, a senior research economist at the Institute for Fiscal Studies (IFS).<\/p>\n<p class=\"yf-1fy9kyt\">There will also be an indirect cost to the public finances as fewer older people will have property wealth to pay for their care costs, says Karjalainen.<\/p>\n<p class=\"yf-1fy9kyt\">\u201cAt the moment, if you move to a care home and there is no one living in your home, then that will be counted towards the asset test for social care,\u201d she says.<\/p>\n<p class=\"yf-1fy9kyt\">\u201cIf fewer people own their own homes, there is a potential pressure on higher social care costs because people don\u2019t have the assets to pay for their own care.\u201d<\/p>\n<p class=\"yf-1fy9kyt\">The IFS estimates that one in seven 65-year-olds will incur lifetime care costs of more than \u00a3100,000.<\/p>\n<p class=\"yf-1fy9kyt\">LaingBuisson estimates that 45pc of the UK\u2019s care home residents are self-funded.<\/p>\n<p class=\"yf-1fy9kyt\">Data on the number of people who rely on housing wealth to pay for care are scant, but government figures show that thousands of pensioners take out deferred payment agreements each year, which are primarily bridging loans to allow for the sale of a property to pay for care.<\/p>\n<p class=\"yf-1fy9kyt\">Yet beyond handouts, <a class=\"link \" href=\"https:\/\/www.telegraph.co.uk\/business\/2026\/06\/11\/scrap-the-triple-lock-labours-cost-of-living-tsar-urges\/\" rel=\"nofollow noopener\" target=\"_blank\" data-ylk=\"slk:reduced pensioner earnings;elm:context_link;itc:0;sec:content-canvas\" data-yga=\"{&quot;yLinkElement&quot;:&quot;context_link&quot;,&quot;yModuleName&quot;:&quot;content-canvas&quot;,&quot;yLinkText&quot;:&quot;reduced pensioner earnings&quot;}\">reduced pensioner earnings<\/a> are likely to have wider implications for the economy.<\/p>\n<p class=\"yf-1fy9kyt\">In recent years, the \u201cgrey pound\u201d has become a significant driver of the UK economy.<\/p>\n<p class=\"yf-1fy9kyt\">By 2018, people aged 50-plus held three quarters of the nation\u2019s financial wealth and accounted for 54pc of all consumer spending, some \u00a3319bn, according to the International Longevity Centre.<\/p>\n<p class=\"yf-1fy9kyt\">If future generations are not accumulating <a class=\"link \" href=\"https:\/\/www.telegraph.co.uk\/business\/2026\/04\/27\/hundreds-of-landlords-vow-to-stop-renting-out-homes\/\" rel=\"nofollow noopener\" target=\"_blank\" data-ylk=\"slk:property wealth;elm:context_link;itc:0;sec:content-canvas\" data-yga=\"{&quot;yLinkElement&quot;:&quot;context_link&quot;,&quot;yModuleName&quot;:&quot;content-canvas&quot;,&quot;yLinkText&quot;:&quot;property wealth&quot;}\">property wealth<\/a>, they will have far less cash to spend elsewhere.<\/p>\n<p class=\"yf-1fy9kyt\">All of which indicates that the rise in pensioner renters is a problem a cash-strapped Government can no longer ignore.<\/p>\n<p class=\"yf-1fy9kyt\">\u201cWe have a long history in the UK of finding extreme poverty and destitution for people in old age absolutely unacceptable,\u201d says Foot. \u201cI think there will be strong political pressure to spend money to protect those hardest hit from complete destitution in their old age.<\/p>\n<p class=\"yf-1fy9kyt\">\u201cBut there are many questions about where that money comes from.\u201d<\/p>\n<p class=\"yf-1fy9kyt\"><a href=\"https:\/\/www.telegraph.co.uk\/customer\/subscription\/store\/us\/?ICID=yahoo_article\" rel=\"nofollow noopener\" target=\"_blank\" data-ylk=\"slk:Try full access to The Telegraph free today.
