Issued earlier this month, the report showed that Ireland would have a deficit of \u20ac11 billion 2026 excluding &#8220;excess corporation tax.&#8221;  <\/p>\n<p class=\"text text-block paragraph text-left neo-font-paragraph-xl-reg  yf-18d6y07\" style=\"text-decoration: none; font-style: normal; text-transform: none; text-align: inherit; font-variant-numeric: normal;\">The group didn&#8217;t recommend any changes to Ireland&#8217;s tax structure for foreign firms, though it did raise warnings for the Irish government&#8217;s dependence on tax revenue from them.  <\/p>\n<p class=\"text text-block paragraph text-left neo-font-paragraph-xl-reg  yf-18d6y07\" style=\"text-decoration: none; font-style: normal; text-transform: none; text-align: inherit; font-variant-numeric: normal;\">&#8220;Most corporation tax receipts are set to be spent rather than saved. Under the government&#8217;s plan, only \u20ac1 out of every \u20ac6 collected will be set aside, with the remaining \u20ac5 used for ongoing spending commitments,&#8221; the report said.  <\/p>\n<p class=\"text text-block paragraph text-left neo-font-paragraph-xl-reg  yf-18d6y07\" style=\"text-decoration: none; font-style: normal; text-transform: none; text-align: inherit; font-variant-numeric: normal;\">The report&#8217;s findings likely won&#8217;t come as a surprise to many living in Ireland, which has long been home to several big U.S. firms&#8217; international headquarters, including Menlo Park, California-based social media giant Meta and Cupertino, California-based tech titan Apple. But it is likely to reignite questions about the island nation&#8217;s seeming dependence on such revenue.  <\/p>\n<p class=\"text text-block paragraph text-left neo-font-paragraph-xl-reg  yf-18d6y07\" style=\"text-decoration: none; font-style: normal; text-transform: none; text-align: inherit; font-variant-numeric: normal;\">&#8220;The political reality is that despite (the council&#8217;s) decade-long warnings, corporate tax has risen from \u20ac7 billion in 2016 to an estimated \u20ac34 billion his year \u2013 and the debate now is on how to spend it,&#8221; wrote Cliff Taylor, managing editor of The Irish Times, <a href=\"https:\/\/www.irishtimes.com\/opinion\/2026\/06\/14\/cliff-taylor-i-wont-waste-my-time-writing-about-this-again\/\" data-ylk=\"slk:in%20a%20recent%20op-ed;elm:context_link;itc:0;sec:content-canvas;source:content-canvas%20default\" data-yga=\"{&quot;yLinkText&quot;:&quot;in a recent op-ed&quot;,&quot;yLinkElement&quot;:&quot;context_link&quot;,&quot;yModuleName&quot;:&quot;content-canvas&quot;,&quot;yTrafficOrigin&quot;:&quot;content-canvas default&quot;}\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">in a recent op-ed<\/a>.  <\/p>\n<p class=\"text text-block paragraph text-left neo-font-paragraph-xl-reg  yf-18d6y07\" style=\"text-decoration: none; font-style: normal; text-transform: none; text-align: inherit; font-variant-numeric: normal;\">The council&#8217;s report noted that Ireland&#8217;s public finances &#8220;have benefited from an enormous increase in corporation tax receipts.&#8221;  <\/p>\n<p class=\"text text-block paragraph text-left neo-font-paragraph-xl-reg  yf-18d6y07\" style=\"text-decoration: none; font-style: normal; text-transform: none; text-align: inherit; font-variant-numeric: normal;\">Compared to neighboring nations in Europe, Ireland collects nearly three times as much corporation tax, the report noted.  <\/p>\n<p class=\"text text-block paragraph text-left neo-font-paragraph-xl-reg  yf-18d6y07\" style=\"text-decoration: none; font-style: normal; text-transform: none; text-align: inherit; font-variant-numeric: normal;\">According to <a href=\"https:\/\/www.revenue.ie\/en\/corporate\/documents\/research\/ct-analysis-2026.pdf\" data-ylk=\"slk:statistics%20from%20the%20Irish%20government;elm:context_link;itc:0;sec:content-canvas;source:content-canvas%20default\" data-yga=\"{&quot;yLinkText&quot;:&quot;statistics from the Irish government&quot;,&quot;yLinkElement&quot;:&quot;context_link&quot;,&quot;yModuleName&quot;:&quot;content-canvas&quot;,&quot;yTrafficOrigin&quot;:&quot;content-canvas default&quot;}\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">statistics from the Irish government<\/a>, Ireland took in \u20ac32.9 billion in corporation tax in 2025. The lion&#8217;s share (\u20ac28.8 billion) was paid by foreign-owned multinational firms.  <\/p>\n<p class=\"text text-block paragraph text-left neo-font-paragraph-xl-reg  yf-18d6y07\" style=\"text-decoration: none; font-style: normal; text-transform: none; text-align: inherit; font-variant-numeric: normal;\">The fiscal watchdog group noted that such figures are subject to swings.  <\/p>\n<p class=\"text text-block paragraph text-left neo-font-paragraph-xl-reg  yf-18d6y07\" style=\"text-decoration: none; font-style: normal; text-transform: none; text-align: inherit; font-variant-numeric: normal;\">&#8220;Corporation tax receipts could quickly be much higher or much lower than current levels,&#8221; the report said. &#8220;As a result, they are not a reliable source to fund permanent spending commitments.&#8221;  <\/p>\n<p class=\"text text-block paragraph text-left neo-font-paragraph-xl-reg  yf-18d6y07\" style=\"text-decoration: none; font-style: normal; text-transform: none; text-align: inherit; font-variant-numeric: normal;\">The Irish government in 2024 set up two funds to save some earnings from corporate taxes, but Irish leaders have considered borrowing money to meet legislative requirements for such funds.
