{"id":519046,"date":"2026-06-26T06:59:13","date_gmt":"2026-06-26T06:59:13","guid":{"rendered":"https:\/\/www.newsbeep.com\/ie\/519046\/"},"modified":"2026-06-26T06:59:13","modified_gmt":"2026-06-26T06:59:13","slug":"irelands-reliance-on-multinationals-extends-far-beyond-corporation-tax-warns-watchdog-the-irish-times","status":"publish","type":"post","link":"https:\/\/www.newsbeep.com\/ie\/519046\/","title":{"rendered":"Ireland\u2019s reliance on multinationals extends \u2018far beyond\u2019 corporation tax, warns watchdog \u2013 The Irish Times"},"content":{"rendered":"<p class=\"c-paragraph paywall \">The Republic\u2019s reliance on <a href=\"https:\/\/www.irishtimes.com\/business\/\" target=\"_blank\" rel=\"noreferrer nofollow noopener\" title=\"https:\/\/www.irishtimes.com\/business\/\">foreign-owned multinationals <\/a>extends \u201cfar beyond\u201d corporation tax, with almost a third of the State\u2019s <a href=\"https:\/\/www.irishtimes.com\/tags\/corporation-tax\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/www.irishtimes.com\/tags\/corporation-tax\">tax <\/a>and PRSI take now coming from such companies operating in just three sectors, the budgetary <a href=\"https:\/\/www.irishtimes.com\/tags\/irish-fiscal-advisory-council\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/www.irishtimes.com\/tags\/irish-fiscal-advisory-council\">watchdog <\/a>has warned.<\/p>\n<p class=\"c-paragraph paywall \">Multinationals in manufacturing, tech, and financial services provide \u201chigh-paying jobs\u201d, which result in \u201csubstantial\u201d payroll taxes and social contributions, the Irish Fiscal Advisory Council (Ifac) has said, while their spending on goods and services also generates sizeable VAT receipts.<\/p>\n<p class=\"c-paragraph paywall \">Since 2020, these sectors have been the three <a href=\"https:\/\/www.irishtimes.com\/business\/\" target=\"_blank\" rel=\"noreferrer nofollow noopener\" title=\"https:\/\/www.irishtimes.com\/business\/\">biggest corporation taxpayers<\/a>. In 2024, they paid more than \u20ac19 billion in corporation tax, accounting for almost 70 per cent of the total.<\/p>\n<p class=\"c-paragraph paywall \">\u201cThat same year, these firms also contributed over \u20ac13 billion in payroll taxes and VAT \u2013 more than the Government spent on housing and transport combined,\u201d Ifac economist Brian Cronin said.<\/p>\n<p class=\"c-paragraph paywall \">\u201cThis reliance on foreign-owned firms in three key sectors has also grown over time. In 2017, these firms accounted for 11 per cent of the total payroll taxes and VAT collected. By 2024, this share had reached 20 per cent.<\/p>\n<p class=\"c-paragraph paywall \">\u201cIn other words, \u20ac1 out of every \u20ac5 collected in income tax, USC, PRSI, and VAT comes from foreign-owned firms in manufacturing, tech and financial services.\u201d<\/p>\n<p class=\"c-paragraph paywall \">He said the scale of <a href=\"https:\/\/www.irishtimes.com\/business\/\" target=\"_blank\" rel=\"noreferrer nofollow noopener\" title=\"https:\/\/www.irishtimes.com\/business\/\">the State\u2019s growing reliance on these foreign-owned firms <\/a>becomes \u201ceven clearer\u201d when corporation tax is added. <\/p>\n<p class=\"c-paragraph paywall \">\u201cIn 2017, foreign-owned multinationals in manufacturing, tech, and financial services accounted for 16 per cent of all tax and PRSI receipts,\u201d he said. \u201cBy 2024, that figure had almost doubled to 29 per cent. In other words, almost \u20ac3 in every \u20ac10 collected by the State in tax and PRSI now comes from foreign-owned multinationals operating in these three sectors.\u201d<\/p>\n<p class=\"c-paragraph paywall \">Cronin also pointed out that the top 10 corporation taxpayers provide highly-paid and highly-taxed jobs.<\/p>\n<p><img decoding=\"async\" alt=\"\" class=\"c-image audio_image\" src=\"https:\/\/www.newsbeep.com\/ie\/wp-content\/uploads\/2025\/11\/1754647931518-c07d65db-55b5-463e-ae51-976300c5837e.jpeg\"\/>Has the Irish building sector got themselves hooked on Government subsidies?<\/p>\n<p class=\"c-paragraph paywall \">\u201cWhile the composition of the top 10 may change, these companies are typically large employers,\u201d he said. \u201cEmployment in these firms has stayed fairly steady, averaging around 39,000.<\/p>\n<p class=\"c-paragraph paywall \">\u201cWorkers in the top 10 corporation taxpayers are paid well above average. In 2025, the average annual income per employment was \u20ac119,000, more than three times greater than the national average.\u201d<\/p>\n<p class=\"c-paragraph paywall \">He said payroll taxes amount to about 45 per cent of employment income in the top 10 corporation taxpayers, which is much higher than the national average of 36 per cent.<\/p>\n<p class=\"c-paragraph paywall \">The top 10 corporation taxpayers paid \u20ac2.3 billion in payroll taxes last year, which amounted to about 4 per cent of the national total, or \u20ac1 in every \u20ac25 collected.<\/p>\n<p class=\"c-paragraph paywall \">\u201cWhat would this mean for a single multinational?\u201d said Cronin. \u201cConsider a hypothetical large multinational operating in the tech sector. Drawing on representative firms, the cost of wages, salaries, and share-based pay could amount to around \u20ac160,000 per direct employee. <\/p>\n<p class=\"c-paragraph paywall \">\u201cThis could entail tax revenues for an average employee of around \u20ac65,000 when considering income tax, employees\u2019 PRSI, and the USC. Adding employers\u2019 PRSI, total payroll taxes could amount to around \u20ac80,000.<\/p>\n<p class=\"c-paragraph paywall \">\u201cIf the firm were to employ, say, 6,500 workers in Ireland, that would entail a payroll-related tax bill of about \u20ac500 million. These estimates do not account for the knock-on impacts on other firms whose business models may depend heavily on the presence of these multinationals.\u201d<\/p>\n<p class=\"c-paragraph paywall \">That being said, Cronin described payroll taxes and VAT associated with foreign multinationals in Ireland as \u201clikely to be less volatile\u201d than the corporation tax they pay. <\/p>\n<p class=\"c-paragraph paywall \">\u201cMany of these firms have made substantial long-term investments in Ireland over several decades,\u201d he said. \u201cIn the manufacturing sector, in particular, physical investments in plants would not be easily moved to another jurisdiction.<\/p>\n<p class=\"c-paragraph paywall \">\u201cIreland is often deeply embedded in their global business models, serving as a base for sales across the EU and other international markets.<\/p>\n<p class=\"c-paragraph paywall \">\u201cThese firms are unlikely to significantly scale back activities in Ireland in the short term. But the long-term downside risks are clear.
