through one of the most volatile periods of economic history, one characterised by <a href=\"https:\/\/www.irishtimes.com\/tags\/israel-iran-conflict\/\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/www.irishtimes.com\/tags\/israel-iran-conflict\/\">war<\/a>, <a href=\"https:\/\/www.irishtimes.com\/tags\/energy-crisis\/\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/www.irishtimes.com\/tags\/energy-crisis\/\">energy price shocks<\/a> and a partial breakdown in <a href=\"https:\/\/www.irishtimes.com\/tags\/us-tariffs\/\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/www.irishtimes.com\/tags\/us-tariffs\/\">global trade<\/a>. <\/p>\n<p class=\"c-paragraph paywall \">But this tax cushion comes with moral hazard: spending has rocketed.<\/p>\n<p class=\"c-paragraph paywall \">Ministers can claim to be keeping a lid on it, strengthening spending protocols within departments, but the figures speak for themselves.<\/p>\n<p class=\"c-paragraph paywall \">General government spending has jumped by 54 per cent since 2019, from \u20ac86.9 billion to \u20ac133.8 billion last year. <\/p>\n<p class=\"c-paragraph paywall \">The <a href=\"https:\/\/www.irishtimes.com\/tags\/irish-fiscal-advisory-council\/\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/www.irishtimes.com\/tags\/irish-fiscal-advisory-council\/\">Irish Fiscal Advisory Council (Ifac)<\/a> says the Government has exceeded its annual spending target by an average \u20ac5.1 billion in each of the last three <a href=\"https:\/\/www.irishtimes.com\/budget\/\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/www.irishtimes.com\/budget\/\">budgets.<\/a><\/p>\n<p class=\"c-paragraph b-it-article-body__interstitial-link\">[\u00a0<a aria-label=\"Open related story\" class=\"c-link\" population, which is also ageing, and to unforeseen factors such as <a href=\"https:\/\/www.irishtimes.com\/tags\/cost-of-living\/\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/www.irishtimes.com\/tags\/cost-of-living\/\">inflation<\/a>, a significant portion stems from what the budgetary watchdog says is \u201cbad planning\u201d and \u201cpoor expenditure management\u201d.<\/p>\n<p class=\"c-paragraph paywall \">Having a mountain of tax receipts on one side of the ledger might be acting as a disincentive. <\/p>\n<p class=\"c-paragraph paywall \">Corporate tax receipts hit a record \u20ac33 billion last year \u2013 double the amount collected as recently as 2021 \u2013 glossing over the significant rise in spending.<\/p>\n<p class=\"c-paragraph paywall \">Minister for Finance Simon Harris and Minister for Public Expenditure Jack Chambers have promised a \u201cfundamental change\u201d in budgeting with new 6 per cent spending rule.<\/p>\n<p><img decoding=\"async\" alt=\"\" class=\"c-image audio_image\" src=\"https:\/\/www.newsbeep.com\/ie\/wp-content\/uploads\/2025\/11\/1754647931518-c07d65db-55b5-463e-ae51-976300c5837e.jpeg\"\/>The 9 per cent VAT rate has been welcomed by restaurants but does the hospitality sector actually need it?<\/p>\n<p class=\"c-paragraph paywall \">In their Medium Term Fiscal and Structural Plan, they have pledged to limit the annual increase in public spending to 6 per cent a year for the next five budgets.<\/p>\n<p class=\"c-paragraph paywall \">The annual increase in spending will taper from 7.2 per cent this year to 5.4 per cent in 2029 and 5.2 per cent in 2030, equating to average annual increase over the period of 6 per cent.<\/p>\n<p class=\"c-paragraph paywall \"> Chambers has in recent weeks written to Government departments warning them to rein in spending while indicating he plans to introduce enhanced oversight mechanisms before the budget.<\/p>\n<p class=\"c-paragraph paywall \">At the publication of the midyear exchequer numbers on Friday, Chambers said: \u201cAs we move into the second half of the year, our focus will remain on ensuring that public funding is used effectively and delivers tangible outcomes for citizens, while continuing to manage the public finances in a sustainable and responsible manner.\u201d <\/p>\n<p class=\"c-paragraph paywall \">Ifac is, however, warning that overruns in day-to-day public spending are likely to top \u20ac1.1 billion this year.<\/p>\n<p class=\"c-paragraph paywall \">\u201cCurrent spending is growing at a fast pace up 6.8 per cent so far this year.
